SPECIAL CITY COUNCIL MEETING

A. Call to Order / Roll Call
The Special City Council meeting of August 19, 2015, was called to order by Mayor Johnson at
8:19 p.m.
Present: Council Member Kuehne, Council Member Mounce, Council Member Nakanishi,
Mayor Pro Tempore Chandler, and Mayor Johnson
Absent: None
Also Present: City Manager Schwabauer, City Attorney Magdich, and City Clerk Ferraiolo

B-1 Adopt Resolution Declaring an Emergency Condition Requiring the Immediate Repair of
Grape Bowl Field Subgrade and Plumbing, Authorizing the City Manager to Order
Required Actions and Execute the Necessary Documents to Perform Repairs, and
Appropriating Funds ($80,000) (PRCS)
Parks, Recreation, and Cultural Services Director Jeff Hood provided a presentation regarding
the emergency condition requiring the immediate repair of the Grape Bowl field subgrade and
plumbing. Specific topics of discussion included observed leak from water pipe below the field,
sink hole covered by field surface, the need for Council to find that an emergency condition
exists, recommendation to authorize the City Manager to proceed with repair order and execute
necessary documents, value of work to be completed at $74,000, and the potential that some
portion may be covered by insurance once the cause is determined.
City Manager Schwabauer stated that the insurance adjuster is re-evaluating the initial position, it
is likely the final response will be favorable to the City, and insurance would cover all but $25,000
of the cost.
In response to Council Member Kuehne, Mr. Schwabauer stated this would be similar to standard
homeowners' insurance that a construction -related hazard would be covered.
In response to Council Member Kuehne, Mr. Hood stated that the turf would likely not be
damaged during the repair work, but it may be noticeable. He explained that the turf will be pulled
back, the eroded area will be excavated, the material will be backfilled, and the turf will be
returned and smoothed. Mr. Schwabauer added that, while the turf is pulled back, the source of
the failure will be determined to ascertain if the City should proceed against the contractor.
Mr. Hood stated it is unknown whether the problem is a result of construction material or
assembly, but the Parks Coordinator will be on site during excavation to take photographs and
determine the cause of the leak.
In response to Council Member Nakanishi, Mr. Hood confirmed that Western Engineering
performed the original work and is a reputable company.
In response to Council Member Mounce, Mr. Hood stated that there is funding available to pay for
the repair work. In further response, Mr. Hood stated that the work will be coordinated with the
two companies, FieldTurf Tarkett and A.M. Stephens, with little to no impact on park users. The
sink hole is currently covered with plywood and rubber mats to accommodate field usage. He
anticipated that construction would begin in three weeks and take one week to complete.
Mr. Hood stated that steps are being taken to work around the football schedule while keeping
the safety of the players in mind, adding that the damaged area is behind the sideline and outside
the field of play.
Council Member Mounce made a motion, second by Mayor Pro Tempore Chandler, to adopt
Resolution No. 2015-148 declaring an emergency condition requiring the immediate repair of the
Grape Bowl field subgrade and plumbing, authorizing the City Manager to order the required
actions and execute the necessary documents to perform repairs, and appropriating funds in the
amount of $80,000.
