A. Call to Order / Roll Call
The Regular City Council meeting of December 4, 2013, was called to order by Mayor Nakanishi
at 7:00 p.m.
Present: Council Member Hansen, Council Member Johnson, Council Member Mounce, Mayor
Pro Tempore Katzakian, and Mayor Nakanishi
Absent: None
Also Present: City Manager Bartlam, City Attorney Schwabauer, and City Clerk Johl-Olson
B. Presentations
B-1 Presentation to Retiring Members of Boards. Committees. Commissions, and Task Forces
CLK
Mayor Nakanishi presented Certificates of Appreciation to the following retiring members of the
Greater Lodi Area Youth Commission, Lodi Animal Advisory Commission, Lodi Arts Commission,
Planning Commission, Site Plan and Architectural Review Committee, and the Senior Citizens
Commission: Jessinia Ahrens; Emma Brink; Bill Cummins; Rebecca Hernandez; Michael Kinane;
Alison McGregor; Lina Preszler; Kristen Schlader; Suzanne Schultz; Manjot Sidhu; Maria
Singleton; Mitchell Slater; Anthony Sorbera; and Lauren Youngsma.
B-2 Presentation of Mayor's Community Service Award (CLK)
Mayor Nakanishi presented the Mayor's Community Service Award to Carol Meehleis for all of
her contributions to this community. The Mayor's comments were made a part of the official
record.
C. Consent Calendar (Reading: Comments by the Public: Council Action
Council Member Johnson made a motion, second by Mayor Pro Tempore Katzakian, to approve
the following items hereinafter set forth in accordance with the report and recommendation of the
City Manager.

The above motion carried by the following vote:

C-1 Receive Register of Claims in the Amount of $1,083,396.96 (FIN)
Claims were approved in the amount of $1,083,396.96.
C-2 Approve Minutes (CLK)
The minutes of November 6, 2013 (Regular Meeting) and November 19, 2013 (Shirtsleeve
Session) were approved as written.
C-3 Adopt Resolution Authorizing the City Manager to Execute Professional Services
Agreement for National Pollutant Discharge Elimination System Permit Compliance
Services for White Slough Water Pollution Control Facility with Robertson -Bryan, Inc., of
Elk Grove ($138,471), and Appropriating Funds ($140,000) (PW)
Adopted Resolution No. 2013-211 authorizing the City Manager to execute Professional Services
Agreement for National Pollutant Discharge Elimination System permit compliance services for
White Slough Water Pollution Control Facility with Robertson -Bryan, Inc., of Elk Grove, in the
amount of $138,471, and appropriating funds in the amount of $140,000.
D. Comments by the Public on Non-Aaenda Items THE TIME ALLOWED PER NON -
AGENDA ITEM FOR COMMENTS MADE BY THE PUBLIC IS LIMITED TO FIVE
MINUTES. Public comment may only be made on matters within the Lodi City Council's
jurisdiction (Government Code Section 54954.3, Lodi City Council Protocol Manual Section
6.31). The Council cannot take action or deliberate on items that are not on this agenda
unless there is an emergency and the need to take action on that emergency arose after
this agenda was posted (Government Code Section 54954.2(b)(2)). All other items may
only be referred for review to staff or Dlacement on a future Council aaenda.
Rex Dhatt spoke in regard to making a $5,000 donation in memory of the Miranda Family and a
$1,000 donation to the Lodi Police Foundation.
Jeff Tilton spoke in regard to his candidacy for County Superintendent of Education and the June
3, 2014 election.
Jerry Glen spoke in regard to Lodi Adopt -A -Child and the annual holiday drive to provide children
with toys and clothing.
E. Comments by the City Council Members on Non -Agenda Items
Council Member Mounce asked staff to address the downtown lighting challenges in time for the
holiday season next year.
F. Comments by the City Manager on Non -Agenda Items
None.

H-1 Appointment to the Lodi Improvement Committee (CLK)
Council Member Mounce made a motion, second by Council Member Hansen, to make the
following appointment:
Lodi Improvement Committee
Curt Juran, term to expire March 1, 2015

The above motion carried by the following vote:
Ayes: Council Member Hansen, Council Member Johnson, Council Member Mounce, Mayor
Pro Tempore Katzakian, and Mayor Nakanishi

K. Reoraanization of the Citv Council
K-1 Presentation to Outgoing Mayor
City Manager Bartlam presented a plaque to outgoing Mayor Nakanishi, recognizing him for his
service to the community.
K-2 Reoraanization of the Lodi Citv Council
NOMINATION(S) FOR MAYOR:
Council Member Nakanishi made a motion, second by Council Member Johnson, to nominate
Council Member Katzakian to the office of Mayor. There being no further nominations for the
office of Mayor, the nominations were closed.
VOTE:
In regard to the nomination of Council Member Katzakian to the office of Mayor, the motion
carried by the following vote, thereby adopting Resolution No. 2013-212.
Ayes: Council Member Hansen, Council Member Johnson, Council Member Katzakian, Council
Member Mounce, and Council Member Nakanishi
Noes: None
Absent: None
NOMINATION() FOR MAYOR PRO TEMPORE:
Council Member Mounce made a motion, second by Council Member Nakanishi, to nominate
Council Member Hansen to the office of Mayor Pro Tempore. There being no further nominations
for the office of Mayor Pro Tempore, the nominations were closed.
VOTE:
In regard to the nomination of Council Member Hansen to the office of Mayor Pro Tempore, the
motion carried by the following vote, thereby adopting Resolution No. 2013-213.
Ayes: Council Member Hansen, Council Member Johnson, Council Member Mounce, Council
Member Nakanishi, and Mayor Katzakian
Noes: None
Absent: None

There being no further business to come before the City Council, the meeting was adjourned
at 7:35 p.m.
