AGENDA TITLE: Traffic Resolution Amendment - Intersection Control, Lockeford Street and
Stockton Street
MEETING DATE: September 3, 1997

RECOMMENDED ACTION: That the City Council adopt the attached resolution amending
Section 2 (c) of Traffic Resolution #87-163 by approving four-way stop
control at Lockeford Street and Stockton Street (Exhibit A).
BACKGROUND INFORMATION: The intersection of Lockeford Street and Stockton Street was
recently studied based on the high number of accidents. This
intersection has the highest number of accidents in the City's
Intersection Study List for two-way stop -controlled intersections.
Currently, Stockton Street traffic stops for Lockeford Street. Hninn Pacific Rniiruad (Kentucky House
Branch) line runs (east and west) across the south leg of this intersection. This railroad line has not
been used for several years. Lockeford Street has a 30 -mile -per -hour (mph) speed limit through the
intersection and increases to 35 mph just east of the intersection. The speed limit on Stockton Street
south of Lockeford Street is 30 mph, and 35 mph north of Lockeford Street. Traffic volumes on
Lockeford Street and Stockton Street are 10,700 and 3,500 vehicles per day, respectively. Available
accident reports indicate there have been 44 accidents occurring at this intersection within the past four-
plus years, from 1993 to present. Several of these accidents are right-angle accidents and are
considered correctable with four-way stop signs.
DISCUSS IONIRECOMMENDATIONS: The intersection of Lockeford Street and Stockton Street has
been on the City's Traffic Signal Priority Study List for several years. Since there were plans to abandon
the Kentucky House Branch line and widen Lockeford Street, a traffic signal was not installed pending
these improvements. However, the City is working with San Joaquin County Council of Governments on
a Measure K Rail Improvement Project to activate and i -prove the Kentucky Hcusc Bianch railroad line.
Included with this project is funding for a traffic signal; construction is anticipated to begin in a few years.
As an interim measure, staff recommends a four-way stop sign installation. One of the Caltrans
guidelines for four-way stop sign installation is that a traffic signal is warranted and urgently needed. As
stated in Caltrans' Traffic Manual, the four-way stop control may be an interim measure that can be
installed quickly to control traffic while arrangements are being made for the signal installation.
Four-way stop intersections operate best when there is about equal traffic volumes on both streets.
Staff is concerned that Lockeford Street carries three times as much traffic as Stockton Street and
normally such a wide variation in volumes is not appropriate for a four-way stop. However, this
intersection would operate similar to Ham Lane and Century Boulevard. Ham Lane carries about three

times as much traffic as Century Boulevard. Other similar intersections are Hutchins Street and
Pine Street (65/35% split) and Lockeford Street and California Street (68/32% split). Even though the
traffic volume split is not ideal, given the high number of accidents and plans for a traffic signal, the four-
way stop control would be a desirable interim measure.
Another reason for recommending a four-way stop control at this intersection is that the City's transit
system has indicated it wants its GrapeLine bus to cross Lockeford Street at this intersection. The
transit system has recently expanded its services to include the residential area north of
Lockeford Street. Given the accident history, the bus has been routed around this intersection. If four-
way stop signs are installed, the GrapeLine bus will travel through this intersection to access the areas
north of Lockeford Street.
Based on the above factors, staff recommends City Council approve the installation of four-way stop signs.
FUNDING: Funding to install two stop signs and painted legends from the Street Maintenance
Operating Budget at an approximate cost of $300.

RESOLUTION NO. 97-134
A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING INTERSECTION CONTROL AT THE INTERSECTION OF
LOCKEFORD STREET AND STOCKTON STREET, THEREBY
AMENDING TRAFFIC RESOLUTION NO. 87-163
WHEREAS, a study has been prepared based on the high number of accidents at
the intersection of Lockeford Street and Stockton Street, a two-way stop -controlled
intersection; and
BE IT RESOLVED, that the City Council of the City of Lodi does hereby approve
the installation of four-way stop control at Lockeford Street and Stockton Street; and
FURTHER RESOLVED, that City of Lodi Traffic Resolution No. 87-163, Section 2
(c) "Stop Intersections" is hereby amended by installing four-way stop signs on Lockeford
Street and Stockton Street.
