E-6 Adopt resolution authorizing non-competitive purchase of a supervisory, control and data acquisition (SCADA) system and software upgrade from Siemens/TeleGyr Systems, Inc. Comments by the public on non -agenda items THE TIME ALLOWED PER NON -AGENDA ITEM FOR COMMENTS MADE BY THE PUBLIC IS LIMITED TO FIVE MINUTES. The City Council cannot deliberate or take any action on a non -agenda item unless there is factual evidence presented to the City Council indicating that the subject brought up by the public does fall into one of the exceptions under Government Code Section 54954.2 in that (a) there is an emergency situation, or (b) the need to take action on the item arose subsequent to the agenda's being posted. Unless the City Council is presented with this factual evidence, the City Council will refer the matter for review and placement on a future City Council agenda. G. Public Hearings Res. G-1 Public Hearing to adopt Resolution to Vacate Old Beckman Road, from 325 feet to 1,400 feet north of Kettleman Lane (PW) Ord. G-2 Public Hearing to consider Planning Commission's recommendation of approval to the City (Introduce) Council for the rezoning of 255 East Harney Lane from C -S, Commercial Shopping to C-1, Res. Neighborhood Commercial, and a recommendation that the City Council certify Negative Declaration ND -01-01 as adequate environmental documentation for the project (CD) Ord. G-3 Public Hearing to consider Planning Commission's recommendation of approval to the City (Introduce) Council for a General Plan Amendment and Prezoning for 1041 & 1171 E. Harney Lane; the Res. General Plan Amendment is from PR, Planned Residential to LDR, Low Density Residential and Res. PQP, Public Quasi/Public, and the Prezoning from San Joaquin County AU -20 to R-2, Single Res. Family Residential and PUB, Public; the request also includes a recommendation that the City Council certify Negative Declaration ND -00-12 as adequate environmental documentation for the project; and to initiate annexation of the properties into the City of Lodi (CD) H.
