TION AND PERTCCTS FOR ALL PERSONS DOING PLWING; CREATING THE OFFICES
OF PLUDaBING INSPECTOR AND ASSISTANT PLUMEKNG INSPECTOR

PENUTIES FOR THE VIOLATIOET OF THIS ORDINANCE AND REPEALING ALL

AS SUCH CONFLICT MAY EXIST
The City Council of the City of Lodi does ordain as follows:
Section 1. That the office of City Plumbing Inspector is here-
by created which shall function under the supervision and control of
the City Council, The office of City Plumbing Inspector shall con-
sist of a City Plumbing Inspector and Assistant Plumbing Inspectors
who shall be appointed by the City of Lodi Council from time to time
as the need therefor arises.
Section 2. The City Plumbing Inspector and Assistant Plumbing
Inspector shall be qualified plumbers, who shall have been residents
of the City for at least two years with not less than five years
experience in the aggregate in practical plumbing, drainage, gas ,
piping and gas appliance work.
Section 3. It shall be the duty of the City Plumbiqg Inspector

Section 4.. The Plumbing Inspector is hereby authorized

drainage, gas piping or gas appliances of any house, build-
ing or premises in the City of Lodi, To notify the owner

the part of the owner or occupant to eliminate the unsanit-
ary, dangerous or defective condition or to begin the work
thereon within twenty days after receiving a written notice
to repair shall constitute a violation of this ordinance.
(b) To enter private property at all reasonable times and
intervals for the purpose of making any inspection author-
ized under the terms of this ordinance.
(c)
Inspector may by notice in writing, to be filed with the
City Council, appeal to such City Council, which may re-
view the ruling of such Inspector.

LICENSING AND REGULATION
Section 7. The license tax for conducting or carrying on the
business of performing plumbing and drainage work in the City of
Lodi shall be One Hundred ($100.00) Dollars per calendar year or
fraction thereof.
The license tax for conducting or carrying on the business of
a gas appliance dealer in the City of Lodi shall be Twenty-five
($25.00) Dollars pert.calendar year or fraction thereof.
All licenses shall be payable annually in advance to the City
License Collentor.
Section 8. It shall be unlawful for any person, firm or
corporation to engage in the business of performing plumbing and
drainage or gas piping, plumbing or drainage work or to engage in
the business of gas appliance dealer in the City of Lodi without
first procuring a license so to do in accordance with the provisions
hereof, provided, however that plant plumbers shall not be subject
to the licensing provisions of this ordinance.
Plant plumbers, for the purpose of this ordinance, shall mean
employees regularly and permanently maintained in an established
plant for the purpose of doing plumbing, drainage, gas piping and
gas appliance work.
No person, firm or corporation licensed to carry on the bus-

to procure a gas appliance dealers' license in order to engage in
that business.
Every licensee must register immediately with the City Plumb-
ing Inspector in a book provided therefor, giving the full name and
place of business of licensee. Any change in the name or business
address of the licensee must be registered immediately.
Licenses issued hereunder shall not be transferrable. Except
as otherwise provided herein, no licensee shall allow an unlicensed
person to do plumbing, drainage,gas piping or gas appliance work
under any permit issued to him. Violation hereof shall be grounds
for the revocation of the license.
REVOCATION AND SUSPENSION OF LICENSES
-Section 10. The City of Lodi Council shall have power to sus-
pend or revoke licenses for a violation of any of the provisions
of this ordinance, after a fair and impartial hearing. No permit
for plumbing, drainage, gas piping or gas appliance work shall be
issued to any person after the revocation of his license or during
the suspension thereof.
Mf SCELLANEOUS REGULATIONS
Section 11. Except as otherwise provided herein, every person
installing, altering or repairing any plumbing, drainage, gas piping
or gas appliance work shall comply with all the provisions of this
ordinance.
All work installed in violation of the provisions hereof shall
be corrected imediately upon order of the City Plumbing Inspector.
GENERAL
Section 12. All Plumbing and drainage work done under a permit
shall be subject to test and inspection by the Plumbing and Gas In-
spector, and notice shall be given to the inspector by the person or
persons, firm or corporation doing said plumbing or drainage work,
or causing the same to be &one, immediately after such work is
completed in part or in whole sufficiently to permit of such test
and inspection.

