BACKGROUND INFORMATION: Since 1996, the Public Works Department has been working with the San Joaquin County Council of Government (COG) on the Highway 12 - Kettleman Lane/Highway 99 interchange. Improvements to this interchange were identified in the original Measure K Plan. In March 1997, staff reviewed the concept plan with City Council and was directed to proceed with the project design and pursue funding sources for project construction. COG retained U.R.S. Greiner to prepare the concept plan, as well as project design, using the City's allocated Measure K funds. The Interchange Project includes widening Highway 12 - Kettleman Lane between the southbound Highway 99 ramp and Beckman Road, installing three signals and street lighting, widening the northbound and southbound exit ramps, and constructing the "new" Beckman Road east of the existing road. In order to retain the existing Highway 99 overcrossing, the south sidewalk under the overcrossing will be removed and a narrower sidewalk constructed on the north side of Kettleman Lane. The widening under the overcrossing will accommodate two eastbound through lanes, both a westbound and an eastbound left -turn lane, and one westbound through lane. Kettleman Lane will transition back to two lanes east of the new Beckman Road. Existing Beckman Road is approximately 225 feet east of the Highway 99 northbound ramp, a distance too close once the ramp intersections are signalized. The new Beckman Road will be constructed approximately 400 feet east of its present location as identified in Lodi's Street Master Plan. This project also includes installing a traffic signal at the new Beckman Road and Kettleman Lane intersection, and bike lanes on the new Beckman Road. A raised median will be installed on Kettleman Lane prohibiting northbound/southbound through and left -turning movements from old Beckman Road onto Kettleman Lane. Left turns onto old Beckman Road will be allowed. The median will extend from the northbound ramps to the new Beckman Road. All turning movements will be allowed at this intersection. Currently, staff is in the process of acquiring right of way from McDonald's Corporation. This right-of- way acquisition at McDonald's, along with the cooperative agreements with Caltrans and COG, will be brought to the City Council in June 1998. APPROVED: H. FUNDING: The interchange construction will be funded using Measure K, California Transportation Commission cost savings, State/Local Partnership, and Regional Impact Fee funds.
