HomeMy WebLinkAboutAgenda Report - May 6, 1998 (71)AGENDA TITLE: Prohibit Commercial Vehicles Over Two Axles on Pacific Avenue North of Elm Street MEETING DATE: May 6, 1998 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution amending Section 8A of Traffic Resolution #97-148 by approving the travel restriction of commercial vehicles over two axles on Pacific Avenue north of Elm Street, as shown on Exhibit A. BACKGROUND INFORMATION: The following report was initiated by two recent complaints received related to the noise, fumes, and hazards to children created by trucks that have been parking along the east side of Pacific Avenue north of Elm Street. These trucks park overnight and have moved to this location after commercial -vehicle parking was restricted during portions of the day around the corner on Elm Street, in front of Lakewood Mall. A copy of the first concern received and the City's response is attached as Exhibit B and Exhibit C, respectively. Staff has field reviewed this area and confirmed trucks are parking at this location and that the street is being damaged. The east side of this portion of Pacific Avenue is vacant commercial property with no sidewalk, just an asphalt -concrete dike. The west side is residential with curb, gutter, and sidewalk. Current City ordinance allows truck parking along the frontage of the commercially -zoned property on the east side of Pacific Avenue as long as diesel engines or auxiliary engines, such as refrigeration units, are not operated for more than five minutes between the hours of 10 p.m. and 7 a.m. Truck parking is not permitted adjacent to residentially -zoned properties. Although, per this ordinance, commercial -vehicle parking is permitted along this portion of Pacific Avenue, our primary concern is the damage the truck tires are causing to the roadway and dike. Because this street is classified as a residential street in our Street Master Plan, this portion of Pacific Avenue was constructed with only 1.6 inches of asphalt concrete over oiled soil and rock. This thickness is not sufficient to carry the substantial weight of trucks. In addition, this section of Pacific Avenue is only two blocks long, and when the parked trucks leave they must travel through residential areas. Because of the complaints received, the residential nature of the area, and a roadway not built to handle truck loads, we recommend that City Council approve the restriction of commercial vehicles over two axles on this portion of Pacific Avenue. This restriction is similar to those that exist on Holly Drive, Almond Drive, and the easterly portion of Tokay Street and will not affect delivery trucks. Dear.Mayor & Council Menber. The last few months we have had many semi diesel trucks parked on the street of Pacific Ave. and Elm street These trucks leave has early as 4'A.M. Which disturbs the families which has small and school children who are sleeping. Pacific Ave. is a very very narrow street. ITs not like Elm or Ham lane. Some times the diesel/s are parked 3 days at a time with out moving. Living in a residential area. All we are looking at these large semi truck which usually has two large trailer. This is not a very nice thing to look at the whole week end. Also with spring approaching we would like to have our windows and doors open so we can enjoy the fresh air. When they start up the fumes are strong. The street on Pacific is very narrow. It/s very hard to back out of our garages, because they are so close when it rains or foggy it makes it very difficult to see which could cause a accident. With children and adult trying to crossing the streetit/s very hard to see and some one could get hit. It/s a major hazard when you have to deal with the Lodi High students and the traffic withthe cars racing around andthe traffic from the trailer park and then thenthe large semi truck it makes you feel like you are living out on a highway. Surely there are ether place to park besides in a one block street. Hope you take this in a consideration We had two trucks parked here last night before 5 A.M. they where gone. REIMCHE City. Clerk RANDALL A. HAYS City Attorney Thank you for your concerns related to truck parking on Pacific Avenue north of Elm Street as expressed in your letter (copy enclosed). As you are aware from previous discussions with Police and Public Works departments' staff, current City Code permits the parking of commercial vehicles on the east side of Pacific Avenue north of Elm Street adjacent to the Lakewood Mall property as long as the diesel engines or refrigerator units are not operated for more than five minutes between the hours of 10 p.m. and 7 a.m. Although the parking of commercial vehicles is permitted on Pacific Avenue, the roadway consists only of a compacted soil base under one inch or less of asphalt. This is sufficient for light traffic but cannot handle the substantial weight of trucks. Public Works staff has field reviewed this area and observed pavement rutting from truck tires along the east curbline of the roadway as well as some damage to the asphalt curb. To prevent further damage to the street, we will be requesting Council approval for truck travel or parking restrictions at a future meeting, possibly in April. You will be notified prior to the meeting date. Again, thank you for your concerns. RESOLUTION NO. 98-63 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE PROHIBITION OF COMMERCIAL VEHICLES OVER -TWO AXLES ON PACIFIC AVENUE, NORTH OF ELM STREET TO MARIPOSA, AND THEREBY AMENDING TRAFFIC RESOLUTION NO. 97-148 BE IT RESOLVED, that the City Council of the City of Lodi does hereby approve the prohibition of commercial vehicles over two axles on Pacific Avenue, north of Elm Street to Mariposa, as shown on Exhibit A; and BE IT FURTHER RESOLVED, that the City of Lodi Traffic Resolution No. 97-148, Section 8 (A) "Weight Limit/Commercial Vehicle Restrictions" is hereby amended by approving the prohibition of commercial vehicles over two axles on Pacific Avenue, north of Elm Street to Mariposa, as shown on Exhibit A attached and made a part of this resolution.
