HomeMy WebLinkAboutAgenda Report - September 17, 1997 (82)CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Specifications and Advertisement for Bids for Boiler Replacement at White Slough Water Pollution Control Facility MEETING DATE: September 17, 1997 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council approve the specifications and authorize advertisement for bids for replacement of Boiler #1 at the White Slough Water Pollution Control Facility. BACKGROUND INFORMATION: Until earlier this year, the facility at White Slough operated two methane -fired boilers which supplied hot water to the plant's anaerobic digestion system. (The boilers also provide heat to the plant's operations building in winter). During last years annual inspection it was discovered that one of the 13 -year old units (Boiler #2) was on the verge of failure, and that the second unit (Boiler #1) was also failing and would need replacement within a year. In February of this year Special Allocation #114 was approved and a replacement for Boiler #2 was ordered under an emergency contract. (The emergency condition was declared when it was determined that failure or partial failure of both units could result in non- compliance with state and federal regulations for solids treatment at the facility). Boiler #2 has now been replaced with a fire -tube type unit which is longer -lasting and more efficient than the old water -tube type boiler. If approved by the City Council, Boiler #1 would be replaced by a like unit. Replacement includes removal of the old boiler and installation of the new boiler, along with all required piping, electrical, drains and exhaust stack, and installation of all required air pollution control equipment.
