RECOMMENDED ACTION: That the City Council approve the requested reallocation of remaining funds as
outlined by the Parks and Recreation Department.
BACKGROUND INFORMATION: As indicated in the attached memorandum from the Parks Superintendent,
several park projects have received Community Development Block Grants
(CDBG). A number of these projects have been completed for less money
than originally anticipated. Further, the Parks and Recreation Department
staff have been able to augment these projects by receiving grant dollars from other sources. The net effort has
freed up CDBG funds for more use on projects already receiving Block Grant allocations.
No additional funding is requested by this action. The entire reallocation and transfer involves only the following
projects:
English Oaks/Candy Cane Playground
Lodi Lake Playground Phase I
Lodi Lake Playground Phase II
Van Buskirk Park Renovation
Blakely Park Fencing
Lodi Lake Water Feature

Subject: Transfer and Reallocation of Unused Parks and
Recreation C.D.B.G. Funds
Over the last couple of years, our department has accomplished numerous projects
using C.D.B.G. funding. Through our efforts of accomplishing in-house design, we
have been able to maximize the value of funding to apply toward the projects.
Unfortunately some of our projects are not in the "target" area and therefore have
restricted C.D.B.G. use. This restriction has caused us to use other funding sources,
i.e., operational funds and C.I.P. funds to complete the project. Playground
improvements outside the "target" area for example, have C.D.B.G. funds restrictions
that have not covered the necessity of providing underground drainage, landscaping
and irrigation.
Our request is to transfer $8000 of left over 1996/97 C.D.B.G. funds from the English
Oaks/Candy Cane Parks playground project to Van Buskirk Park. An additional
transfer of $27,000 of extra C.D.B.G. funds in the Lodi Lake playground project over to
Van Buskirk Park. Once these two transfers are accomplished, the net effect will be
the freeing up of $35,000 in C.I.P. funds that are in Van Buskirk Park. The C.I.P. funds
can then be used to accomplish the following:
1. Landscape and irrigation for Lodi Lake Playground.
2. Offset averages for our consultant for the Sports Center Feasibility Study.
3. City's portion of the Kiwanis Group Picnic Facility at Lodi Lake.
4. Game tables for Van Buskirk Park (originally unfunded).
An additional request is to transfer $14,000 left over in Blakely Park fencing C.D.B.G.
project to the Lodi Lake Water Feature C.D.B.G. project. By this transfer, $14,000 of
the General Mills grant funds are freed up to apply to the landscaping irrigation and
lighting of this project which otherwise is unfundable by C.D.B.G. funds.

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING THE REALLOCATION OF $49,000 FEDERAL
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
FUNDS FOR VARIOUS PARKS AND RECREATION
DEPARTMENT PROJECTS

WHEREAS, during the last two years the Parks and Recreation Department has
been allocated Community Development Block Grant Funds for various park projects; and
WHEREAS, several of the projects have been completed using less money than
anticipated; and
WHEREAS, staff recommends reallocating $49,000 to various Parks and
Recreation Department projects as follows:
1.) Transfer $8,000.00 of left over 1996197 CDBG funds from the English
Oaks/Candy Cane Parks Playground project to Van Buskirk Park; and
2.) Transfer $27,000.00 of extra CDBG funds from the Lodi Lake Playground
Project to Van Buskirk Park Proje(.t; and
3.) Transfer $14,000.00 left over in the Blakely Park fencing CDBG Project to
the Lodi Lake Water Feature CDBG Project.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Lodi
hereby approves the reallocation of $49,000.00 Federal Community Development Block
Grant Funds for Various Parks and Recreation Department Projects.
