A. Roll Call by City Clerk
An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held
Tuesday, November 22, 2016, commencing at 7:02 a.m.
Present: Council Member Johnson, Council Member Mounce, Mayor Pro Tempore Kuehne,
and Mayor Chandler
Absent: Council Member Nakanishi
Also Present: City Manager Schwabauer, City Attorney Magdich, and Deputy City Clerk Farris

B-1 Receive Presentation by Lodi Winegrape Commission (CM)
Jon Wetmore, member of the Lodi Winegrape Commission and California Wine Education
Committee, provided a brief overview of the Lodi Winegrape Commission; introduced
Wendy Brannen, the new Executive Director of the Commission; provided a video on the history
of the Commission and promoting Lodi and Lodi's wines; and recognized the hard work of the
Commission's staff.
Wendy Brannen greeted Council and stated she is looking forward to working with the City and
fostering the relationship between the growers and the City.
Craig Ledbetter, Chairman of the Lodi Winegrape Commission, provided a PowerPoint
presentation regarding the Commission. Specific topics of discussion included history of the
Commission, Lodi vineyards, Lodi wines, Commission highlights, current Commission activities,
print ads, social media campaign, Wine Bloggers conference, 20th Annual Lodi Wine & Chocolate
Weekend, ZinFest, Lodi road shows, media outreach, 2015 Wine Region of the Year,
Commission plans, and what the City can do. Mr. Ledbetter thanked Hutchins Street Square for
doing an outstanding job hosting the recent Wine Bloggers conference and commented that it
would be helpful if the City hung banners announcing Lodi as the 2015 Wine Region of the Year.
He stressed that the Commission was here today to develop a partnership with the City. He
provided a second promotional video developed by the Commission.
Mr. Wetmore provided closing remarks for the Commission and reiterated that the
Commission hopes to develop a relationship with the City. He commented that Lodi is innovative;
the Commission is preparing the next generation to take over leadership; the Commission's
philosophy is that high tides raise all ships and it is concerned about Lodi as a whole, not
individual wineries; and the wine industry is an economic force which brings many jobs to Lodi.
Mayor Chandler thanked the Commission for the presentation. He commented that he is proud to
have been a part of the history of the Commission and to have gone to New York as part of the
group receiving the 2015 Wine Region of the Year award. He welcomed Ms. Brannen and
commented on the wonderful relationship between the growers and the City. He further
commented on the correlation between the number of tasting rooms an area has to the price
growers from that area receive for their grapes and that Lodi is catching up with Sonoma and
Napa; the City co -funded the Visitors Center when it was being built; he is proud of the Wine
Bloggers conference; and the City is approving new hotels to be built, which will accommodate
visitors coming to the area for wine tasting.
Mayor Pro Tempore Kuehne thanked the Commission for the presentation and for the great job it

is doing. He commented that the Highway 99 corridor looks terrible and does not present Lodi in
a good light as visitors come into the City. He encouraged wineries to adopt portions of the
corridor to clean and beautify and he envisioned signs along the highway announcing the winery
responsible for each portion. He noted the Turner Road offramp is also in a bad state and that
Caltrans will allow a partnership to clean up that area as well.
Council Member Mounce stated that she has been trying to promote Lodi through the League of
California Cities for years. Now that she is president of the League, 70 people will be coming to
the City for wine and cheese tasting as part of a League meeting, and members will spread the
word on what Lodi has to offer.
Mayor Pro Tempore Kuehne stated that when he attended past San Joaquin Council of
Governments One Voice trips to Washington, DC, no one had heard of Lodi; but following the
2015 Wine Region of the Year award, everyone recognizes the name and wants to talk about
Lodi wine.
Council Member Johnson commented that he is looking forward to seeing the results of the new
economic study currently being conducted, particularly in relation to the number of jobs created
by the wine industry. He also stated that Commission members are involved in many things and
asked them to encourage businesses, particularly those in Silicon Valley, to expand into Lodi.

Grape growers vote in commission

The state Food and Agriculture Depart-
ment announced Monday that growers in the
Lodi grape district voted to form a local grape
commission.
The commission, based on state legislation
passed in 1989, allows a local commission to
impose a small tax on growers to raise money
for grape promotion and research.
Lynn Horel, DEG senior agriculture econo-
mist, said 74 percent of district growers repre-
senting 80 percent of grape tonnage voted in
favor of the commission. Some 58 percent of
ballots mailed to district growers were re-
turned before the May 3 deadline.
Based on the state law, these elections are
based on both number of voters and tonnage
produced by each voter. Voting is weighted
slightly in favor of larger growers: An election
passes either by favorable votes from 51 per-
cent of growers representing 65 percent of
grape tonnage, or by 65 percent of growers
representing 51 percent of tonnage.
'I think it shows that the district is very
interested in its livelihood, in it's future,' said
John Ledbetter, a member of the grower com-
mittee that promoted the commission.
It is the first grape commission ever in the
Lodi area and one of the first local grape com-
missions in California. A statewide commis-
sion attempted in the 1980s wasn't successful.