DEFINITIONS
Section 13. AFprentice or Helper,

Section 14. Journeyman Plumber.
A Journeyman Plumber is a person who installs, alters or repairs
Plumbing and Draining Systems or a part thereof, as an employee, but
who does not furnish any materials or supplies, and who is registered

as provided for in this Ordinance,
Section 15. Master Plumber.
A Master Plumber, Merchant Plumber, or Licensed Plumber shall
mean any person who is engaged in the business of Plumbing at an
established place of business within the corporate limits of the
City of Lodi, or who does, or who sets himself out as willing to
do himself personally or through employees any work or services in
connection with the installation, alteration or repair of plumbing
and Drainage System or part thereof, and who is Registered and
Licensed as provided for in this Ordinance.
Section 16, Building.
A Building is any structure erected for the support, shelter,
and enclosure of persons, animals, chattels, or movable property
of any kind.
Section 17. Cesspool.
A Cesspool is an excavation in the ground which receives the
discharge of a Drainage System or part thereof, SO designed and
constructed as to retain the organic matter and solids discharging
therein, but permitting the liquids to seep through the bottom and
sides,
Section 18. Septic Tank.
A Septic Tank is a water-tight receptacle which receives the
discharge of a Drainage System or part thereof, designed and construct-
ed so as to retain solids, digest organic matter through a period of
detention and allow the liquids to discharge into the soil outside of

Section 19. Drainage System,
A Drainage System, or Drainage Piping shall mean and include
all the piping within public or private premises, which conveys
sewage or other liquid wastes, to a legal point of disposal, but
shall not include the Mains or Laterals of a Public Sewer System.
Section 20. Local Vent.
A Local Vent is a ventilating pipe through which foul air is
removed from a room to the outer air,
Section 21.. Main Sewer--Public Sewer.
The Main or Public Sewer is the Public Sewer in a street, alley,
or other premises under the jurisdiction of the C;ty of Lodi.
Section 22, Plumbing.
Plumbing is the business, trade or work having to do v&th the
installation, alteration, or repair of Plumbing and Drainage Systems
or part thereof.
Section 23. Plumbing System,
The Plumbing System is and includes all gas piping and appliances,
water and supply and distribution pipes; all plumbing fixtures and
traps; soil pipe, drainage pipes, special drainage and vent pipes;
all drains and sewers; all water leaders and rain water drainage
piping; including all their respective joints and connections ,
devices, receptacles and appurtenances within property lines of
premises, excepting, however, yard sprinkler systems, water coolea
air conditioning systems in dwellings and water softening appliances.
Section 24. Plumbing Fixtures.
Plumbing Fixtures are approved receptacles, or devices, inten&-
ed to receive water, liquids, or other permissable wastes and discharge
same into a soil pipe, drainage pipe or special drainage pipe with
which they are connected.
Section 25. Plumbing Inspector.
The Plumbing Inspector means the Plumbing Inspector of the City
of Lolii charged with the enforcement of the provisions of this Or-
dinance.

Section 26. Pe- m.
Person means a natural. person, his heirs, executors, administra-
tors, or assigns; and shall also include a film, partneL-ship or corp-
oration, its or their successors or assigns. Singular includes plural;
male includes female.
Section 27. Shall.
The word Shall means mandatory,
Section 28, Stack.
Stack is a general term for any vertical line of soil, drain-
age, special drainage or vent pipe,
Section 29, Sand Trap, Settling Tank, Sump.
A water-tight receptacle, so designed and constructed as to
intercept and prevent the passage of soljds or other objectionable
matter into the Drainage System to which it is directly or indirectly
connected.
Section 30. Soil Pipe,
A Soil Pipe is any pipe which conveys the discharge of water
closets, with or without the discharge from other fixtures, to the
Main Drain or sewer,
Section 31. Trap Seal.
A Trap Seal is a maximum vertical depth of liquid that a trap
will retain, measured between the crown weir and the tip of the trap.
Section 32. Trap.
A Trap, as pertaining to plumbing, is a fitting or device, so
designed and constructed as to provide a liquid trap seal, which will
prevent the passage of air or gas through it, without materially
affecting the flow of sewage or liquid wastes.
Section 33. Tent Pipe.
A Vent Pipe is any pipe provided to prevent the loss or lowering
of a trap seal by syphonage or back pressure, and to allow a circula-
tion of air through the soil or drainage pipe to which it is connect-
ed.
Section 34. Drainage Pipe,
A Drainage Pipe is any pipe or fitting which directly conveys the
discharge of any plumbing fixture, receptacle, apparatus or device

