An Ordinance Regulating Moving Travel and Traffic upon
the Streets and Other Public PLaces of the City of Lodi and
Providing a Punishment for any Violation Thereof.
The Board of Trustees of the City of Lodi. do ordain
as follows:-
DEFINING TERMS USED.
Sec.1-The following terns whenever used herein except as
otherwise specifically indicated,shall be defined to have,and
shall be held to include each of the meanings hereinbelow
respectively set fOrih,and any such terns used in the singular
number shall be held to include the plural.
STHEET. Every avenue,boulevard,highway,road!nray,lane,alley,strip,path,
square and place used by,or laid out for,the use of vehicles
within the City of Lodi,
CURB. The lateral boundaries of that portion of a street,design-
ed or intended for the use of vehicles,whether marked by curb-
ing constructed of stone,cement,concrete,or other inateria1,or
not so marked,
VEHICLE. Every wagon,hack,coacii,carriage,omnibuu,pus,push-cart,~icycle,
tricycle,niotor-bicycle,automobile,or other conveyance,except
baby carriages and children s play-wagons ,in what ever manner,
or by whatever force or power the same may de driven,ridden or
propelled,vrhich is or may be used for, or adapt,ed to pleasure
riding,or transportation of passengers ,baggage, merchandise or
freight ,upon any street; and every draft or riding animal,
whether ridden,driven or led,exceptlng that an animal or animal@
attached to any vehicle,shall with such vehicle,constitute one
vehicle;provided,however , that nothing herein contained shall be
construed to affeot in any way the operations of railx-oads or .
street railways ,upon any street ,vrliich said railroads or street-
railways are expressly exempted i2Oa the provisions or" this
Ordinance.
MOVING POT the purposes of this Ordinance the term "Moving Travel
TRAVEL ANqand Traffic"is intended to include vehicles in actual motion

'and also those which may be at rest upon the streets an8 those
which are at rest and intended or expected to soon again be
in motion.
DRIVE CAREFULLY-CONSIDER OTHERS.
Sec.2- Every person riding,driving,propelling or in charge
of any vehicle upon any of the streets,shall ride,drive or
propel such vehicle upon such streets in a careful manner and
with due regard for the safety and Bonvenienae of pedestrians
and all other vehicles upon such streets.
TURN RIGHT.USX RIGHT SIDE OF ROAD.
Sec.3- Every person riding,driving,propelling,or in charge
of any vehicle,upon meeting any other vehicle at any place upon
any street,shall turn to the right,aIId,On all occasions when it
is practicable so to do,shall travel on the right side of such
street ,and near the right-hand curb thereof ,excepting when the
. right-hand side of street is obstructed by teams,building or
other materia1,or when street is closed for repairs;in such
case the travel shall be as far away from the left hand curb
as possible so a8 to allow other vohlcles to freely pass.
Sec.4-Every person riding, cirivifij ,propelling, or in chmge
of any vehicle upon any street having but two wheel tracks,Or
well-beaten paths for vehicles,is heseby required,when
practicable,to turn to the right and to surrender the left
track upon meeting any vehicle going in the opposite direction,
PASS TO THX LETT.
Sec.5- Every person riding,driving,propeIling,or in
charge of any vehicle upon any street ,shall, in overtaking
any other vehicle,pass to the left of such vehicle,and the per-
son in charge of such vehicle being so overtaken and passed
shall give way to the extreme right to allow such vehicle to
pass with safety.

SLOW VEHICLES CLOSE TO CURB.
,6-Every person riding,driving,propelling,or in charge
of any vehicle moving slowly upon any street shall keep such
vehicle as close as possible to the curb on the right,allawing
more swiftly moving vehicles free passage on the left.
LOOK BEFORE YOU TURN.
Sec.7-Every person riding,driving,propeIling,or in charge
of any vehicle upon any street,shall,before turning,stopping,
or changing the course of such vehiole,first see that there
is sufficient sgace,so that such movement can be made in safety
and then shall give a plainly visible or audible sign,to
persons in charge of such vehicles behind Lhem,of their inten-
tion to make such !soveiflent ,except when followed by rapidly
propelled vehicles in which event no turn shall be made until
such vehicle shall have passed on the lefft.
RULES FOR TURWING INTO STREET.
Sec.8-Every person ridinE,driving,propellng,or in charge
of any vehicle upon any street shall,in turning to the right
into another street,turn the corner as naax the right hand
curb as possible.
Sec.9-Every person ridin,n,drivinE,pr~pelling,or in charge
of any vehicle upon any street,shall,,in turning to the left
into another street,pass to the right/and beyond the center of
the stseet intersection before turning.

