"SHIRTSLEEVE" SESSION

An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held Tuesday,
March 6, 2007, commencing at 7:00 a.m.
A. ROLL CALL
Present: Council Members — Hansen, Hitchcock (left at 7:50 a.m.), Katzakian, Mounce, and
Mayor Johnson
Absent: Council Members — None
Also Present: City Manager King, City Attorney Schwabauer, and City Clerk Johl
B. TOPIC(S)
B-1 "Presentation of Art in Public Places and Annual Art Plan"
City Manager King briefly introduced the subject matter.
Interim Community Center Director Steve Baker provided a PowerPoint presentation (filed)
regarding art in public places and the annual art plan. Specific topics of discussion included
broad strategies, location and balance of art work in the community, the Grape Wall, water
tower, Crane Foundation, Gateway Arch, bus shelter at Washington and Oak Streets,
future projects at Cherokee Lane and Lodi Avenue, Walldogs mural, Smart and Final site,
artistic playgrounds, photographing existing and new collections, and timing of projects.
In response to Mayor Johnson, Mr. Baker stated funding for art projects in the newer
developments will likely come from a combination of art funds and impact fees.
In response to Council Member Hansen, Arts Commissioner Laura Heinitz stated the Arts
Commission did not talk about specific selection procedures to determine which statues
were appropriate. She stated it had only general ideas at this time.
In response to Council Member Hansen, Tony Segale stated the previous Walldogs project
was completed in February. He stated after a short break the efforts will resume again with
the possibility of doing one or two projects per year.
In response to Council Member Hansen, Laura Heinitz stated Commission Members are
viewing sites such as Mesa, Arizona, to see what other communities have done with art
and sculptures. Mr. Baker stated a sculptor is attending the next Commission meeting.
Mayor Johnson suggested looking at Brea, California, corporate sponsorship, and focusing
on the downtown area and then filling in outward.
Council Member Hitchcock suggested leaving open the possibilities of statues and
sculptures on the Cherokee Lane and Lodi Avenue corner to get broader ideas and
commended the Commission on its efforts. Planning Commissioner Doug Kuehne stated
the Commission would like to keep the possibilities open while connecting the area with its
historical significance.
Mayor Pro Tempore Mounce stated she is excited to see something on that corner and
commended the Commission on its efforts.

City Manager King stated as a positive policy issue the Council is changing from a reactive
to a proactive approach in considering how money for public art should be spent now and in
the future.
In response to Mayor Johnson, City Manager King stated the developers agreed to pay
impact fees. He stated the current art program works because a portion of the impact fee
can go to public art in general; although, specific amounts might be going to art in the
particular development itself.
Discussion ensued between Mayor Johnson, Council Member Hansen, Council Member
Hitchcock, and members of the Commission regarding tie need to formalize potential
locations of public art in an art policy. Doug Kuehne also commented on incorporating the
City's history in the art.
PUBLIC COMMENTS:
00 Myrna Wetzel spoke highly of the original mural on Cherokee Lane.
B-2 "Presentation Regarding Fourth of July Event 2007"
City Manager King briefly introduced the subject matter.
Parks and Recreation Director Tony Goehring provided a presentation regarding the 2007
Fourth of July event. Specific topics of discussion included the historical aspect of the Lodi
Lake fireworks display; withdrawal of service clubs; staff considerations regarding other
sponsorship opportunities; transferring event responsibility to the Parks and Recreation
Department; staff committee considerations of possible locations; potential sites of Lodi
Lake, Salas Park, and Grape Bowl; elimination of Lodi Lake due to fallout regulations;
elimination of Salas Park due to conflicting schedule for summer activities and new
renovations; and Grape Bowl possibilities of better fireworks based on previously committed
funds of $18,000.
In response to Mayor Johnson, Mr. Goehring stated the Grape Bowl will not be occupied;
although, fireworks may be viewed from the nearby complex or school.
In response to Mayor Pro Tempore Mounce, Mr. Goehring stated he has spoken with Mark
Armstrong at the Grape Festival and he did not anticipate any problems.
In response to Mayor Johnson, Interim Fire Marshal Verne Person stated the fireworks
cannot be shot from the parking lot due to the new fallout regulations. In addition, he
provided an overview of the Marysville incident and the history of fallout regulations, stating
there must be a 400 -foot clearance.
Discussion ensued between Council Member Hansen and Mr. Person regarding the
differences between using the Lodi Lake and Grape Bowl sites as shown on the aerial
pictures of both.
In response to Council Member Katzakian, Mr. Person stated they had not considered
utilizing the north side of the Lake.
In response to Council Member Hansen, Mr. Gehring stated they are not planning any
organized activities, but the Lake would be open as usual.
Discussion ensued between Council Member Hansen, Mayor Johnson, and Police
Lieutenant Chet Somera regarding fencing, safety concerns, and crowd controls.

