SHIRTSLEEVE SESSION

A. Roll Call by City Clerk
An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held
Tuesday, February 8, 2011, commencing at 7:00 a.m.
Present: Council Member Hansen, Council Member Katzakian, Council Member Nakanishi,
Mayor Pro Tempore Mounce, and Mayor Johnson
Absent: None
Also Present: City Manager Bartlam, City Attorney Schwabauer, and City Clerk Johl

B-1 Discuss Lodi Budget/Finance Committee (CM)
City Manager Rad Bartlam provided a brief overview of the status of the Lodi Budget/Finance
Committee as set forth in the staff report and the City Council request to bring the matter forward
for consideration.
In response to Council Member Nakanishi, Deputy City Manager Jordan Ayers and City Attorney
Schwabauer stated the Committee was formed in 2005, it was Council -driven based upon a
desire to review budget related topics, the Committee workload was submitted through the City
Manager, and there are some personnel related costs for overtime although the majority of the
staff work is completed by those that are exempt.
The City Council generally discussed amongst themselves various matters related to the
current Budget and Finance Committee status including the intent of formation, the previous
workings of the Efficiency Committee, frustration of past Committee members regarding the lack
of purpose and direction, the lack of similar budget related citizen committees in the County, the
role of the Committee to review and provide direction versus setting policy, and potential future
work product for the Committee.
In response to Council Member Nakanishi, Mr. Ayers stated one of the most important items to
come from the Committee in the past has been the General Fund Reserve Policy and topics for
the future could include the policies associated with vehicle replacement, capital maintenance
and improvement, and dependent funds.
Budget and Finance Committee Chair Bob Takeuchi provided an overview of the Committee's
status since its inception and specifically discussed his desire for the Committee to continue
through citizen involvement with a specified purpose and regular meetings with the City Council.
The City Council provided general direction to staff to draft a revised resolution setting forth the
specific purpose of the Committee, with a time frame for the Committee to become functional,
and hold further appointments to the Committee pending said Council consideration of the
revised resolution.

RECOMMENDEDACTION: Discuss Budget and Finance Committee.
BACKGROUND INFORMATION: The City Council, at its regularly scheduled meeting of
November 17, 2010, discussed the potential disbandment of the
Budget and Finance Committee. The direction from Council was
to continue this discussion at a future Shirtsleeve meeting and bring an action item back to Council
following the Shirtsleeve discussion.
A seven -member Budget and Finance Committee was created in 2005 to advise the City Manager and
City Council on finance -related topics. Subsequently, the Committee has been reduced to five members.
Currently, the Committee has two members seated and has not met since July 2010 due to lack of a
quorum.
Since its inception, the Committee has had difficulty retaining membership and filling vacancies. During
the last year alone, four members resigned at various times, some serving less than a few months.
Vacancies were posted for the initial 30 -day period four times. Vacancies were reposted for an additional
30 -day period four times. And, twice vacancies were posted as `open until filled' with an indefinite
application period. Currently, there are six applications on file for membership on the Committee. In
addition, there has been discussion since the Committee's formation regarding the purpose of the
Committee.