except water closets to a soil pipe, or main seder.
Section 35. Special Drainage Pipe.
A Special Pipe, or indirect pipe, is any pipe or fitting which
indirectly conveys wastes to a Drainage System, by discharging into
an approved plumbing fixture, or receptable which is directly
connected to a soil or drainage pipe.
Section 36. Rain Water Leader.
A Rain Water Leader is any pipe or fitting, vbich conveys rain
water only, to a drainage system or other legal point of disposal.
PLUD/IBING PERMITS AND FEES
Section 37. It shall be unlawful for any person, firm or
corporation, whether acting as principal, servant, agent or employee
to do or cause or permit to be done, any plumbing, drainage, gas
piping or gas appliance work in the City of Lodi, without firs$
securing a permit therefor from the Plumbing Inspector, provided,
however, that no permit shall be required for minor repairs such
as the stoppage of leaks.
Any person applying for a permit shall at the time the permit
is granted pay the fees hereinafter set frth. All fees collected
by the Plumbing Inspector shall be deposited with the City Clerk.
OWNER'S PERMIT
The Plumbing Inspector may issue a special owner's permit
authorizing plumbing, drainage, gas piping or gas appliance wark
installed in or about a building owned by the applicant, but not
elsewhere, provided that all work under owner's permit shall be
done personally by the applicant.
FEES
The Plumbing Inspector shall collect the following fees for
plumbing permits when issued:
From 1 to and including 10 plumbing fi-res-----$ .75 each

For special sewer permit (See Section 43)------- .5O each

No fee will ba ,harged for a plumbing or , 3 permit for fixtures
installed in any publicly owned building.
Any person who shall commence any plumbing, drainage, gas piping
or gas appliance work without a permit therefor, shall if subse-
quently permitted to obtain a permit, pay double the permit fee
fixed for such work, provided, however, that this section shall not
apply to emergency work when it is established to the satisfaction
of the Plumbing Inspector that the work was urgent an& that it was
not practical to obtain a permit therefor.
TESTING
Section 38. The entire plumbing or drainage system of any
building shall have all openings closed, and be filled with water
to a point one foot above the highest fixture outlet. All outlets
left in any drainage system for future fixture connection shall be
closed with cleanout plugs of brass as 'specified in this Ordinance,
ACCESSIBILITY
Section 39. It shall be unlawful to conceal any plumbing or
drainage system requiring inspection until after the same has been
inspected and approved by the Plumbing Inspector. In any building
wherein a floor or any part thereof approaches within three feet
of any plumbing or drainage system immediately beneath such floor,
such floor shall not be laid above such plumbing or drainage system,
or part thereof, until the same has been inspected and approved by
the Plumbing Inspector.
SEWERS AND DRAINAGE SYSTEM
Section 40. All sewers or drainage systems inside of any build-

cast iron pipe, except in residential sections where sewers do not

All sewers throughout their entire length shall be uniform as
to material, weight, shape and quality. All joints in cast iron
pipe and fittings thereto shall be made tight by means of oakum and
moulten lead thoroughly caulked,
INTEFWXDIATE SECTIOIVS
Section 41. The use of intermediate sections of pipe of
different quality or kind, such as the introduction of sections of
iron stone pipe between cast iron pipe, or of cast iron pipe between
iron stone pipe, or of wrought iron or steel pipe between iron stone
and similar pipe, will not be allowed.
OLD SEWERS
Section 42. Before either an old or new building of any height
is placed upon a lot which has an old tile sewer within any part of
the lot line, said tile sewer shall be replaced with a cast iron
sewer pipe, run according to these rules and regulations.
Where a connection is to be made between a cast iron sewer and
a tile sewer where the bell joint has been broken from the tile
sewer, then an approved cast iron reducer of the proper size shall
be used to make the connection.
INSPECTION OF OLD SEWER REPMCEDIIENTS Section 43. It shall be the duty of any person, firm or corporation when
replacing an old sewer with a new sewer to notify the Plumbing
Inspector so that he may make an inspection of the Same before any
backfill is made. It is not required that an inspection be made of
minor repairs such as repairing a broken joint.