In response to Council Member Hansen, Lt. Somera stated there would be no controls at
the Lake if the fireworks were held at the Grape Bowl.
City Manager King stated staff will research additional locations to shoot fireworks at Lodi
Lake that meet with the new fallout regulations while considering the crowd factor and
return to Council with further information.
Doug Kuehne stated the Kiwanis Club will continue with its tradition of serving the pancake
breakfast regardless of fencing.
In response to Mayor Pro Tempore Mounce, Mr. Goehring stated a deposit has not been
given to Boom Boom, Inc. at this time.
C. COMMENTS BY THE PUBLIC ON NON -AGENDA ITEMS

D. ADJOURNMENT
No action was taken by the City Council. The meeting was adjourned at 8:09 a.m.

AGENDA TITLE: Presentation of Art in Public Places and Annual Art Plan
MEETING DATE: March 6, 2007

BACKGROUND INFORMATION: The Art Advisory Board (five members) is made up of
representatives from the Planning Commission, Recreation
Commission, Site Plan and Architectural Review Committee
(SPARC), and Arts Commission (2 members). Its mission is to
review public art projects and to recommend and approve artworks and artists for the Public Art Program.
The funds for public art comes from the Art in Public Places Funds, funded through fees on new
development.
The Art in Public Places Fund currently has approximately $493,000 available, which will grow
significantly as funds are collected from new development. An overall implementation strategy for public
art is critical to using the funds effectively, planning public art in conjunction with other public projects and
steadily incorporating public art into the fabric of the community.
The Art Advisory Board, in the past, has approved public art projects on an "opportunity" basis, however,
the City's Public Art Policy does have provisions for an annual art plan. The discussion below is a draft
of an annual art plan, which is the beginning of a more comprehensive implementation strategy.
Past Public Art projects of the City include (only the first two went through the Art Advisory Board; the
other predated the current program):
• Grape Wall of Lodi at Vintners Square Shopping Center (Kettleman and Westgate)
• Lodi Centennial Water Tower Painting (Main and Locust)
• Crane Fountain at the Train Station (Sacramento Street)
• Gateway Arch (School Street at Lodi Avenue)
• Bus Shelter at Washington and Oak
The Art Advisory Board discussed broad strategies for public art. Factors that should be considered in
the broad strategy included:
• Art that relates to Lodi's heritage is desirable, but not essential.
• Art locations should be balanced between having art in many locations throughout the city and the
downtown.
• There should be a balance between significant "signature pieces" and smaller/less expensive art
pieces.
• Public art should be highly visible to the general public.

The Art Advisory Board suggested the following projects/activities for public art in the next year:
1. Identify the southeast corner of Cherokee and Lodi Avenues as a potential site for a statue of
William Micke, in coordination with intersection improvements and ownership/maintenance
sponsorship by adjacent property owners.
2. Support the installation of 1-2 'Walldogs" style murals in the Downtown to build on the success of
last year's Walldogs project.
3. Support the installation of pedestrian amenities as public art at the Smart and Final site at
Washington and Lodi Avenues in conformance with the Eastside Mobility Action Plan.
4. Plan for artistic playgrounds ("play art") at new parks as they are constructed (DeBenedetti,
Pixley, Roget).
5. Photograph existing public art collection for inclusion on the City website and historical purposes.
Timing of some of the art projects would depend on the schedule of capital projects where the art would
be located.

WILLIAM GEORGE MICKE STATUE
That is a homework assignment for me to look into concerning budgeting
this artwork. This would be the lost wax process foundry type work for this
bronze statue. Bronze is so striking and indestructible and would be most
fitting to an almost forgotten Lodi grape farmer, William George Micke. His
land is where K -Mart and Orchard Hardware Supply and the 99 freeway are
located today.
We know of Wicke's Grove'; but, we forget that W.G. Micke is associated
with Lodi's grape production, which makes this town so well known for its
great wine.
These are some listings of west coast based foundry bronze works. What I
would be looking for is much like what Disney does for their theme parks.
WED IMAGINEERING in Glendale really sets the standard for realistic and
accurate likeness of a full size figure and characterization of the facial
features that we would be looking for in a statue bigger than life.
The statue location would be at the block of 600 E. Lodi Avenue (corner of
Cherokee Lane and Lodi Ave). This small odd lot at present is owned by
the City of Lodi. Charles Swimley, City Engineer, was at the last APP
meeting and laid out the plans of this lot.

A PROPOSED SERIES OF ART IN PUBLIC PLACES SCULPTURES
This is a proposed idea for a series of colored bronze or reinforced
fiberglass concrete sculptures depicting the early history of Lodi. Various
locations in Lodi will be selected for these works. This first bronze casting
of William G. Micke is representative of the early local California farmers.
This series of bronze statues is also a tribute to immigrants that possibly
brought the first Tokay grape vine cuttings to be planted in the fertile fields
around Lodi years ago.

