HomeMy WebLinkAboutAgenda Report - September 3, 1997 (63)COUNCIL COMMUNICATION AGENDA TITLE: Appropriate $120,000 for Thurman Street Railroad Crossing Improvements and Authorize Payment to Central California Traction Company for Installation of Crossing Gates MEETING DATE: September 3, 1997 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council appropriate $120,000 for Thurman Street railroad crossing improvements and authorize payment to Central California Traction Company (CCT) for installation of crossing gates. BACKGROUND INFORMATION: Under the terms of an agreement with the California Public Utilities Commission (CPUC), the City is obligated to install crossing gates at the rail crossing on Thurman Street east of Beckman Road. (The CPUC regulates railroad street crossings in California.) This obligation stemmed from the fact that the rail line was in place before Thurman Street was built, although the rail line was not in active use at the time. The agreement provided that the gates be installed within one year of any new use of the rail line. Vviih the construction of Sweetner Products and Arkay Plastics, use of the rail line has begun. The City has received an estimate from the railroad, the CCT, to install the gates and make the necessary track improvements for the crossing protection. The work will accommodate the additional parallel spur being installed by CCT to Arkay Plastics which will also be installed with a rubberized crossing surface similar to the original crossing. The estimate, including 10% contingencies, is $109,520 and the City will need to do some paving and concrete work adjacent to the crossing. Thus, staff is recommending a total appropriation of $120,000. It is normal for the railroad to do this type of work and, because of the CPUC agreement, the City is working directly with the railroad, which has been very cooperative in our efforts to bring industry to this area. The current estimate is in line with, and probably lower than, past projects given the time difference. Therefore, staff recommends the City proceed with this project and authorize CCT to install the crotising protection and biii the City on a time -and -materials basis not to exceed $109,520.
