The Soard of Trustses of the City or" Lodi do ordain as follows : Plumhers and grain Layers milst be Licensed and sixre 3onds. Sectim 1. All pipe drains to 11s lsld Proii huildii,?;s and connect- ed with the pllblic severs must be laid by licensed pl1uixbe,rs or drain layers, to be licensed by tha City Trustees. Applications for such license shall be filed with the City.Clerk, snowing the applicant to be a Tesident of the !City of Lodi and statins his qualificatioiis to perfOrl!I such work. If the Board of Trustees shall decide by a majority vote that such apylicant posse~sss the proper qualifica- tf-oiis, such apglioant shall be entitled to a license. 3ut before any license:'shal.l Issue, the person so licensed shall file a bond payable to the City of Lodi, in the sum of Five Hundreti Dollars ($500 ) with two good and sufficient sim?ties, who shall justify before any officer entitled or qualified to adi!iinister an oath. Said license nay be revoked at any time by the 3oard of Trustees when in their jlldgrnent suf!ficlwf causa exists. therefox. Said bond shall be conditionsd for? a. faithful per-fomamce of the provisions of this ordinance so far as the sarflr: .shall relate to work to be per- formed by hlm, and shall he a!igroved by the 3oard of T:custaes. Any person who shall sustain damage by reason of the faLlure of tne obligor in said bond to keey and perforn all or any of the condi- tions thereof, or by Peason of the failurs of the obligor'to keep and perform any and all of the terms of nis contract vith such person in rslation of said work, may maintain an action on said bond in his Own name in any conipetent court and may reeovsr thereon +,3e mount Of any damage suffsred. Vork to bs Zxamined and Certificate given before Trench is filled, Section 2.- All drains or sewers mils% be constrmted in open trenches, and in opening a trench for any drain the axcavated material must be placed so as to cause the least practicable inconvenience to the public, and as little as possible of the trench must be dug unsil the junction place or branch in the street SevBT is found. The sides of trenches that will not stand perpendicular nixst be properly braced and shored to prevent oaving. Section 3.- The backfilling over drains.af2er they are laid, must be solidly ramued within the public street , and all roadway material or pavement must be properly replaced to the satisfaction of the Superintendent of Severs and kept in repair for six irlonths. All Sas and water plpes must he protected from injury or settlings and at all. oysnings of such trenches lights must bs displayed where left open over night and other necessary p-recautions must be taken to guard thn, public against accidents. After the drain pipes have been laid and before the excavations have been filled in, notioe shall be given to the SuDerintenderit of Sewers, who shall examine the urorR,and if found properly done, shall issue a csrtificate of that fact to the idumber or draln layer, :he earth may then be replaced In the trench. Section 4.- Wery buildins or lot shall be severecl by an iron stone or cast iron pipe not less than four inches in dime ing from the biiilAinC; or point of beginning out to the line of the alley or street sewer and lai-8 at a unifor,? grade throughout its entire length. 411- joints of said iron stone pipe shall be made tight with best quality Portland oement properly miyed vith clean sharp sand.,the proportion being one part cernsnt and two parts clean sharp sand. Each joint zid length of pipe when lsid must be proper- ly cleaned on the insicle by a suitable scraper before the succeed- ing lsngth of !'ips is gut in ?lace. All joints of cast Iron pipes shall be made lvith a suitable packing of oaKm and run in lull with molten lead and properly caiilired. s Drains uixier Buildings must be Cast Iron and have Tall of one- eighth Inch LO the Foot. Section 5.- Svery house or building hereafter erectea must have the house drain constructed of cast iron pipe where it lies under the building, and to extend beyoncl. said building or foiuiclation Walls not less than two feet. but, lvhen the house dTain is optside the building lines, 01 where there is an oyen space under the hoiise of four feet clear in height, it may be of iron stone :)ipe, The hourr: drain must have a fall of at least one- elghth of an inch to the foot; If cast iron it must run along the cellar wall where prac- ticable, or if laid unaer the floor of the building, shall be hung in iron straps securely fastened to the lower floor joists, and in as straight a line as possible. All changes of direction must be made with curved pipes and all connections with Y branches and one eiehth bends. Permit and pees. Section 6.