Lodi was the capital of the world for water melons 'The Lodi Melon', 1887.
Lodi became known as the 'Tokay Capital of the World', 1907
VISUALIZATION
The bronze sculpture series will consist of various historical local Lodi
grape growers toiling in the Lodi fields picking and harvesting Tokay
grapes. These founders of Lodi were either natural citizens of this country
or immigrants from Europe who brought with them the knowledge of wine
making which is now Lodi's greatest production crop.
These bronze castings will be unique in that it has color fussed into the
bronze metal. There are no sharp edges or points used, but only curved
and rounded surfaces for easy maintenance. The use of brick mortar will
be used for the base along with surrounding lawn area. This will all blend
in with the pedestrian ramp sidewalk already in place.

The location for this first colorful bronze or reinforced fiberglass concrete
sculpture would be placed at the corner of Cherokee Lane and Lodi
Avenue. This city owned corner lot is where the rail road tracks now end
and is the first proposed site. Cherokee Lane is the original hi -way going
through Lodi and is one of the most highly traveled streets on the EAST
SIDE OF LODI.
William George Micke- "Old Race Track Ranch"
This is the location of William G. Micke's main packing house for Tokay
grapes, "Race Track Brand" from 1903 to the 1940's. His actual home was
located where Big K and OHS are today. Hi -Way 99 divided his most
productive property.

He was born on a farm in Missouri. In 1902 he moved to Lodi and worked for a
vineyardist. The year 1903 Micke bought land, entered a partnership with John
Merrill, and bought 56 acres of the `Lodi Trotting Park' race track. This was
located on Cherokee Lane and just south of Lodi Avenue. They plowed up the
old race track and planted peach trees and Tokay grapes. In 1908, Micke bought
out Merrill's share and built a packing and shipping shed on Cherokee Lane.
Hundreds of rail road freight cars every season were loaded for delivery to
markets country wide -

Ezekiel Lawrence — before 1858
In 1858, Ezekiel Lawrence contributed a site on the south bank of the
Mokelumne River. This was the east of Cherokee Lane and a little south of
where Turner Road now intersects it. Also, he had a race track in 1907 where
the Grape Bowl is today. This Lawrence property was mostly grain and then
planted to vineyard It became part of the Frank Cordway holdings and he
operated the track for a time. In 1948 the vineyard and house were purchased
by the Lodi Grape Festival and National Wine Show, Inc. - MMTA p. 50, 56
Joseph Spenker — 1836-1916
Joseph comes from Dargun, Germany to America in 1854 and arrives in
California in 1859 with .27 cents in his pocket. By 1869 he managed to acquire
over a thousand acres including the Yolland Ranch, the Adobe Ranch, and land
near the small town of Woodbridge, later called 'Jessie's Grove'. —JG p.15
Anna `Jessie' Marie Spenker (Jessie's Grove) — 1875 - 1952
'Jessie' marries H.C. Beckman in 1894 and by 1932 is the owner of this ranch
land on Turner Road known as 'Jessie's Grove'. —JG p.52
H. C. Beckman —1867-1932
Henry was the only descendant of a prominent Lodi rancher, Christopher
Beckman, another pioneering German immigrant, 1853, with an amazing life
story. Henry C. marries 'Jessie' in 1894-

Jacob Brack — before 1849 -
Jacob Brack was established just west of Woodbridge and a major developer
who dredged a deep -water channel around Brack's Landing to have produce
shipped to San Francisco.
Jacob Brack started `The Urgon' winery in 1900 in an effort to give wine growers
in the Lodi area a decent per load price up to $20 a ton for their grapes. By 1903
his winery went bust and then William West bought Jacob out and lowered the
per ton price back to $3.50. —JG p.62
William West — before 1853
Captain Charles M Weber laid out the first vineyard in the county in 1850, but
George West (West Lane) is considered the one who initiated the commercial
grape growing business, first nursery in S.J. Valley EI Pinal Vineyard at West
Lane and Alpine Avenue in Stockton was his property. He had 100 acres and in
1858 had pressed the first grapes for wine outside the Missions. "MMTA p.90

The plan is to turn this corner lot land into part of the City of Lodi Art and Cultural
Land Use. This tract of open land is at present an urban blithe eye sore at one of
the most traveled intersections in Lodi. This is an area that needs some ART in
PUBLIC PLACES, or this is a project for the (SPARC) Site Planning and
Architectural Review Committee.
This land is accessible to the public and is in need of cultural art; because of this odd
location which has very high visibility to the public.
This area of land addressed as 600 and 700 E. Lodi Ave. are in the civil engineering
plans currently and the 600 block is owned by the City of Lodi.
This particular land and this corner lot are the location of `The Old Race Track
Ranch' and William George Micke's `Race Track Brand' packing house where
hundreds of train loads of Tokay grapes were shipped nation wide from 1906 to the
1940's.
Note: There is no city land area in use for the arts on this major thoroughfare on the
East Side of Lodi, CHEROKEE LANE. There is a wall art mural on PG&E power grid
off of Victor Road and North Cherokee Lane.
This project would have to be approved by the City Council because it is for city
improvement using art and culture funds.

