HomeMy WebLinkAboutAgenda Report - September 3, 1997 (58)vOF� 1COUNCIL • o�4F0R�v AGENDA TITLE: Authorize Sale -Source Purchase of Kettleman Lane Wastewater Pump Station Equipment MEETING DATE: September 3, 1997 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution authorizing the sole -source purchase of a Smith & Loveless, Inc. factory -built automatic wastewater pump station at a total cost not to exceed $70,000, appropriate an additional $20,000, and authorize advertisement for installation bids. BACKGROUND INFORMATION: At its October 16, 1996 meeting, the City Council directed staff to proceed with design engineering for a wastewater pumping station at the future intersection of Mills Avenue and Tienda Drive. The project will be funded by development fees. The City has already committed $50,000 from the Wastewater Development Impact Mitigation Fee Fund and the balance of the roughly $175,000 project will come from area developer contributions. All the five existing permanent wastewater pump stations in the City consist of a manufactured steel shell and pump assembly, installed underground, from Smith & Loveless, Inc. All were installed by developers to City specifications and we have been informally standardizing on these units. They are very high-quality units and are relatively easy to maintain. With the City taking the lead on this project, our plan was to go to bid on the complete installation and specify the Smith & Loveless unit. However, two issues have become apparent. One is that we can save some contractor markup if we purchase the unit and furnish it to the contractor. The other is that this long -lead item (roughly 16 weeks) will significantly delay completion of the project if we leave the purchase as part of the installation contract. This means that the "clock" would not start until well after bids were solicited and a contract awarded. According to Baumbach & Piazza, who is designing the project under contract with the City, the installation plans and specifications will be ready to advertise in September 1997 and the contract would be awarded about six weeks later. With the proposed arrangement, the manufacturing would start in a few weeks. Since the installation is relatively straightforward, the project would be completed in January/February 1998. This meshes reasonably well with the Handel retirement home project, under construction on Kettleman Lane, and is the first project that needs this facility in order to operate. The actual quote from the manufacturer for the lift station, including a corrosion protection system, is $68,025. However, our review of the submittal material, which includes the exact equipment and accessories to be furnished, is incomplete as of this writing. The request for $70,000 allows for minor changes in the equipment to be furnished and for .additional startup services should they be necessary.
