HomeMy WebLinkAboutAgenda Report - May 20, 1998 (71)AGENDA TITLE: Water Service for Sunnyside Estates Subdivision, Outside of City Limits MEETING DATE: May 20, 1998 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council approve water service to the Sunnyside Estates Subdivision, which is located outside the City limits. BACKGROUND INFORMATION: San Joaquin County has requested that the City provide water service to the Sunnyside Estates Subdivision. (Letter from County attached as Exhibit A.) Sunnyside Estates is a 21 -lot subdivision that was built about 30 years ago and is located just north of Harney Lane on the east side of Lower Sacramento Road (Exhibit B). The subdivision is outside the City limits but within the General Plan boundary. Water service is currently provided by two groundwater wells which have shown contamination from DBCP and nitrates. The County, in reviewing options for dealing with the contamination, has determined that provision of water service by the City of Lodi would be the most cost-effective option. The County is willing to fully fund the design and construction of the needed water line to City standards and pay applicable fees, including impact fees. (The County is in the process of obtaining a Federal Grant for a majority of the cost. The Federal policies strongly encourage this solution as opposed to maintaining a separate system.) After construction, the water line would be dedicated to the City up to its connection to the existing water system in the subdivision. The County would retain responsibility for maintaining the water system within the subdivision. Since this land is in the General Plan, it would eventually be annexed along with adjacent property as it becomes ready for development. A major benefit to the City is that the project will provide a water line along the Lower Sacramento Road frontage of G -Basin. Sunnyside Estates is a 21 -parcel subdivision located just north of Harney Lane on Lower Sacramento Road. Instead of replacing the well, connecting the subdivision to the City's water system has been assessed, and it is considered an attractive alternative that might benefit both systems. It is therefore requested that the City provide water service to the subdivision via a connection between the two systems. The Sunnyside Estates Maintenance District will pay the connection fees and be responsible for all project costs. The County will work with City staff to ensure conformance with City standards and will be the lead in construction of the required interconnection. Subject to approval of funding application and concurrence from the City to allow connection to the City's system, it is anticipated that the project will proceed to design and construction this year. Therefore, an early response to this request would be appreciated.
