INFORMAL INFORMATIONAL MEETING
"SHIRTSLEEVE" SESSION

An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held Tuesday, March
13, 2007, commencing at 7:01 a.m.
A. ROLL CALL
Present: Council Members — Katzakian, Mounce, and Mayor Johnson
Absent: Council Members — Hansen and Hitchcock
Also Present: City Manager King, City Attorney Schwabauer, and City Clerk Johl
B. TOPIC(S)
Prior to presentation of the Shirtsleeve topic, Mayor Johnson presented a Certificate of Recognition
to Myrna Wetzel for her many years of dedication and service to the Lodi community.
B-1 "Recycled Water Master Plan Update"
City Manager King briefly introduced the subject matter.
City Engineer Wally Sandelin briefly reviewed the Recycled Water Master Plan (RWMP)
update and introduced consultant Deana L. Donohue, P.E.
Ms. Donohue provided a PowerPoint presentation (filed) regarding the RWMP Roject.
General topics of discussion included an introduction of the subject matter, potential
recycled water market, RWMP project status, RWMP outcomes, and a question and
answer period. Specific topics included what is recycled water, a typical recycled water
treatment process, recycled water regulations, where water recycling is happening,
recycled water need for the City of Lodi, RWMP project approach, RWMP project
components, primary outcomes including conceptual alternatives and recommended
project, and additional outcomes including costs and implementation plan.
In response to Mayor Johnson, Ms. Donohue stated Woodbridge Irrigation District (WID)
water was factored in.
In response to Mayor Johnson, Ms. Donohue stated the public outreach efforts, including
user workshops, are beneficial because they will talk to farmers and vineyard owners about
using recycled water voluntarily.
Discussion ensued between Mayor Pro Tempore Mounce, City Engineer Sandelin, and
Consultant Dave Richardson regarding the joint plan between Stockton and Lodi, water
purchase agreement, the two different studies and their market focus, and recycled water
being paid for by new development.
City Attorney Schwabauer stated the agreement between the two cities stated that transfer
could not occur at a cost higher than what users are charged.
City Manager King stated they are reviewing costs associated with recycled water,
potential services and options determined by the study, and the concept of water swaps.
Public Works Director Prima provided comments regarding the study, stating that it
focuses on the future and actual results will not be seen for some time. He also discussed
current usage, estimations regarding metering and conservation, the time frame for when
recycled water will most likely be needed, WID water usage, scalping plant, the study with
Stockton, planning efforts, water contamination with saline and nitrate, potential of selling
water to Stockton, urban and agricultural usage, and costs associated with recycled water.

In response to Mayor Pro Tempore Mounce, Mr. Prima stated Stockton is already putting
purple pipes in new developments and moving forward with a surface water plan from the
Delta. He stated the new facility is located at Lower Sacramento Road and Bght Mile
Road.
In response to Mayor Johnson, Mr. Prima stated there is a possibility that Stockton will not
participate and Lodi will have to implement the project on its own in the future.
Discussion ensued between Mayor Pro Tempore Mounce, Mayor Johnson, Mr. Prima, and
Mr. King regarding the land used for discharge, the affect on the agreement with Stockton,
the lack of a mandate for Stockton to purchase the water, the 500 -foot buffer, state
requirements, the cannery, and the previous sphere of influence study. Mr. Prima stated
there is no indication that they are going to be forced to stop discharging.
In response to Mayor Johnson, Mr. Prima stated discharge will continue even if a portion of
the land is sold for conservation purposes.
City Manager King provided an overview of the differences in recycled water uses by other
cities. He stated Lodi pays for only the pumping and distribution of water, not for the actual
commodity. Mr. Prima stated gray water is not a big component of recycled water and its
value in comparison with recycled water is lower.
Consultant Dave Richardson provided an overview of gray water and its use by other
communities. He also discussed storm water recycling potentials.
In response to Mayor Johnson, Mr. Prima stated the purple pipes might run WID water or
additional supply from other sources along the Mokelume. He stated recycled water is the
only new water in the State and what the City does now may qualify it for grants in the
future.
In response to Mayor Johnson, Mr. Prima stated there is a good possibility of banking the
WID water and they are still working out the details of the agreement.
In response to Council Member Katzakian, Mr. Prima stated the reference to the WID water
includes current and future water usage.
In response to Council Member Katzakian, Mr. Prima stated the biggest difference with
recycled water is that it has been through a treatment facility and treated with very high
standards. Mr. Richardson stated the additional nitrate in recycled water may be beneficial
in certain situations and recycled water implementation will require an education process.
PUBLIC COMMENTS:
00 Myrna Wetzel inquired about the water runoff. Mr. Prima stated they will be talking
about capturing storm water and groundwater recharge and runoff in the General Plan.
C. COMMENTS BY THE PUBLIC ON NON -AGENDA ITEMS
oo Mike Swearingen, Senior Regional Planner with the San Joaquin Council of Governments, made
an announcement regarding the blue print workshop on Thursday at Hutchins Street Square. He
also provided a book, project brochures, and mailers to the City Council. He discussed specific
topics including the County's blue print vision for transportation and land use; community
workshops for future challenges associated with population growth, housing, jobs, agriculture
preservation, and water; the intent to utilize the blue print as a document with tools to support
land use decision making processes; and the unified vision for up to year 2050.

In response to Mayor Johnson, Mr. Swearingen stated the first phase of workshops is
interactive; whereby, individuals will discuss the likes and dislikes about the region, future
visions for the region, economic growth, encroachment, housing, downtown developments, and
agriculture preservation. He stated the information will then be reviewed by the technical and
leadership committees to develop various blue print scenarios for potential growth patterns for
up to 2050. He stated they are expecting 40 to 50 people for the upcoming workshop.
D. ADJOURNMENT
No action was taken by the City Council. The meeting was adjourned at 7:57 a.m.

AGENDA TITLE: Recycled Water Master Plan Update
MEETING DATE: March 13, 2007 (Shirtsleeve Session)

RECOMMENDED ACTION: Receive update on the Recycled Water Master Plan.
BACKGROUND INFORMATION: The City's consultant, RMC, will be presenting an update on the
Recycled Water Master Plan (RWMP).
The presentation agenda will include:
• Introduction
• Potential Recycled Water Market
• RWMP Status
• RWMP Outcomes
RMC will provide an overview on recycled water and review the prompts for preparing a RWMP now.
RMC will then discuss the proposed recycled water service area and potential users, provide a summary
of the tasks completed to date and future work to be completed, and present anticipated RWMP
outcomes. The presentation will conclude with an opportunity for questions and answers related to the
RWMP.