Section 44. One sewer may serve two buildings which are locat-
ed entirely on the same lot. Where more than two buildings located
on one or more lots are to be connected to one sewer, an easement
shall first be given to the City of Lodi if satisfactory to the City
Engineer, before a building or plumbing permit shall be issued for
such sewer connection as above mentioned.
Porches or the continuation of porches are considered a part of
the main building,
ONE FOUR-INCH VENT
Section 45. Every sewer to which there is connected any plumb-
ing fixture or fixtures, having a trap 2$ inches or larger, shall
have not less than one four-inch vent pipe which shall extend from
such fixture to a height not less than one foot above the roof line
of such building,
DURHAM SYSTEM i
Section 46. All joints in threaded pipe shall be reamed and
free from all cuttings and burrs. Fittings used shall be cast iron
drainage fittings. Long turn pattern fittings shall be used on all
horizontal lines of soil or drainage pipes. All pipe shall be
screwed into its fittings, so as to make a continuous bore, leaving
no space between end of a pipe and shoulder of a fitting.
HANGERS---HOW PLACED
Section 47. All soil and drainage pipes shall be supported at
intervals of at least five feet for cast iron pipe and ten feet for
screw pipe. Where such piping is suspended from structural parts of
any building, it shall be secured against displacement by the use of
wrought iron hooks or anchors or perforated wrought iron straps not
less than 24 gauge in thickness and three-fourths of an inch in widths

Section 49. Cleanout plugs shall be placed at the end of
horizontal lines and at the bottom of all soil and drainage stacks,
Us0 in all changes of directions of horizontal runs where the length
of the run thus changed is in excess of five feet. Horizontal runs
to toilets in between floor joists or in inaccessible spaces between
ceilings and floor above, need not have a cleanout plug at the end.
When cleanout plugs on horizontal runs are below ground, and covered
with concrete or similar materials, they must be brought to the
surface at an angle of forty-five degrees.
Cleanout plugs shall be placed so as to be accessible ardlhheg
must not be obstructed on account of approaching closer than twelve
inches to any structural part of any building. Cleanout plugs above
the first floor need not be carried through the floor and in pipe
lines up to four inches in diameter shall be full size; and they
shall not be less than four inches in diameter on lines which are
in excess of four inches in diameter. The body of cleanout ferrules
shall be made of either cast iron or brass, and be closed with plugs
of brass not less than one-eighth of an inch in thickness with
tapered threading, such that the plug may be made tight without the
use of wicking or cements. Each plug shall have a solid square or
hexagonal head not less than three-fourths of an inch high and one
and one-half inches between parallel sides. Before cleanout plugs
are installed they shall be coated with graphite on the threaded
portion thereof.

one-half inches square and three-fourths of an inch deep, or a slot
not less then I-& inches long, 3/4 inch deep and 1/2 inch wide,

Section 50, "Sanitary Tees" and double "Sanitary Tees" may be
used on vertical portions only of sewer or drainage systems.
HEEL INLETS AND QUARTER BENDS
Section 51. Heel inlet fittings shall not be used as drainage
pipes through the two-inch openings except on the vertical portions
of sewer or drainage systems. Side inlets on one-quarter ben&s may
be used for vent pipes only where inlet is in a vertical posit ion,

to which it is attached and capped at its lower yxtremity shall be

Section 57. The sizes of vent pipes shall be regulated by the
number of plumbing fixtures to be served by them, in accordance with
the following table, which gives the greater number of fixtures
permissable on any vent pipe:

