HomeMy WebLinkAboutMinutes - January 15, 2008 SSCITY OF LODI INFORMAL INFORMATIONAL MEETING "SHIRTSLEEVE" SESSION CARNEGIE FORUM, 305 WEST PINE STREET TUESDAY, JANUARY 15, 2008 An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held Tuesday, January 15, 2008, commencing at 7:00 a.m. A. ROLL CALL Present: Council Members — Hansen, Hitchcock, Johnson, Katzakian, and Mayor Mounce Absent: Council Members — None Also Present: City Manager King, City Attorney Schwabauer, and City Clerk Johl B. TOPIC(S) B-1 "Discussion Regarding Harney Lane Widening Project, %rMile West of Lower Sacramento Road to 540 Feet West of Stockton Street' City Manager King briefly introduced the subject matter of the Harney Lane Widening Project. City Engineer Sandelin introduced Junior Engineer Chris Boyer to make the presentation regarding the proposed project. Mr. Boyer provided a PowerPoint presentation regarding the Harney Lane Widening Project. Specific topics of discussion included project location, reasoning for widening, timing, key areas, Lower Sacramento Road intersection, west of Lower Sacramento Road, east of Lower Sacramento Road, Hutchins Street intersection, and summary regarding the same. In response to Mayor Mounce, Mr. Boyer stated the right of way will be negotiated through developers, expansion, and potential buy out from residents. City Attorney Schwabauer stated some properties may also need to be dedicated pursuant to the theory of first rule. Mr. Boyer stated staff will look into the application of the project to the Henderson Village residents. In response to Mayor Mounce, Mr. Boyer stated there will be three lanes with the turnout and, while there is a slight increase for the road, the majority of the increase is for the curb and gutter. In response to Mayor Pro Tempore Hansen, Mr. Boyer stated the bicycle lane is proposed in connection with the Southwest Gateway Project. In response to Mayor Pro Tempore Hansen, Mr. Boyer stated the lack of a bicycle lane would take out approximately eight feet on the project. In response to Mayor Pro Tempore Hansen, Public Works Director Prima stated dual turn lanes cannot usually be installed with a single lane. Mr. Sandelin stated the County was hesitant to take additional right of way when they completed the previous project. In response to Council Member Johnson, Mr. Prima stated a local agency generally must have a plan to get bicycle money from the State and roadways with high volume must have shoulders. In response to Council Member Johnson, Mr. Boyer stated the project is approximately one half mile west from the school and turns back into a two-lane county road. He stated the turn lane is primarily for residents who front Harney Lane and the majority of the volume will be coming from the proposed Westgate area. Continued January 15, 2008 Discussion ensued between Council Member Hitchcock, Council Member Johnson, Mr. Schwabauer, and Mr. King regarding new development paying for improvements, future reimbursements, language in development agreements that requires developers to pay for infrastructure and related needs which are impacted by the improvements, and the traffic study impact from the Legacy project to the west end of the City. In response to Mayor Pro Tempore Hansen, Mr. Boyer confirmed the right of way is approximately 7'/2 and runs a half mile. In response to Mayor Pro Tempore Hansen, Mr. Boyer stated the homes affected are those to the north and the drainage in connection with the gutter system will likely stay. In response to Mayor Pro Tempore Hansen, Mr. Boyer stated the Hutchins Street project does not impact any homes. Mr. Hansen requested staff look into an email from an orchard property owner to ensure effective communication. In response to Mayor Pro Tempore Hansen, Mr. Boyer stated on the timeline the Hutchins Street intersection project is next and will be completed prior to the underpass. Mayor Pro Tempore Hansen stated there are not enough Measure K funds for both the Harney Lane and Lodi Avenue grade separation projects. Mr. Prima stated there is not enough funding for either grade separation, but some improvements on Harney Lane are feasible. In response to Council Member Johnson, Mr. Prima stated it takes a lot of effort to show progress on certain projects to anticipate the receipt of future funding from other agencies. Discussion ensued between Mayor Pro Tempore Hansen and Mr. King regarding project readiness, funding, shelf life of projects, and San Joaquin Council of Governments application of the same. In response to Council Member Katzakian, Mr. Prima stated he grade separation and Harney Lane project timing will have to be reviewed if four lanes are intended. In response to Council Member Johnson, Mr. Prima stated in his opinion it was better to look at the Harney Lane project instead of Lodi Avenue. PUBLIC COMMENTS: 0o Sandy Alvarez, a Harney Lane resident, inquired about the timing of the project and expressed concern regarding Harney Lane traffic. Mr. King stated the timeline presented for the Lower Sacramento and Harney Lane portion indicates 2014. 0o Clifford Geist inquired about the proximity of the right of way to his home. Mr. Boyer stated the current right of way is approximately four to five feet. C. COMMENTS BY THE PUBLIC ON NON -AGENDA ITEMS None. D. ADJOURNMENT No action was taken by the City Council. The meeting was adjourned at 7:53 a.m. ATTEST: Randi Johl City Clerk W AGENDA ITEM 8101 &a% CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Harney Lane Widening Project,'/2 Mile West of Lower Sacramento Road to 540 Feet West of Stockton Street MEETING DATE: January 15,2008 (Shirtsleeve Session) PREPARED B Y Public Works Director BACKGROUND INFORMATION: Recently -completed traffic studies for the Westside, Southwest Gateway and Reynolds Ranch annexations identify the requirement to widen Harney Lane to accommodate the increase in traffic. City staff has completed geometric studies and preliminary designs for the widening of Harney Lane from a two-lane urban collectorto a four -lane divided arterial (see ExhibitA). These documents provide framework for the consultant to prepare a Specific Plan Report. This meeting will inform the Council of the impacts that could occur to the property owners along Harney Lane west of Lower Sacramento Road. Two alternatives will be presented for the Council to discuss what direction the City might take for future development along Harney Lane. The first alternative shows a four -lane configuration from Lower Sacramento Road to the western end of the Lodi City limits and the impacts that will occur to the residents. This alternative is the desired configuration based on the recently -performed traffic studies. However, this configuration conflicts with homes along the south side of this section of Harney Lane. Some properties may need to be acquired for this configuration. The second alternative shows a three -lane configuration from Lower Sacramento Road to the western end of the Lodi City limits. This alternative will require limited amounts of right of way along the north and south ends of this section of Harney Lane. This alternative does not fulfill the necessary configuration based on the recently -performed traffic studies. Homes along this section of Harney Lane will have a limited effect on them and no properties will need to be acquired. Additionally, staff will present information regarding the impacts to properly owners east of Lower Sacramento Road that are still in the County up to the current City limits. Finally, staff will present the proposed plan for widening Harney Lane on the south from the Legacy Estates subdivision on the west to Stockton Street on the east. Richard C.
