An appropriation spending limit for 1990-91, in compliance with Proposition 4, Article XI11 B of the California Constitution, as specified in Government Code Section 37200, is $30,875,992, and the 1990-91 appropriation subject to the limit is $17,847,059. This section shall be deemed a part of the budget. Ail ordinances and parts of ordinances in conflict herewith are repealed insofar as such conflict may exist This urgency ordinance shall be published one time in the "Lodi News Sentinel", a daily newspaper of general circuiation printed and published in the City of Lodi and shall be in force and take effect immediately.
