Contract to Provide Survey and Plan Drawing Services ($12,000) MEETING DATE: June 4, 1997 SUBMITTED BY: Electric Utility Director RECOMMENDED ACTION: That the City Council, by Motion Action, authorize the City Manager to execute an addendum providing survey and plan drawing services, to Power Engineers' personal services contract for the 230kV Interconnection Project. BACKGROUND: On March 5, 1997, the City Council authorized the City Manager to enter a personal services contract with Power Engineers, Inc. for the Phase 2 Preliminary Engineering of the 230kV Interconnection Project. The Phase 2 Preliminary Engineering included the following tasks: • Preliminary Substation and Transmission Line Design and Engineering • Substation Siting • Transmission Line Routing • California Environmental Quality Act (CEQA) initial study to determine the level of environmental permitting required. The proposed Addendum will provide City staff with the property and facilities information necessary for the City to design the 60 KV Transmission line. In addition, this survey will provide additional information to Power Engineering, Inc. necessary for the engineering studies. Note: this survey information is not available from Cal Trans nor any other known source. Vallow Electric Utility Director May 28, 1997 ADDENDUM TO PERSONAL SERVICES CONTRACT The following tasks are to be added to the 230kV Interconnection Project Phase II Work Plan as outlined in Power Engineers' letter dated February 24, 1997. • Perform a construction field survey on the north side of Caltrans right-of-way along Highway 12 from the intersection of Lower Sacramento Road to the East entrance road for Flag City (point at which the proposed 60kV lines enters the right-of-way from the South). • Locate existing PG&E power poles from the intersection of Lower Sacramento Road to the East entrance road for Flag City (point at which the proposed 60kV lines enters the right-of-way from the South). • Where side poles exists for services and taps, locate first pole South for services and first pole North or South (or both) of main pole line for taps. • Locate the existing ditch along North side of Highway 12 from Ray Road to the East entrance road for Flag City. • Tie to existing Caltrans monumentation that can be found in the Highway 12 right-of-way between Lower Sacramento Road and Thornton Road. • Plot pole locations, driveways, street center line and the existing irrigation ditch (Ray Road to East Entrance) in relation to the fog line, North right-of-way of Highway 12 and Caltrans monumentation from the intersection of Lower Sacramento Road to the East entrance road for Flag City. Include the four corners of Lower Sacramento Road and Highway 12. • Plot locations to an agreed upon scale (probably 1"-50' or 1"-100'). • Drawings will be prepared using AutoCad (electronic files will be provided in AutoCad as required). • Photograph and inventory the existing PG&E poles from Lower Sacramento Road to the East entrance of Flag City. Pay particular attention to tap and service poles. Prepare a photo log with documentation of inventoried poles. • Survey the elevations of the conductors at the service and tap poles and their adjacent north and south spans. • Prepare sketches showing the tap and service poles including the conductor catenary for any conductors crossing Highway 12. • Measure conductor and equipment attachment heights on each pole. Cost to perform the above tasks shall not exceed $12,000.
