SPECIAL CITY COUNCIL MEETING

TUESDAY, APRIL 21, 2009
A. Roll call
The Special City Council meeting of April 21, 2009, was called to order by Mayor Hansen
at 7:03 a.m.
Present: Council Member Hitchcock, Council Member Mounce, and Mayor Hansen
Absent: Council Member Johnson, and Mayor Pro Tempore Katzakian
Also Present: City Manager King, City Attorney Schwabauer, and City Clerk Johl
B. Reaular Calendar
B-1 Set Public Hearing for May 13. 2009. at 6:30 p.m. to Consider All of the Appeals that Have
Been Filed Regarding the Decision of the Planning Commission to Deny Use Permit (U-
02-12), Vesting Tentative Parcel Map (03-P-001), and Site Plan and Architectural Review
(08 -SP -08) Concerning the Lodi Shopping Center Located at 2640 West Kettleman Lane
(CD)
Mayor Hansen made a motion, second by Council Member Mounce, to set public hearing for May
13, 2009, at 6:30 p.m. to consider all of the appeals that have been filed regarding the decision of
the Planning Commission to deny Use Permit (U-02-12), Vesting Tentative Parcel Map (03-P-
001), and Site Plan and Architectural Review (08 -SP -08) concerning the Lodi Shopping Center
located at 2640 West Kettleman Lane.
VOTE:
The above motion carried by the following vote:
Ayes: Council Member Hitchcock, Council Member Mounce, and Mayor Hansen
Noes: None
Absent: Council Member Johnson, and Mayor Pro Tempore Katzakian
B-2 Approve Proposed Expenditure Program for Lodi's Share of the American Recovery and
Reinvestment Act's Edward Byrne Memorial Justice Assistance Grant (CM)
Police Chief David Main provided a brief presentation regarding the Edward Byrne Memorial
Justice Grant. Chief Main specifically discussed the timing of the application for the grant, the
need to develop and submit a specific plan for use of the grant funding, seeking additional
funding from Homeland Security, and the proposition to spend the funds on technology such
as portable radios, wireless broadband, OSSI hardware/software licensing, mug shot County
interface, and mobile command vehicle upgrades.
In response to Council Member Mounce, Chief Main stated the money must be spent within a
four-year time period.
In response to Mayor Hansen, Chief Main stated that, while they attempted to keep the
categories as broad as possible, the grant did require a more detailed plan of how the money is
proposed to be spent.
In response to Mayor Hansen, Chief Main stated the funding is expected to replace
approximately 35 to 40 portable radios.

In response to Mayor Hansen, Chief Main confirmed the County will administer the grant at about
2% and the total amount for the County is about $2 million.
In response to Council Member Hitchcock, Chief Main stated that, while the grant will take some
staff time to administer, the primary responsibilities fall on the County.
Mayor Hansen made a motion, second by Council Member Mounce, to approve the proposed
expenditure program for Lodi's share of the American Recovery and Reinvestment Act's Edward
Byrne Memorial Justice Assistance Grant.

C. Adjournment
There being no further business to come before the City Council, the meeting was adjourned at
7:12 a.m.
