HomeMy WebLinkAboutAgenda Report - May 20, 1998 (85)AGENDA TITLE: Agreement for Sharing Maintenance Costs of Traffic Signals and Other Electrical Facilities on State Highways MEETING DATE: May 20, 1998 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution approving the agreement with the State of California, Department of Transportation, for sharing the cost of State highway electrical facilities with the City of Lodi. BACKGROUND INFORMATION: This agreement covers the sharing of maintenance costs, including labor and materials, and electrical energy costs for flashing beacons, traffic signals, traffic signal systems, safety lighting and sign lighting located on State highways within the City of Lodi. As part of this agreement, a list of all facilities now maintained is included in the attached agreement as Exhibit A. As new facilities are added, the agreement allows administrative amending of this exhibit, as necessary, by written concurrence of both parties. The maintenance of the traffic signals and lighting was covered under the individual agreement with Caltrans for the installation of each signal system. These agreements outlined who was to do the work, including preparation of plans and specifications, installation of the facilities, and the maintenance of the facilities upon completion. This new agreement puts all information for the maintenance of the facilities under one agreement. The City and State share the cost of maintenance on a 50%/50% basis, except for the intersection of Mills Avenue and Kettleman Lane. Because at the present time this intersection has only three legs, the State is paying 66.7% and the City 33.3°/x. When the north leg is installed, the agreement will be amended. The City and Caltrans have a different agreement for sweeping of State facilities within the City of Lodi. That agreement is based on actual City costs to sweep the areas covered by the agreement. The City bills the State on a quarterly basis for street sweeping. FUNDING: Included in the Street Operating Budget. ua Richard C. Dixon Flynn -- City M nager STHWYMAINTAGREE.DOC 05/11!98 AGREEMENT FOR SHARING COST OF STATE HIGHWAY ELECTRICAL FACILITIES WITH CITY OF LODI THIS AGREEMENT is made effective this day of ,1998 by and between the State of California, acting by and through the Department of Transportation, hereinafter referred to as "STATE" and the City of Lodi, hereinafter referred to as "CITY". I. This agreement shall supersede any previous agreement and/or amendments thereto for sharing State -incurred costs with the CITY. II. The cost of operating and maintaining flashing beacons, traffic signals, traffic -signal systems, safety lighting, and sign lighting now in place at the intersection of any State highway route and any CITY street/road shall be shared as shown in Exhibit A. III. Basis for Billing: A. It is agreed that monthly billings for flashing beacons, traffic signals, and traffic signal systems shall be based on actual intersection costs, which are as follows: • Maintenance - Labor including overhead assessment - Other expenses - Equipment - Materials - Miscellaneous expenses • Electrical energy B. It is agreed that monthly billings for safety lighting and sign lighting shall be based on calculated unit costs derived by averaging STATE's District -wide costs each month. Costs are as follows: • Maintenance - Labor including overhead assessment - Other expenses - Equipment - Materials - Miscellaneous expenses 0 Electrical energy IV. Exhibit A will be amended as necessary by written concurrence of both parties to reflect changes to the system. V. STATE costs and expenses assumed under the terms of this Agreement are conditioned,upon the passage of the annual State of California Budget by the Legislature, the allocation of funding by the California Transportation Commission as appropriate, and the encumbrance of funding to the District Office of STATE to pay the billings by CITY. VI. This Agreement shall remain in full force and effect until amended by the mutual consent of the parties or terminated by either party upon thirty (30) days notice to the other party. RESOLUTION NO. 98-68 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING AGREEMENT FOR COST-SHARING OF STATE HIGHWAY IN THE CITY OF LODI WHEREAS, the State of California, through its Department of Transportation has presented an agreement for cost-sharing of the State Highway in the City of Lodi, effective as of May 20, 1998, and to remain in effect until amended or terminated; and WHEREAS, the City Council has read said Agreement in full, and is familiar with the contents thereof; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lodi, that said Agreement for Cost -Sharing of the State Highway in the City of Lodi is hereby approved and the Mayor and the City Clerk are directed to execute said Agreement on behalf of the City of Lodi.
