AN ORDINANCE ESTABLISHING AN AIR RAID
WARDEN SBRVICE AND PflOVIDING FOR ITS
CONTROL
The City Coxxi1 of the City of Lodi does ordain as
follows :
Section 1. AIR RAID WARDEN SERVICE ESTABLISHED. An
Air Raid Warden Service is hereby established, to be a volunteer
organization, composed df not to exceed --- 1000 .-- members, separate
and distinct from the Police Department of this City, but to be
headed by the Chief of Police.
Section 2. CHIEF OF POLICE TO HAVE COHTROL. The Chief
of Police of this CFty shall have complete authority, control and
command, subject, of course, to the provisions of this ordinance,
over the Air Raid Narden Service.

Section 3. METBOD OF AFPOIPTXENT. No person shall be
deemed a member of the Air Raid Warden Service until he has been
registered as such in a rozter to be kept by the Chief of Police,
and until he has taken his oath that he will observe and obey the
Constitution of the United States, the Constitution of tZlis State,
and the laws of this Nation, this State and this city, and that
he will carry out the duties of a member of the Air Raid Warden
Service of this City to the best of his ability.

Section 4. DUTIES. The Chief of Police shall by order
establish rules and regulations governing the Air Raid \barden
Service and fixing the duties of its members. He may change
such rules and regulations from time to time and he may command
Air Raid Viardens to obey the instructions of regular police
officers in carrying out their duties.
Section 5 . ID.Z%KTIFICATIOW. An identification card
and such other insignia or evidence of identity as the Chief of
Police may prescribe shall be issued to each member of the Air
Raid ?barden Service, who must carry the card and other identification
at all times while on duty, and he must surrender them upon the
t errninatlon of his member ship.

The membership of any person may be terminated by the Chief of
Police at any time, and any member of the Air Raid Narden Service
may resign from such service at any tLme, but it shall be his
duty to notify the Chief of his resignation,
Section 7. DIMI?:TISHING THE FORCE. The Chief of
Police may by order diminish or expand the membership of the
Air Raid Warden Service as exigency may require, within the
limit hereinbefore established.
Section 8. SUSILARY DISI'dISSAL AND PTTRLICATION. In
addition to the penalties provided by law, any violation of law
under color of the performance of his duties as a member of the
Air Raid Warden Service, and any breach of the Eules and Regulations
established by the Chief of Police shall subject any member thereof
to sumnary expulsion and the fact thereof may be published at
the order of the ChLef,

demeanor punishable by imprisonment for not to exceed six months,
or by a fine of not to exceed $5OO.OO, or both, for any person
to wear, carry or display an Air Raid ivard-en Service identification
card or insignia or otherwise deceitfully represent himself to
be comected wfth that Service, unless he is in fact a member thereof.
Section 10. This ordinance is hereby d-eclared to be an
emergency neasure necessary for the imrediate preservation of the
public peace, health and safety and shall take effect and be in
force from and after Its passage and publication as required by
law. The following is a specific statement showing thee urgency
of this ordinance:

war and the imCinence of yreat public yeeil have thrown un-
precedented. burdens upon the regrilay ertplogees of this city. The
dar,ger is such as to abmit of no delay in providing additional
support and. aid, volunt&rily offered by hundred of citizens,
in the maihtenance of public safetyo
