AGENDA TITLE: Contract Award for White Slough Water Pollution Control Facility Holding Pond No. 4
Embankment Rehabilitation ($81,119)
MEETING DATE: September 17, 1997

RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the contract for the above
project to A. M. Stephens Construction Company, Inc., in the amount of $81,119.00,
and appropriate funds in accordance with the recommendation shown below.
BACKGROUND INFORMATION: This project consists of excavation of eroded soil from the pond bottom,
placement and compaction of eroded soil on the west, north, and east
embankments of holding Pond No. 4, the installation of riprap on the slopes,
construction of a new asphalt concrete access road, and other incidental and
related work as shown on the plans and specifications for the project.
Plans and specifications for this project were approved on August 6, 1997. The City received the following two bids
for this project:

This project is included in the 1997/99 Financial Plan and Budget; however, the budgeted amount of $80,000.00
does not include the construction of an access road north of Holding Pond No. 4 as requested by the
Water/Wastewater Division. Additional funds from the Wastewater Fund are necessary to construct the access
road and to cover any contingencies and project administration expenses.
FUNDING: Requested Appropriation: Wastewater Capital Fund (17.2) $93,000.00

A RESOLUTION OF THE LODI CITY COUNCIL AWARDING
THE CONTRACT FOR WHITE SLOUGH WATER POLLUTION
CONTROL FACILITY HOLDING POND NO. 4 EMBANKMENT
REHABILITATION, AND APPROPRIATING FUNDS TO COVER
THIS PROJECT

WHEREAS, in answer to notice duly published in accordance with law and the order of this City
Council sealed bids were received and publicly opened on August 27, 1997 at 11:00 a.m. for White Slough
Water Pollution Control Facility Holding Pond No. 4 Embankment Rehabilitation, described in the
specifications therefore approved by the City Council on August 6, 1997; and
WHEREAS, said bids have been compared, checked, and tabulated and a report thereof filed with
the City Manager as follows:

WHEREAS, the City Manager recommends award of the contract for White Slough Water
Pollution Control Facility Holding Pond No. 4 Embankment Rehabilitation, be made to the low bidder, A. M.
Stephens Construction Company, Inc. of Lodi, California; and
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of the contract for
White Slough Water Pollution Control Facility Holding Pond No. 4 Embankment Rehabilitation, be and the
same is hereby awarded to, the low bidder A. M. Stephens Construction Company, Inc. of Lodi, California,
in the amount of $81,119.00; and
- BE IT FURTHER RESOLVED that $93,000.00 be appropriated from Wastewater Capital Fund
(17.2) to cover this project.
