AGENDA TITLE: Post for Vacancy on the San Joaquin County Emergency Food and Shelter Board

RECOMMENDED ACTION: That Council, by motion action, direct the City Clerk to post for the following vacancy
on the San Joaquin County Emergency Food and Shelter Board.
BACKGROUND INFORMATION: The City Clerk's office posted for this vacancy quite some time ago and have
yet to receive any applications. We recently received the attached letter
from the Emergency Food and Shelter Program again asking for an
appointment. In order to generate renewed interest in this Board, it is
requested that the City Council direct the City Clerk to once again post for the vacancy on the San Joaquin County
Emergency Food and Shelter Board.
State statute requires that the City Clerk post for vacancies to allow citizens interested in serving to submit an
application. The City Council is requested to direct the City Clerk to make the necessary postings.

Dear Mayor Pennino:
We are contacting you regarding appointing a person to serve on the local Emergency Food & Shelter
Board to represent the City of Lodi. The board allocates and monitors food and shelter grants for the
homeless from FEMA and the State Department of Housing & Community Development.
The EFSP Board is patterned after the national board and includes representatives of the American Red
Cross, Salvation Army, Catholic Charities, Council of Jewish Federations, National Council of the
Churches of Christ, United Way, representatives of government, and local service providers.
The Federal Emergency Food and Shelter Program was established in 1983, and provides an annual
grant locally to be allocated to agencies providing food and shelter for the homeless. Additionally, the
board works with the State Department of Housing & Community Development for shelter services for the
homeless. Currently the two grants provide more than $400,000 for San Joaquin County. The program is
administered by United Way.
Some of the organizations who are receiving the funds are: Stockton Shelter for the Homeless, St. Mary's
Interfaith, McHenry House, Salvation Army -Archway Shelter, Tracy Interfaith, HOPE Shelter- Manteca,
Gospel Center Rescue Mission, Women's Center and Haven of Peace.
The volunteer board has been meeting 8-10 times a year, generally on Tuesday afternoons from 3:30 -
5:30 p.m. The board is responsible for developing materials, reviewing applications for funding, hearing
proposals, make funding decisions and monitoring funded agencies.
We would appreciate your sending a letter to United Way naming a representative for your city. If you

At the City Council meeting of May 6, 1998, the City Council directed me to forward a letter to the
local churches to inform that there is a vacancy on the San Joaquin County Emergency Food and
Shelter Board.
This position has remained unfilled for some time, mostly due to the fact that it has not been highly
publicized. Because this position has not yet been filled, we received a letter from the San Joaquin
County Emergency Food and Shelter Program asking that we make this appointment.
Would you be kind enough to circulate this letter at one of your upcoming ministerial association
meetings. If anyone expresses an interest in serving on this Board, please ask them to contact the
City Clerk's office. We will be glad to answer any questions regarding this matter or to provide an
application for this vacancy.
