The Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council of Tuesday,
November 3, 2015, was cancelled due to lack of a quorum. An informal presentation was made
on both topics - Parks, Recreation, and Cultural Services Report for Fiscal Year 2014/15 and
Presentation on the 2015 Lodi Bicycle Summit - with background materials and PowerPoint
presentations on file in the City Clerk's Office.

RECOMMENDED ACTION: Receive Parks, Recreation and Cultural Services Report for Fiscal
Year 2014/15.
BACKGROUND INFORMATION: Parks, Recreation and Cultural Services reached a milestone in
Fiscal Year 2014/15 by ending with a positive fund balance for the
first time. The year-end balance (preliminary, unaudited) of
$229,203.91 represents a turnaround of nearly $1.1 million in three years.
The turnaround is largely due to staff reductions within the Parks and Hutchins Street Square divisions,
and greater emphasis on appropriate cost recovery for certain programs. Staff will provide additional
information to the Council at the meeting.

RECOMMENDED ACTION: Presentation on 2015 Lodi Bicycle Summit.
BACKGROUND INFORMATION: Chamber of Commerce 20/20 Bicycle Tourism Committee Chairman
Robin Knowlton and Summit member Marty Weybret will present
information on the 2015 Lodi Bicycle Summit. The Lodi Bicycle
Summit was held at Hutchins Street Square on August 15, 2015. The Summit was attended by bicycle
enthusiasts, City transportation planners, business owners, members of the hospitality and tourism
industry, and other community members interested in expanding bicycle transportation within Lodi and
San Joaquin County.
One of the Summit goals was to develop viable bicycle tourism routes linking Lodi to wineries, local
hotels, transit stations, and other regional amenities.
FISCAL IMPACT: Not applicable.
FUNDING AVAILABLE: Not applicable.

RECOMMENDATIONS:
1.
Build it And They Will Come
Bike infrastructure matters.
Cyclists feel safest on bike lanes and Lodi needs to greatly expand its network of
bike lanes throughout the city.
2.
Make Turner Road Bike Friendly
Turner Road came up over and over again as the road with the most problems
for cyclists.
1. Reduce car speeds on Turner, add traffic calming devices
2. Fix the RR crossing at General Mills, on the north side. Cyclists frequently
fall there because of the angle of the tracks.
3. Fix the crossing at Turner and Loma.
• Put in lights that flash on the roadway when someone is crossing.
• Add an additional crossing so that bicyclists don't end up crossing into
the wrong lane.
4. Fix the crossing at Turner and Mills.
• Change the crossing at Mills so that bicyclists don't end up crossing
into the wrong lane.
• Make the button to change the light bicycle friendly.
• Straighten the curve in the bike/walking entry which is very difficult to
navigate by bike
5. Take out a car lane on each side of Turner Road; add a turn lane down
the middle and bike lanes on each side of the road.
Turn Turner Road into Lodi's premier biking roadway.
3.
Bike Parking
Bike parking is needed everywhere!
4.
Signage
Add more signage including:
• Way -finding signs
• Safety signs
• Bike friendly business signs
■ Markings on the roadway
5.
Loop Detectors
We need these not only on roads with bike lanes, but at all intersections
throughout Lodi, in aarticular: Pine and Cherokee, Lower Sacramento Rd and
Lodi Avenue, Lower Sacramento Road turning east onto Elm, and Turner Road
at Lower Sacramento Road
6.
Family Friendly Destinations
Lodi Lake is our best family friendly bike destinations in town.
• Create a complete bicycle/walking loop around the lake with a bridge
over the Mokelumne River.
• Add more Bike parking
• Add bicycle rentals
• Focus on creating safe bike routes to family friendly places in Lodi: Such
as Lodi Lake, Downtown Lodi, Micke Grove Park, and many schools.
7.
Create a Canal Bikeway
A canal bikeway is already in the Bike Master Plan. Develop
biking/walking/jogging opportunities away from cars.
8.
Connectivity
Fix bike lanes that simply end and create a system of bike lanes that
interconnect!
9.
Bike Safety
Create a concerted bike safety campaign to educate both car drivers and
cyclists on rules of the road and road etiquette. Cyclist's lives depend on this!
10.
Work with the County
Coordinate bike transportation with the County.
11.
More Bike Lanes:
Require bike lanes on all new roads in Lodi. Additionally, require bike signage,
green lanes, and other bike friendly designations on all newly paved existing

Create a Bicycle Commission so that members of the cycling community can
have input in future road planning.
