RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the
bid for the purchase of 5 padmount transformers to the bidders
whose proposals and equipment met City of Lodi specifications,
and whose transformers are expected to yield the lowest overall life -cycle costs,

BACKGROUND INFORMATION: On November 19, 1997, the City Council approved specifications
and authorized advertisement for bids for padmount transformers
as necessary to meet the Department's needs through Fiscal Year
1998-99.
On April 1, 1998, bids for five padmount transformers were opened and total life -cycle costs were
evaluated. Life -cycle costs are the combined total of purchase price plus cost of operation based on
estimated power loss during the projected life of the transformer. Proposals are also evaluated on the
basis of compliance with equipment and bid specifications. Failure to comply with both may lead to
disqualification of the bid. A summary of the bid evaluation is attached as Exhibit A..
These transformers will be used to serve new industrial loads, and to replenish inventory in certain
critical sizes.

A RESOLUTION OF THE LODI CITY COUNCIL
AWARDING THE BID FOR THE PURCHASE OF FIVE
PADMOUNT TRANSFORMERS
WHEREAS, in answer to notice duly published in accordance with law and the
order of this City Council, sealed bids were received and publicly opened on April 1, 1998
at 2:00 p.m. for the purchase of five padmount transformers for the Electric Utility
Department, described in the specifications therefore approved by the City Council on
November 19,1997; and
WHEREAS, said bids have been compared, checked, and tabulated and a report
thereof filed with the City Manager as shown on Exhibit A attached hereto; and
WHEREAS, the City Manager recommends that award of the bid for the purchase
of five padmount transformers for the Electric Utility Department, be made to the bidders
whose proposals and equipment met City of Lodi specifications, and whose transformers
yielded the lowest overall life -cycle costs in each rating category, to wit:
Kuhlman Electric, Versailles, KY
Howard Industries, Laurel MS
Western States Electric, Portland, OR

NOW, THEREFORE, BE 1T RESOLVED by the Lodi City Council that the award of
the purchase of five padmount transformers for the Electric Utility Department, be and the
same is hereby awarded to the above-described responsible bidders, in the total amount
of $43,271.33.
