HomeMy WebLinkAboutAgenda Report - September 17, 1997 (76)CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Approve the reallocation of $22,565.47 in remaining Federal Community Development Block Grant funds from the completed Salvation Army Center of Hope project to the new Salvation Army/Lodi Memorial Hospital Free Health Clinic project. MEETING DATE: September 17, 1997 PREPARED BY: Community Development Director RECOMMENDED ACTION: Staff is recommending that the Council approve the requested reallocation of remaining funds to enable the clinic project to proceed. BACKGROUND INFORMATION: The Salvation Army completed a rehabilitation of their Center of Hope facility on Lockeford Street earlier this year. The scope of work included a new roof, new floor covering, interior and exterior painting, and upgrading the phone system. The final cost of the project was lower than originally anticipated, lcavirg $2'',565.47 the project account. Since the completion of the project, the Army has realized an opportunity to engage in a partnership with Lodi Memorial Hospital to start and operate a free clinic, also to be located at the Lockeford Street facility.- Lodi Memorial Hospital has possession of most of the equipment needed to operate the facility, as well as the doctors who are willing to staff it. However, before patients can be seen, a portion of the Salvation Army building needs to refitted to serve as the clinic space. The CDBG_ funds will be utilized to complete these necessary building improvements. This is not an amendment to our Consolidated Plan, since we are using a portion of the same funding that was approved as a part of 1996-97 Entitlement. Also, this is the same type of project as the Center of Hope rehabilitation, a "Public Facility and Improvement" project. Therefore, it does not change our stated program goals. Dixon Flynn -- City anager cc9722 09/10/97 Salvation Army/Lodi Memorial Hospital Free Clinic MISSION AND BUSINESS PLAN The purpose of the clinic is to extend healthcare to a population who currently has no access to primary care services. The purpose of this plan is to review the feasibility of extending the outreach services to this population by operating a facility at the Salvation Army's Center of Hope facility on Lockeford Street Lodi Memorial Hospital currently operates three out reach clinics targeting women, children, and families located in under served areas. The addition of the Center of Hope clinic will further increase access to health care for those who may otherwise be left without. The clinic is a significant step in the hospital's mission and a major component of their strategic plan. A clinic which used to be located in the Sacramento Street downtown area offered care for a variety of maladies, including T.B., sexually transmitted diseases, infections of skin, malnutrition, pneumonia, and gastritis. The new clinic will again provide these kinds of services. BENEFITS 1) The clinic would address the needs of an under served population. Providing for the medical needs of no income and low income people would further the goals of making a healthier community. 2) The clinic would be a first step in working this population back into the community. 3) The clinic could reduce the volume of patients being seen at the Emergency Department of the hospital for their primary care. 4) Enhances the hospital's goal of increasing community partnerships. 5) Other grant funds may be available to decrease Lodi Memorial Hospital operating expenses. DISADVANTAGES 1) No measurable return on investment. MARKET DEMAND The services would enhance but not duplicate the current outreach services. The market demand exists, but to date no other organization has offered assistance, with the exception of the Salvation Army. EXIT STRATEGY The clinic will be a partnership between the Salvation Army and Lodi Memorial Hospital. The hospital will agree to participate in operating and funding of the clinic for five (5) years from the day of opening. The clinic will need to be self-sufficient after that time. QUALITY MEASUREMENT • Target of patients for first(1) year: 2,500 • Target of patients for second(2) year: 4,000 • Target of reportable communicable diseases treated: 36 annually
