HANSEN, CHIEF OF POLICE RECOMMENDED ACTION: Donate used and unserviceable police equipment to Chiahuahua, Mexico Police Department. BACKGROUND INFORMATION: The Lodi Police Department and many other law enforcement agencies in the San Joaquin Valley have been solicited by the Chiahuahua, Mexico Police Department to donate used and unserviceable police equipment. The San Joaquin County Sheriff's Department and the Stockton Police Department have made similar donations to the Chihuahua PD and the Lodi Police Department would like to donate the following items: 1. 25 bullet proof vests; 2. 30 revolver holsters; o. 40 speed ioaders; 4. 29 leather speed loader cases; 5. 5 basket weave duty belts; 6. 6 leather mace can holders; 7. 9 radio holders; 8. 1 Camerz 35 MM long roll mug shot camera. Bullet proof vests are replaced every 3 to 5 years and there is no use for the old ones. The holsters, speed loaders, and speed loader cases have not been used since the department converted from revolvers to semi-automatic pistols. The duty belts, mace holders, and radio holders are either in such poor condition that they can not be issued or are not compatible with modern equipment. The camera, which is designed specifically for mug shots, has been replaced with new digital equipment. All of this equipment is antiquated and has been gathering dust in the police facility for quite some time. There is no law enforcement market for the equipment and attempting to sell it as surplus would not be profitable, considering the staff time required to move and market it. The bullet proof vests could not be sold and would have to be destroyed (cut up) before they could be thrown out, to keep the vests from falling into the wrong hands. The Chiahuahua Police Department will pick up this equipment and use it in, their acpartment. This would be a convenient means of disposing of the old equipment and opening up storage space at the police facility. FUNDING: None 90'!V?"1 ; . Larry D.
