An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held
Tuesday, November 29, 2016, commencing at 7:02 a.m.
Present: Council Member Mounce, Council Member Nakanishi, Mayor Pro Tempore Kuehne,
and Mayor Chandler
Absent: Council Member Johnson
Also Present: City Manager Schwabauer, City Attorney Magdich, and City Clerk Ferraiolo

B-1 Tour Harney Lane Grade Separation Project (PW)
Following a brief introduction by Public Works Director Charlie Swimley, City Council, staff, and
the public were invited to board a bus for a tour of the Harney Lane Grade Separation
Project. The Public Works Department, along with project contractor Derrick Hansen with
DeSilva Gates Construction, provided a guided tour of the site. Topics discussed included current
status of the project, work performed to date, anticipated completion date, project oversight, traffic
control, intersection improvements and signalization, and recap of how the concept began to
formalize in 2012.
Mr. Swimley stated the project is possible due to the team effort of the following entities and
individuals: contractor DeSilva Gates Construction; design engineers Mark Thomas & Company;
Union Pacific Railroad; Construction Project Manager Gary Wiman; former Public Works Director
Wally Sandelin; San Joaquin Council of Governments; and Caltrans Local Assistance.

AGENDA TITLE: Tour Harney Lane Grade Separation Project
MEETING DATE: November 29, 2016 (Shirtsleeve Session)

RECOMMENDED ACTION: Tour Harney Lane Grade Separation Project.
BACKGROUND INFORMATION: The Harney Lane Grade Separation Project started in April of 2016
and is nearing the halfway point of the construction schedule. The
completed project includes a bridge over the Union Pacific Railroad
and widening Harney Lane to four lanes between Hutchins Street and Stockton Street.
The bridge structure is being constructed in two separate phases to minimize traffic impacts within the
project area. The south two lanes of the bridge, as well as intersection improvements at Hutchins Street
and Stockton Street, and a substantial portion of the underground improvements associated with the
project, are nearing completion. The south two lanes are scheduled to be open for two-way traffic next
month.
Over the next 11 months, the contractor is scheduled to complete construction of the north two lanes of
the bridge along with the lighting, landscape, and remaining soundwall elements of the project. Weather
permitting, the project is expected to be complete by October 2017.
The Public Works Department, along with the contractor, DeSilva Gates Construction, LP, will provide a
guided tour of the site. The tour, which leaves the Carnegie Forum at 7 a.m., is intended to provide the
Council an opportunity to observe the project's current stage of construction, as shown in Exhibit A, and
for staff to answer questions. A City transit bus will provide transportation.

Grade Separation Harney Lane @ UPRR Overhead Project

Current Status:
The Stage 1 Bridge Deck is in place. Placement of the sidewalk, concrete barrier, and fence railing along
the south side is needed to complete this stage of the bridge structure.
The new roadway, along with sidewalk, curb, and gutter needs to be installed prior to traffic being
switched to the new bridge section. This was originally scheduled to occur on December 1, 2016 but
weather has caused us substantial delays.
Once the traffic is switched to the Stage 1 Bridge we can demolish the existing Harney Lane roadway
and begin importing soil for the Stage 2 Bridge.
Our current schedule has us completing the project in October 2017. We are anticipating weather will
cause additional delays to the schedule.
Work performed to date:
• Imported 99,500 cubic yards of dirt to build slopes
+ Placed 4,500 lineal feet of 10 -inch water pipe
• Placed 5,300 cubic yards of aggregate base.
• Placed 4,600 tons of asphalt.
• Placed 351,958 pounds of steel reinforcing at Stage 1 Bridge Deck.
• Placed 930 cubic yards of concrete at Stage 1 Bridge Deck.
