HomeMy WebLinkAboutOrdinances - No. 1033ORDINANCE NO. 1033 AN ORDINANCE ADOPTING THE "NATIONAL ELECTRICAL CODE, I' 1971 EDITION, WHICH CODE REGULATES THE INSTALLATION, ALTERATION, OR ADDITION OF ELECTRICAL WIRING, DEVICES, APPLIANCES, OR EQUIPMENT IN THE CIlY OF LODI; AND REPEALING SECTIONS 9-1, 9-10, 9-11, 9-12, 9-13, 9-14, 9-16, AND 9-17 OF THE CODE OF THE CITY OF LODI, AND ALL OTHER ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH. WHEREAS, the City Council OF the City of Lodi did on the 22nd day of May, 1974, schedule a public hearing thereon for June 19, 1974 at the hour of 8:OO o'clock p.m. read the title of the above entitled ordinance and did thereupon of said day in the Council Chambers of the City Hall, Lodi, California, in accordance with the provisions of Section 50022.1 et seq. of the Government Code; and WHEREAS, notice of the hearing was published twice in a newspaper of general circulation in accordance with the provisions of Section 50022.3 of the Government Code as appears by the Affidavit of Publication on file therein; and WHEREAS, at the time set for hearing no protests were received by the City Counci I: NOW THEREFORE, the City Council of the City of Lodi does ordain as foliows: Section 1. Sections 9-1, 9-10, 9-11, 9-12, 9-13, 9-14, 9-16 and 9-17 of the Code of the City of Lodi, are hereby repealed and are superceded and replaced by the following new sections 9-1, 9-11, 9-12, 9-13, 9-14, 9-16, and 9-17 to read as hereinafter set forth. / -1 - Section 2. There is hereby adopted a new Section 9-1 of the Code of the City of Lodi to read in full as follows: Sec. 9-1. Adoption. Section 3. The revisions, additions and deletions to the "National Electrical Code, " Revisions, additions and deletions. 1971 Edition, adopted by the preceding section, which are hereby approved by the City Council as exceptions, are prescribed in the following sections. Section 4. There is hereby adopted a new Section 9-11 of the Code of the City of Lodi to read in full as follows: Sec. 9-11. Special owner's permit to do electrical work on permittee's property. The Chief Building Inspector is authorized to issue to an individual a special owner's permit authorizing said individual to install, alter, change or repair electrical equipment in, on or about a dwelling of which said individual is the owner, provided that no electrical work authorized under any such special owner's permit shall be done other than on the property listed on the permit. An owner's permit will not be issued for other than a dwelling. If this, or any other provision hereof, shall be violated by the holder of such special owner's permit, such permit shall be subject to immediate cancellation by the Chief Building Inspector, and the holder thereof shall be liable to the penalty hereinafter provided for violation of this Code. Section 5. There is hereby adopted a new Section 9-12 of the Code of the City of Lodi to read in full as follows: Sec. 9-12. Applicability of article. The. requirements of this article are hereby specifically declared to govern and control the installation, alteration or repair of any electrical wiring, devices, appliances or equipment in any building or structures owned or controlled by any public or quasi-public or political corporation or body. Section 6. There is hereby adopted a new Section 9-13 of the Code of the City of Lodi to read in full as follows: Sec. 9-13. Upon completion of the work which has been authorized by issuance of any Notification of Building Inspector upon completion of work. permit, it shall be the duty of the person, firm or corporation installing the same to notify the Chief Building Inspector, who shall inspect the installation as soon thereafter as practicable. Section 7. There is hereby adopted a new Section 9-14 of the Code of the City of Lodi to read in full as follows: Sec. 9-14. Electrical work to comply with all applicable law. It shall be unlawful for any person to make connection from a source of electrical energy or to supply electric service to any electric wiring, devices, appliances or equip- ment for the installation of which a permit is required, unless such person, firm or corporation shal I have obtained satisfactory evidence that such wiring, devices, appliances, or equip- ment are in all respects in conformity with all applicable legal provisions. -3- of the energy Section 8. There is hereby adopted a new Section 5 ___1 City of.Lodi to read in full as follows: Set. 9-16. Electrical work' to conform to approved standarc on file with City Clerk. Except as otherwise provided herein, all installations whereby is to be distributed or utilized shall be in strict confomity witt, approved methods of construction for safety to life and property. The following publications, which are on file in the office of the the City of Lodi, shall be prima facie evidence of such approved methods ar hereby declared to be a part hereof when not in conflict with a specific req 'o/i .