SPECIAL CITY COUNCIL MEETING

A. Call to Order / Roll Call
The Special City Council meeting of September 20, 2011, was called to order by Mayor Johnson
at 7:00 a.m.
Present: Council Member Hansen, Council Member Katzakian, Mayor Pro Tempore Mounce,
and Mayor Johnson
Absent: Council Member Nakanishi
Also Present: City Manager Bartlam, City Attorney Schwabauer, and City Clerk Johl

B-1 Designate Two Council Members to Participate in the Selection Process for a New Fire
Chief (CM)
Mayor Johnson made a motion, second by Council Member Katzakian, to designate Mayor
Johnson and Mayor Pro Tempore Mounce to participate in the selection process for a new Fire
Chief.
VOTE:
The above motion carried by the following vote:
Ayes: Council Member Hansen, Council Member Katzakian, Mayor Pro Tempore Mounce, and
Mayor Johnson
Noes: None
Absent: Council Member Nakanishi
B-2 Adopt Resolution Awarding the Purchase of Police and Fire Department Narrow -Band
Radios to Motorola, Inc., of Schaumburg, III. ($249,138.30), and Appropriating Funds
($135,000) (CM)
Communications Specialist Jeff Hood provided a brief overview of the proposed action regarding
the purchase of public safety radio equipment as set forth in the staff report.
In response to Council Member Hansen, Mr. Hood stated the proposed action is a follow-up to
the previous meeting and some numbers changed with respect to the amount and type of
equipment needed.
In response to Council Member Hansen, Mr. Hood stated January 2013 is the FCC mandate but
the County will be operable in March 2012, which is also the City's goal.
In response to Mayor Pro Tempore Mounce, Mr. Hood stated the savings is approximately
$29,000 if the equipment is ordered now versus later.
In response to Mayor Johnson, Mr. Hood stated the fire radios are being paid from already
identified money and the police radios require an additional appropriation.
In response to Mayor Johnson, Mr. Hood stated if the City acts now it can trade in old equipment
and receive $400 per eligible radio as a refund.

In response to Ed Miller, Mr. Hood and City Manager Bartlam provided an overview of the costs
associated with the current and previous purchases for safety, stating the overall project cost
is approximately $1 million, which was partially offset by federal grant funding.
In response to Mayor Johnson, Mr. Hood stated the deadline for safety is March 2012 and all
other departments is January 2013.
Mayor Pro Tempore Mounce made a motion, second by Council Member Hansen, to adopt
Resolution No. 2011-146 awarding the purchase of Police and Fire Department narrow -band
radios to Motorola, Inc., of Schaumburg, III., in the amount of $249,138.30, and appropriating
funds in the amount of $135,000.

C. Adjournment
There being no further business to come before the City Council, the meeting was adjourned at
7:10 a.m.