HEAD '!JITH THE TRAFFIC.
Sec.10-Every person ridirig,driving,propelling,or in charge
of any vehicle crossing from one side of any street to the
other side thereof,shall make such crossing by turnine; to the
leffso as to head in the same direction as the traffic on that
side of the street toward which such crossing is made.
Sec.12-No person riding,driving,propelling,or in charge
of any vehicle,shall stop the same upon any street with the
left side of such vehicle toward,or along,the curb,or within
twenty feet of a fire hyrant or street crossing.
Sec.12- No person riding,driving,propeIling,or in charge

of any vehicle shall stop such vehicle upon any street except as
close to the curb as practicable,unless such stop shall- be mad.e in
case of emergency or for the purpose of allowing another vehicle
or pedestrian to cross its path,and no vehicle shall remain in front
of the front entrance to any business, home for longer than one hour.
I DON'T BACK TO CURB.
Sec.13- No person riding,drivingi,propelling or in charge of any
vehicle upon any street shall allow s,uch vehicle to remain backed up
to the curb,except when such vehicle is being actually loaded or
unloaded,except as hereinafter provide&.

RIGHTS OF WAY.
Sec.14- Every person ridin~,driving,propelling or in charge of
any vehicle in moving on a street ruining in a general northerly and
southerly direction shall have the right of way over vehicles going
on streets running in a general easterly and westerly direction;and
ev$y person riding,drivin~,propelling or in charge of any vehicle
going on such easterly and westerly streets shall allow such vehicles
so going upon such northerly and southerly streets such right of way.