- 'J. ' ment contained in this article. (a) The "National Electrical Code, I' 1971 Edition. Article 210. Branch Circuits. - B. Specific Requirements. Section, 210-19. Conductors. the following: Circuit conductors shall confom to (a) Ampacity. Shall have an ampacity of not less than the rating of the branch circuit and not less than the maximum load to be served, but not less than 20 amps. (b) Minimum Size. Shall not be smaller than No. 8 for ranges of 8-3/4 kw or more rating, nor smaller than No. 12 for other loa Section 210-21. Outlet Devices. of not less than the load to be served and shall confom to the following: (b) Receptacles. Receptacles installed on 20-ampere branch circ Outlet devices shall have a rat -4- shall be of the grounding type and they shall be installed in accordance with Section 2'1077. Section 210-24. Permissible Loads. Individual branch circuits may supply any loads. Branch circuits having two or more outlets may supply only loads as follows: (a) 20-Ampere Branch Circuits. (Add to this section.) Dwelling type occupancies shall have all receptables installed on minimum 20-ampere branch circuits. Article 310. Tables 310-4 and 310-5. Delete that portion of Tables 310-5 referring to AWG sizes No. 12, 10 and 8. Article 336. Non-metallic - Sheathed Cable. Section 336-3(c). Uses Not Permissible for Either Type NM or NMC Non-metallic-Sheathed Cable. Change to read: "These types shall not be used as (a) service entrance cable, (2) in commercial garages, (3) in theaters and assembly halls, (delete - "except as provided in Section 520-4 Exception No. 2), (4) in motion picture studios, (5) in storage battery rooms, (6) in hoistways, (7) in any hazardous location, (8) embedded in poured cement, concrete or aggregate. There is hereby adopted a new Section 9-17 of the Code cf the City of Lodi to read in full as follows: .. .. Sec. 9-17. Fees. (a) The fees prescribed in this section shall be paid to thesCity of Lodi for each instailation for which 'a permit is required by this article and shall be paid at the time the, permit ;s issued. (b) The fees for additional electrical installations not included on the original permit shall be billed as an added account on the first -, month following the completion of the work and final approval by the in or authorized day of each Inspector. , (c) In the event that added inspection fees due for any previous inspections &all not have been paid as required by this article, such fees shall be paid upon request and before any subsequent inspection for any electrical installation shall be made. (12) For any equipment or appliance containing more than one motor or other current consuming components in addition to the motor or motors, the combined electrical ratings, converted to KVA of all shall be used to determine the fee; for the purpose of this subsection one H.P. or one K.W. is equivalent to one KVA. The fees for a change of location or replacement of equipment on the same premises shall be the same as that for a new installation. However, no fees shall be required for moving any temporary con- struction motor from one place to another on the same site during the time of actual construction work after a permit has once been obtained. (13) (14) For switchboards the fees for installing, changing, replacing, re- locating, or reinstalling a switchboard, or for additions to an existing switchboard shall be as follows: a. 600 volts and less First switchboard section .............. $. 7.50 each Each additional section,. ............. $ 2.50 each b. This ordinance shall be published one time in the "Lodi News Sentinel," a paper of general circulation printed and published in the City of Lodi, and shall be in force and take effect thirty days after its passage.
