SECTION 5e IRSTALLA2IQR AND CONSTRUCTLOW. DEPOSIT OF COINS -- REQUIRED, Each pwking metep shall be so designated that khe deposit of a coin of the United States will set the mechanism of the meter in motionp or permit the mechanlsm to be so set in motion that the meter will show the unexpired parking time applicable to the pmking space adjacent to the lrlete~~ and the meter when such parking time has expiked shall so indicate by a visible sign. SECTION 10,DEPoSIT OF COINS WAIVER BY COUNCIL, The council may, by resolution, provide for and establish a monthl.y, quarteFly, semiamuab Or annual charge payable in advance for the use of a pagking meter space in each Gity-owned or leased off-street papking lot and the City Council,, by resolution, may restrict the nunlber of such spaces in any such lot that shall be rented OR such basis, The Councfl, by resoEution, shall provide the nscessapy means or methods of evidencing the paynent OF such charge by parking meter hoods, stickers or other similar device,, SECTION 11, TEMPORARY PERPIITS FOR USE OF WTERFD SPACES, (a) Pemnit to use for public displays, The City Council upon application therefor meter spaces fop public display pwposes, may grant temporary pemnits for the use of parking (b) Permit to park construction equipment, The Chief' of Police upon aPPlfcation may grant 8. pennit for parking of construction equip- ment where necassarg beeause of construction work on abutting propepty, -5- (0) Posting no parking sfma and meter hoods, The Chfef of Police is hemby authorized $n those instances: facilitate the movement of traffic; and, (2) whem a permit has been issued for the use of parking meter spaces, to post no parking signs OP hoods prohibiting parking in %he papking meter spaces, and in suck (I) Whem it is required to instance the '&ief of' Police shall conspicuously post on each parking meter for each parking meter space wherefn parking is to be prohibited or United in useo as above provided, no papking signs or hoods over the parking metera. (d) Parking in violation of no parking sign or hood, Any pefsonr except for those given permission by the City Council, parking a vehicle in any parking meter) space which has been consbicuously posted with a no parking sign QP hood as provided in the preceding parereaph shall be guilty of a violation of this ordinance, (e) XP%ejqal posting of' no parking sign or hood, Any person post- ing a no parking sign or hood on any- parking meter on cn parking space not included in the permit shall be guilty of a violation of this ordinance, (E) Charges and deposits,, The Council may, by resobtion, pro- vide and establish a charge to be made in those instances where pubPlc display or construction equipment is to be parked in a parking meter spaceo which charge shall be paid in advance to the Police hpart;ment of the City OP such 0th~ department as the Council may determine by resolPtion, deposit for hoods OP signs and provide the necessary means OP methods of evidencing the method of payment of such charge by stickers or other similar device i. me Council, by resolution, may also provide for a -6- SECTION 12, USE OF SLUGS XJKLAmL,, It shall be ulnPawfuf for person to deposit or cause to be deposited in any parking meter ang slug, device or other subsfltute for a coin of the United Staters, SECTION l3* TAMPERING WITH FfiETER UNLAWFUL. It shall be unlawful for any unauthorfzed person to operateo or for anY pepson to defaceo injure, tamper with, OP wilfully break, destroy OP impair the useful- ness of any parking meter installed pursuant to this ordinance, OF to hitch any animal thereto, 01" lam any bicycle against any meter. SECTION 14,, COLLECTION OP COINS FROY PARKING METERS. me Finance Director is hereby authorized, and it shall be his duty, to designate some person OP" persons to make reguhak collections of the money deposited in said pasking meters, It shall be the du%g of such person OF persons so designatxd to collect and deffver to the Finance Director all money deposited in the parking meters, Director shall keep accwatet accotan% of all the parklng meter money so delivered to him, The Finance SECTION 1Se USE OF MONEYS COLLECTED. All charges fop use of parking meter spaces as provided in this opdinance me hereby levied and assessed as the fee to provide for the proper regulation, control and inspection of traffic upon the public streets or off-street pa&- ing lots, as the case may be; td cover the cost of supervisingo regu- latiq and inspectfng the parking of vehiclea in the parking meter zones prPovided for in this ordinance; the cost of the acquisition, installation, operation, maintenance, repair and replacement of park- ing meters and expenses incidental thereto; the acquisition by purchase or lease, establishment, improvement, operation, maintenance, repair and replacement of off-street parking facilitfes; and the payment of principal of and interest and priop redemption premiums on bonds issued to finance the acquisition and construction of such facilities.