SPECIAL VEHICLXS-RIQHTS OF WAY.
Sec.15- The officers and firenen of the Fire Department ,and
their apparatus of all kirids,w?Ien going to,or on duty at,or Teturning
from a fire,and all ambulances,vfhether of a private or public .
character ,and all other vehicles when emgloyed in carrylng sick or
injure& persons to hospitals or other places of relief or treatment
shall have the right of llvay Over all vehicles or persons cn any xk
street and through any prosession,except other vehicles carrying the
United Btates mail; and,wlien the Fii-e Department is responding to an
alan,all vehicles shall come to a standstill along the right curb in
direction being travelgded. by such vehicles until- the vehicles of the
Fire Department shall have passed,and no vehicle shall stop on any
cross streets excepting close to the curb and far enough away from
the intersecting street to allow the vehicles of the Fire Departrnent
to safely turn.
KEEP FOUR FEET FROM STREET OARS.
Sec.16- Every person riding,driving ,propelling ,or in charge
or any vehicle upon any street ,shall keep such vehicles at
leas% four feet Prom the running board or lowest step of any
street car which is stopping for the purpose of taking on or
discharging passengers;and if,by reason of the presence of
vehicles at the place where such car is stopping,or by reason
of the narrowness of the street,or for any other reason,it is
not possible to preserve such distance of four feet from such
running board or lowest step,as herein prescribed,then such
person shall stop such vehicle until such car shall have taKen
on or discharged its passengers and again started.
Sec.17-Every person ih charge of any draft animal attach-
ed to a vehicle backed up to the curb uDon any street,shall
turn and keep such ariima3 turned at right angles to such vehicle
and in the direction which the traffic upon that sidg of the
street is moving.
AUTOS,ETC. ,MUST HAVE HORN OR SELL.
Sec,l8TIt shall be unlavsful for any person t drive or d propel any bicycle,tricycle,~~olocipede,motor bicycle,aQto-
mobile or any other riding machine or horseless vehicl$ipon
the streets without havinz attached to such bicycle,tricycle,
vclosipede,motor-blc~cl~~,or automobile,a gong,bell or horn
,
in good wo‘rking order and of proper size and character suf-
ficient to give’warning of the approaeh of such vehicles to
pedestrians,and to riders and drivers of other vehicles,and
to persons entering or leaving the street oarsosaid gong,bell
or horn shall be of such size only as may be necessary Lo give
such warning and shall not be sounded except when necessary to
give such warning.
NO SIRENS OR LOUD HORNS,
Sec.19-It shall be unlawf’ul for any person operating
vehicles described within Section 18 of this Ordinance to
use thereon,while traveling through the streets,any instrument
for the purpose of giving a warning which shall produce a
sound of an unusually loud,annoying or distressing character,
or such that will tend to frighten pedestrians or animals,it
being the intention of this section to prohibit the use of so-
called ftSirenstf or similar instruments for the purpose of pro-,
ducing unusually loud,or distressing or annoying sounds. I
Sec.2O-It shall be unlawful for any person riding on
the streets upon a bicycle or any similar vehicle,to travel so
closely in the make of any vehicle in such a manner as to
imperil. life or limb,or to travel so closely in the wake of said
moving vehicle as not to give the follming vehicle ample room
in which to stop or turn out in case the preceding vehicle
comes to a sudcien stop.
RULES FOR AUTOMOI3ILE MOTORS.
Sec.21- It shall be unlawful for any person operating
a self propelled vehicle wpon the stroets,to permit the motors
of same to opsrate in such a manner as to visibly emit an m-
duly great amount of steam,smoke,products of combustion from
exhaust pipes or other pipes or openings,or to operate or
staid such vehicle upon the streets ntlless such vehicle 1s pro-
vid%d with some suitable applzance to prevent oil or gasoline from
lsaking upon the street.
KEEP MUFFLERS CLOSED.
Sec.22-1t.shall be unlawful for any person operating
a self-propelled vehicle upon the streets to permit the pipes,
ftmufflerstt or other devices,to emit the sounds of exhaust in
a loud and annoying manner;it being the intention of this sec-
tion to compel the operation of such self-propelled vehicles’
in as noiseless a manner as possible.
NO DRIVERS UNDER 18.-EXCEPTIONS.
Sec.23-It shall be unlawful fbr any person under the age
of 18 years to operate upon the streets any automobile or other
form of motor vehicle unless such person shall have procured
a permit in writing for such privilege from the Board of
Trustees of the City of Lodi;provided,however,that no permission
shall be granted to any person under 16 years of age;provided,
further,that a11 persons to whom permits ~:iay,or have been
granted must always carry such permits and present same for
inspection to any regularly authorized officer or official
of the City of Lodi when requested so to do;provided,further,
that this section shall apply only to the drivers or operators
of automobiles or other forms of motor vehicles.
Sec.24- It shall be unlawful for any person to drive upon
the streets any unduly dangerous or partially ltbrokenn animal
or to use the said streets for $he purpose of ttbreakingt'animals,
it being the intention of this section to aefine the words
ttbroRenlt and ttbreaking"fto the acts of accustoming animals to
' saddle and harness for the purpose of subjection.
~ - LAMP ON MOTOR CYCLES.
Sec.25- It shall be unlawful for any person to Operate
upon the streets,during the period from onehalf hour after sun-
I set to one-half hour before sunrise,any motorbicycle,or simi-
lar vehicle,unless said motor-bicycle or similar vehicle is
provided with at least one lighted lanp showing a white light
visible within a reasonable distance in the direction toward
which such vehicle is proceeding.
PENALTIES PROVIDED FOR VIOLATIONS.
SeC.26-Any person who shall vialate the provisions of
this Ordinance shall be deemed guil2y of a misdemeanor,and upon
conviction thereof shall be punished by a fine not exaeeding
three hundred dollars,or by imprisonment not enoeeding three
monthsior by both such fine and imprisonment,
Sec.27-All 0rCtirimii:eu and parts of Ordinances in conflict
herewith are hereby repealed.
Sec.28- This Ordinanoe bs hereby declaced,to be an ord-inanoe
fqr the imgdiate preservation of the public, peace,health and
safety,and shall take effect immediately after its Passage,ap-
proval and publicat ion.

Sec.29.- The City Clerk shall certify to the passage and approval of this ordinance,and shall cause the same to be published once in the Lodi Sentine1,a newspaper of general circulation printed and published in the City of Lodi.