Section 60. A vent pipe serving any fixture shall not intersect
with a main or branch vent pipe at a point less than three feet
six inches vertically from the finished floor upon which such
fixture is situated.
TENT TO A DOUBLE FITTING
Section 61. Where two fixtures, the same in kind, are connect-
ed by a double fitting to a drainage line, the centerof which is
not more than three feet and six inches from either fixture measured
in a horizontal direction, one vent pipe may be used to vent both
fixtures. Baths or shower baths are considered a like fixture.
FTXTURES, FITTINGS, NKTERIAL AND METHODS NOT PERMTL”ED
Section 62. The use of the following fixtures, fittings,
material and methods are not permitted:
Crown venting of traps.
Masonry, metal or earthenware flues as sewers, drains or
vents .
Black wrought iron or black steel pipe on any drainage
or sewer system except recess drainage fittings.
Bell traps.
Tapping and threading of soil, drainage, vent or sewer
pipe for fixture connections.
Setting of closets in plaster, cement; or similar materials.
Soldering rings, malleable unions or lead collars on the
sewer side of any trap.
Reducing the end of any horizontal drainage line smaller
than four inches in order to make connections with another
soil or drainage line.

hopper, washout either front or rear, rim flush, hopper
or off-set .
Wooden fixtures lined with sheet metal, except tanks for
water closets and urinals.
The building or drainage, soil or vent pipes entirely
within any masonry walls.
Urinal or closet drainage feeding a floor drain, except-
ing when same is fed directly from a flushing tank.
Solid wooden bottoms for back bar sinks.
ALTERATIONS IN PRESENT BIJIIDINGS
Section 63. When for any reason alterations are made in
drainage, soil or drain pipes in any building already erected, such
changes shall be of such nature as will cause the altered soil or
drain pipes to conform throughout to the provisions of this ordinance;
and when any building is removed from one site to another or raised,
or lowered, then all the plumbing, gas pipes and appliances in such
building shall be made to conform to the provisions of this ordinance.
SIZE OF DRAIN TRAPS
Section 64.. Sizes of drainage traps shall be regulated by
the size of the plumbing fixtures served by them, in accordance
with the following table which gives the inside diameter of the
trap required for any plumbing fixture:

Section 65. Drainage traps shall be installed as close as is
possible to the outlet of the fixture being served, and in no case
at a distance therefrom greater than three feet and six inches,

Section 66. A combination of one sink and one wash tray or of
not more than three laundry trays or a battery of three wash basins
may be served by one trap.

EVERY FIXTURE TO BE TRAPPED AND VENTED
Section 68. Every fixture connected to a cesspool, septic
tank or the sanitary sewer system of the City of Lodi, whether said
fixture of fixtures be directly connected or by means of a bilge
pump or automatic ejectors, shall be properly trapped and vented
so as to comply with all the various sections of this plumbing
ordinance governing the trapping and venting of plumbing fixtures.
PLUNIBING FIXTURES----WATER CLOSETS
Section 69. Connections between water closet fixtures and
soil pipe may be made by means of a combination lead and iron ferrule
of standard pattern. Heavy brass water closet flanges of approved
type shall be soldered to all lead bends, stubs, or lead ferrules.
When either iron bends or pipe are used instead of lead bends or
lead ferrules to connect toilets or other similar fixtures to soil
pipe, then a heavy iron floor flange of approved pattern shall be
securely caulked or screwed to the outlet.
When closet bowls are flushed from high tanks the flush pipe
shall in no case be less than one and one-fourth inches in diameter,
and the tanks shall be not less than five feet above the floor.

SUMP AND EJECTORS
Section 70. In any building in which any part of the drainage
system lies at level lower than the crown of the main street sewer
into which such drainage system will empty, the sewage from such
drainage system shall be discharged into an air-tight case or sump
or receiving tank which shall be so placed that this discharge will
take place by gravity and from which sump air-tight case, or receiv-
ing tank the sewage shall. be lifted an6 discharged into the sewer
by any mechanical device, automatic or otherwise, provided that if
such mechanical device is not automatic in its operation, then such
sump air-tight case or receiving tank shall be of sufficient capacity
to retain all of the sewage entering therein during a period of not
less than twenty-four hours and provided further that all sumps,
air-tight cases, receiving tanks and mechanical devices, automatic
or otherwise for the lifting of such sewage from such sump, air-
tight case or receiving tank and discharging the same into the
sewer shall be approved in writing by the City Engineer.
WATER, AIR OR STEAM OPERATED EJECTORS
The vertical drain pipe shall in no case be smaller than the
outlet on the ejector.
The horizontal drain piDe shall be galvanized or cast iron and
,!i one-quarter clew) inches in diameter or larger.
Recess drainage fittings shall be used to drain lines 18 inches
andnover.
Where necessary a check or gate valve or both shall be installed
on the drain line.
The drainage of no other fixtures shall be connected to the
drain lines from ejectors.
The drainage lines from electrically operated ejectors shall
be directly connected to the main sewer.
SLOP SINKS
Section 71. Slop sinks shall be made of either enameled cast
iron, porcelain, glazed earthenware or other non-absorbent material
and when not supported on a trap standard shall be supported on a
rigid metal frame excepting that they may be set upon a floor and

