AGENDA TITLE: Traffic Resolution Amendment - Converting Yield Signs to Stop Signs on
Flora Street at Washington Street
MEETING DATE: June 4,1997

RECOMMENDED ACTION: That the City Council amend Section 2(C) of the Traffic Resolution,
#87-163, by approving the conversion from yield to stop signs at the
intersection of Flora Street at Washington Street (Exhibit A).
BACKGROUND INFORMATION: The intersection of Flora Street and Washington Street has been
studied based on a citizen's concern and a relatively high accident
rate according to the Department's Intersection Study List.
Currently, Flora Street traffic is controlled at Washington Street by
yield signs and Washington Street traffic is uncontrolled. The prima facie speed limit on both streets is
25 miles per hour_ Traffic volumes on Flora Street and Washington Street are approximately 700 and
400 vehicles per day, respectively. Available accident reports indicate there have been two accidents
occurring at the intersection in the four-plus years from 1993 to the present. Both of these accidents
involved a westbound driver failing to yield to southbound vehicles.
DISCUSSION/RECOMMENDATION: At low volume intersections, the Department's informal guidelines
are used to determine whether yield or stop signs are appropriate. These guidelines consider traffic
volumes, accident history and, when necessary, the determination of the safe approach speed to the
intersection. Based on these guidelines, the safe approach speed calculations were performed. The
results of the calculations indicate that, based on expected vehicle speeds on Washington Street, the
installation of stop signs on Flora Street should reduce accidents at this intersection. Based on these
factors, staff recommends City Council approve the conversion from yield signs to stop signs at this
intersection.
FUNDING: Funding to modify signing and pavement legends from the Street Maintenance Account at
an approximate cost of $500.

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING THE CONVERSION FROM YIELD SIGNS TO
STOP SIGNS ON FLORA STREET AT WASHINGTON STREET
AND THEREBY AMENDING TRAFFIC RESOLUTION NO. 87-163
WHEREAS, a study has been prepared based on concerns expressed
related to a relatively high accident rate per the Department's Intersection Study
List; and
WHEREAS, Flora Street traffic is currently controlled at the intersection of
Washington Street by yield signs and Washington Street traffic is uncontrolled.
BE IT RESOLVED, that the City Council of the City of Lodi does hereby
approve the conversion from yield signs to stop signs on Flora Street at
Washington Street; and
BE IT FURTHER RESOLVED, that City of Lodi Traffic Resolution No. 87-
163, Section 2(C) "Stop Intersections" is hereby amended by the conversion from
yield signs to stop signs on Flora Street at Washington Street.