- The licensed plimber or nrain layer must obtain a written perrnii from the Superintenrlent df Sewers before Com-Iencing operations on any side severs. The owners or agents of buildings to be connected wit11 the public sewers must pay to the Supem-ntendent of Se1"ers a fee of 0ne Dollar (1.60 ) locating the V branch in the main sewer, and inspection; said Fees to be turned to the City Treasury by the Superintendent of Swers. The Superintendent of SelfirerS must file with the City Zngineer a cenificate showin2 that said' connection has been made aiid accepted. Necessary Blanks. Section 7.-.41i necessary blanks for- pwmits and certificates Of inspection will be furnished by the City of Lodi. Sinks and Wash Rooms. Section 5.- Sinks in all packing houses, canneries, butcher shops, lard rend-ing establishments, hotels, restaurants, boardlng houses and laundries shall be providsd with a suitable grease tap of not !' less than fifteen gallons capacity. All wash rooms for automobiles or for caariages in private stables connected with the public sewer must be provided with proper means of interceptingmud znd must be constructed in accordance with plans and specifications as adopted by the, Board of City Triistess under the supervision of the Superintendent of Sewers. Xvergr public garage or livery and feed stables colinected with the public sewer must be provided ?rith proper means of intercepting mud and must be constructed in accord- ance with plans and specifications as adopted by the Board of city Trustees under the supervision of the Sixperintendent of Sewsrs. Bulky Substance in Sewers. Section 9.- No person shall place or suffer to be placed any bulky substance in aiiy sever opening, or in the house connection or private drains connecting with &y pQblic main or lateral sewer, or any substance having a tendency to obstruct the free flowage of said sewers,or to darnase them in any vJay. No person shall place Q?' suffer t& be placed, or dlscharge into any sever any substance 1vliich will interfere with the treatment or clarification of the sewage. The City shall have the right to fix or grescribe methods of treatment of any private sewage hereby rendering it suitable for clarification or treatment, and the individual rnust at his expense make such treatment as prescribed by the City under and subject to the direction of the Citlr. No person will be allowed to dunp large quantities of water or sewage into ths swer withbux first giving notice to the City and gaining their approval. The water or sewage must then be dis- charEed in accordance with and subject to the City's directions. Where wineries have in storage large quantitJies of water far the preservation of tanks,the City may require them to connect with the sever with special pipe so tnat their waters may be discharged during such hours a8 the City's flow is at a minimum, \There Special arrangements have to be made to receive these vaters, the City inay charge a fes for special attendance not to exceed Ten Uollars(@10) for each twenty- four hours. The Superintendent of Sewers shall have the powex to stop and prevent I'rom discharging into th.: sewer system any nrivate sever through which substances are discharged which are liable to injure the sewers or obstruct the Slow of selvage. Time in which to Connect . All public buildinp, manufacturing places and private residences mist be connected viih the public sew?rs when required by the Board of Trustses or its duly authorized agent , where such seig8rs are laid in the streets or alleys of the City of Lodi, within five months( unlsss an extension of further time be granted by the Board of Trustees) from the date of' the acceptance of the sewers by the authorities of the City of Lodi. All necessary plum1,ing must also be completed in said above specified time, provided, however, that when in the judgment of the Board of Trusteesft is necessary for the groper working of the sewer system that all the residents and owners on any alleyor strest or part of alley or street connect at once, the Board of Trustees may 011 Pive days notice given in w3C-ing, require a11 residents or oi'msrs on said strzets or alleys or parts of said streets or alleys to proceed to connect in the manner set forth in said notice. Saction 10.- Any person violating any of the provisions Of this Ordinance shall be guilty of a misdeneanor and shall be punished by a fine xot exceeding One Hundrsd gollars ($ioa.) or by imprison- nent not exceeding fifty (50) days, or by both said fine and im- pr i sonmen t .
