A. Roll Call by City Clerk
An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held
Tuesday, July 26, 2011, commencing at 7:10 a.m.
Present: Council Member Hansen, Council Member Nakanishi, Mayor Pro Tempore Mounce,
and Mayor Johnson
Absent: Council Member Katzakian
Also Present: City Manager Bartlam, City Attorney Schwabauer, and City Clerk Johl

B-1 Receive Update on Parks, Recreation and Cultural Services Aquatics Programs (PRCS)
City Manager Bartlam provided a brief introduction into the subject matter of the aquatics
operations in the City.
Parks, Recreation and Cultural Services Director James Rodems provided a PowerPoint
presentation regarding the aquatics operations in the City. Specific topics of discussion included
Lodi Lake beach, Blakely/Enze pool complex, Hutchins Street Square pool, activities and
programming at facilities, aquatics revenue for the last three years, attendance numbers at the
facilities, aquatics staffing levels, Blakely pool expenses, and maintenance issues at Hutchins
Street Square pool.
In response to Council Member Hansen, Mr. Rodems stated the decline in revenue in aquatics is
primarily related to the weather with cooler summers and rainy opening days.
In response to Mayor Johnson, Mr. Rodems stated he has not received any comments from
users regarding the ten dollar fee increase and the aquatics program has not been affected any
more or less than the other programs by the economy.
In response to Council Member Hansen, Mr. Rodems stated there are one-half the number of
classes being held at the Community Center pool versus Blakely pool, which is why the swim
lesson numbers are lower at the Community Center.
In response to Mayor Pro Tempore Mounce, Mr. Rodems stated the water quality was more of a
concern in the 2009/10 year when the weather was hotter and there was a higher number of
users as a result.
Discussion ensued amongst Mayor Pro Tempore Mounce, Mr. Bartlam, and Mr. Rodems
regarding a long-term plan to address water quality issues, mitigation of geese and other
wildlife, water flow and depth challenges, and the costs associated with the same.
In response to Council Member Hansen, Mr. Rodems stated the standard pool heating at the
Community Center pool is 88 degrees constantly, the pool is not a therapeutic pool per se
although it is operated in that manner with the seniors, and the PAC system needs approximately
$20,000 in upgrades.
In response to Mayor Johnson, Mr. Rodems stated the Hutchins Street Square Foundation

initially purchased and installed the PAC system, the vendor subsequently went out of business,
the system was troubleshooted by engineers, and upgrades are necessary as the system has not
operated properly for more than 45 days in a row.
In response to Council Member Hansen, Mr. Bartlam stated the Foundation would like the City to
accept the PAC system so that it no longer retains maintenance liability for the system.
In response to Mayor Pro Tempore Mounce, Mr. Rodems stated a temperature reduction of the
pool will likely be a challenge for the seniors utilizing the pool for therapeutic purposes.
In response to Mayor Pro Tempore Mounce, Mr. Rodems stated the original cost of the
equipment for the Foundation was over $200,000 for the purchase and installation.
In response to Mayor Johnson, Mr. Rodems stated all aquatics instructors are qualified as
lifeguards and are interchangeable.
In response to Mayor Johnson, Mr. Rodems stated staff's ability to market the pools for
entertainment and private rental value is limited due to cost recovery.
Mayor Pro Tempore Mounce suggested working with Lodi Adopt -A -Child for grant and
scholarship programs related to children's swim classes.
In response to Council Member Hansen, Mr. Rodems stated he is not sure how private pools are
affecting the pool usage at the Community Center as they have not done a user survey.
In response to Council Member Hansen, Mr. Rodems stated that, outside of its own pool facilities,
the City also uses the pools at Twin Arbors and Tokay High School.
In response to Council Member Hansen, Mr. Rodems stated in California not many municipalities
are building indoor pool facilities although in other states private organizations may build such
facilities based on weather controls and the ability to recapture costs through higher fees.
In response to Mayor Johnson and Mayor Pro Tempore Mounce, Mr. Bartlam stated staff is
looking at a variety of options including maintenance and replacement costs for the retractable
roof, which is currently closed.
A brief discussion ensued between Mayor Pro Tempore Mounce, Mr. Bartlam, and Mr. Rodems
regarding the Community Development Block Grant eligibility and retractable roof maintenance
and operations.

RECOMMENDED ACTION: Receive update on Parks, Recreation and Cultural Services
aquatics programs.
BACKGROUND INFORMATION: The Department of Parks, Recreation and Cultural Services
provides aquatic programs at the Blakely/Enze Pool Complex, Lodi
Lake Beach and at the Hutchins Street Square Community Center.
This update will include information on Recreation Division programs and Parks Division maintenance at
these facilities. A variety of recreation programs are provided to the public at these facilities including
public swim, swim lessons, exercise classes, lifeguard training, Summer Swim League and pool rentals
for private parties. Budget numbers for FY 2011/12 are estimated at $164,150 in revenue and $181,355
in Recreation Division expense. Total participation numbers in the last fiscal year were 140,397.
Additional detailed information regarding operations and maintenance of these facilities will be provided
at the Shirtsleeve Session.