connected to the dr,,n or soil pipe in the samt danner as water
closets.
URINALS
Section 72. Urinals shall be made of enameled iron, porcelain
or other non-absorbent material, excepting sheet metal , and they
shall be supplied with water either from an automatic flushing tank
of not less than one gallon capacity per urinal or through a flush
valve.
RE)FRIGERATORS
Section 73. Refrigerators, soda fountains or storage compart-
ments for the storage of food shall not be directly connected to any
part of the sewer or drainage system but shall discharge into a
trapped and vented receptacle or either cast iron galvanized,or
cast iron enameled, and not smaller than six inches across in its
smallest dimension. Receptacle shall be placed above the floor
where possible.
HOPPERS
Section 74.. Hoppers shall be porcelain enameled inside and all
hoppers shall be provided with traps not less than one and one-half
inches (19 ) inside diameter.
Ice boxes and soda fountains may drain into hoppers providing
hoppers are properly connected to sewer, are in close proximity to
ice boxes and soda fountains draining into the same, and are set
above the floor.
DEPJTAL CUSPIDORS
Section 75. Dental cusTidors shall drain through a one and one-
half inch trap which shall be vented with a one and one-fourth inch
vent pipe and shall be located within three feet and six inches of
a drain pipe receiving this discharge. On the inlet side of such
trap an extension of one and one-quarter inch pipe may be connected.
The length of such extension shall not exceed ten feet measuring
from its extreme end to the trap seal. Two dental cuspidors may
drain through a one and one-quarter inch drainage pipe, three or
more dental cuspidors shall drain through a one and one-half inch
drainage pipe.

SCULLERY SmS
Section 76. Scullery sinks and supports shall be made entirely
of metal.
FLOOR DRAINS
Section 77. Floor drains consisting of a 'teen and four-inch
cleanout plug, extending within eight inches of the bottom of a
twenty-four inch by eighteen inch deep water-proof container provided
with a perforated removable cover may be installed without vent
where the discharge is through a drainage system equipped with a
four-inch vent stack, for the drainage of floors in garages, stables,
factories, laundries, shops or other large areas. In any building
where oils, greases or inflammable liquids may enter the drainage
system there shall be installed either a special garage floor drain
and grease trap similar to the Dehn Peerless Garage Floor Drain or
a trap made of concrete approved by the Plumbing InsDector.
DRINKITTG FOWTAINS
Section 78. The size of drain lines from drinking fountains
shall be as follows:

Recess drainage fittings shall be used on drain lines.
Drinking fountains shall be properly trapped and vented.
SHOWER BATHS
Section 79. Floor drains other than those mentioned in Section
77 shall comply with the following section:
Drains from any floor other than showers shall have an effective
trap of a diameter not less than two (2) inches and vented where
possible. Where necessary, the traps shall be supplied with water,
where so doing it shall meet with the approval of the Plumbing
Inspector.
INSPECTION
Section 80. All plumbing, drainage, gas piping, or gas
appliance installations, alterations or repairs shall be inspected
by the Plumbing Inspector. A written application for inspection
must be given by the permitee to the Plumbing Inspector to inspect

Section 82. Gas Appliance Dealer.
One who sells and installs gas appliances.
Section 83. Gas Appliance.
A fixture or ap'oaratus manufactured and designed
to use natural, manufactured or mixed gas as a
fuel for developing light, heat, refrigeration
or power.