Ben: 'Thanks for tracking down the information on how much the
sculpture
is likely to cost. I think that will help in our meeting regarding
which projects the Art Advisory Board (i.e. Art in Public Places Board)
will be recommending as part of the annual plan.
It is, of course, too early to discuss precisely who would do the
sculpture if it ends up as a near term project on the Annual list. My
experience is that there will be some sort of selection process at some
point in the future.

It looks like this artist sculpture who is the main
person at ARTWORKS FOUNDRY is willing to do this
bronze casting for $75,000, but with no base.
My opinion, I like what his portfolio shows. This is
the re*lism that would be fitting for W.G.Micke.
Should we all decide on Dale Smith here or select some
other artist? We would have to reply to him either
way.

First, thank you for the letter about the Centennial
Committee Project from last year. It was a good group
of community citizens.
Last week I briefly met with you at the desk area.
You mentioned something about a new city street plan
to remake a center divider area that goes down the
center of Lodi Avenue. This was in the works
presently you were saying, and I would be interested
in even a ruff draft of the plan. The Art Commission
has a shirt sleeve meeting with the City Council on
March 6th in the morning.
This would tie in with the proposal for Art in Public
Places of a William G. Micke bronze statue to be
located on the 600 block corner of Lodi Avenue and
Cherokee Lane.
This whole corner area is the highest visual impact
area in Lodi mainly due to the high car traffic on
this East side community. This 600 block area is part
of the City of Lodi already. The 700 block area is
owned by Mr. Gums and is an eye sore also. To be able
to start off the Lodi Avenue new divider center area
this should include at least the 600 block corner.
I can drop by today or tommorrow to see if I can get a
copy of this new ruff plan.

November 1, 2006
The meeting was called to order by acting chairman Roger Stafford at approximately 3:10 P.M.
Members present included Roger, Doug Kuhne and Ben Burgess. Members absent Baubie Fox
and Laura Heinitz. Staff Steve Baker

E1. Walldogs: Tony Segale and Larry Hansen described the Walldogs project and indicated a
desire to continue the Walldogs murals in the downtown in future years, possibly at the rate of
one or two murals per year. They also discussed maintaining quality control over future murals,
the impact of murals on other communities' economic activities and requested that the
continuation of this project be considered for Art in Public Places funds. The Board deferred
action to the next meeting when more of the Board was present. Staff indicated that the Annual
Plan meeting would be scheduled for January and that this concept could be part of that process.
E5 (taken out of order), Ben Burgess presented a concept of placing a statue of William George
Micke at the corner of Lodi Avenue and Cherokee Lane. Charles Swimley, Lodi Public Works,
showed a map of city owned property at the southeast corner of this intersection. The Board
discussed various possible concepts for the improvement of this property as well as possible
construction materials for the statue (bronze, fiberglass, etc.). Mr. Swimley indicated that
improvements to this intersection are probably two or more years off, depending on financing,
and he could provide a better aerial map and would forward that to staff to be distributed to board
members. Mr. Burgess would try to get estimates of cost ranges for this type of project. This
concept would also be part of the discussion at the meeting on the Annual Plan
E2 Vintners Square. Mr. Baker indicated that the unveiling celebration was scheduled for
November 17 and that invitations were scheduled to go out next Monday
E3 Annual Plan Strategy Meeting. Mr. Baker said that a meeting to discuss the Annual Plan
would be scheduled in January. Mr. Stafford requested that the meeting be a special meeting
with enough time allotted to fully discuss the plan. The board also discussed possible changes to
the Public Art Policies.
E4 Dialogue was tabled to a future meeting
E6 Donation of Crane Picture - After discussion, the Board declined to accept the donation of the
Crane Picture to the City's permanent collection.
The meeting was adjourned at approximately 4:30 P.M

It looks like this artist sculpture who is the main
person at ARTWORKS FOUNDRY is willing to do this
bronze casting for $75,000, but with no base.
My opinion, I like what his portfolio shows. This is
the realism that would be fitting for W.G.Micke.
Should we all decide on Dale Smith here or select some
other artist? We would have to reply to him either
way.

choose. If you decide to use an artist other than myself, I will

myself from doing the sculpting, because I will not compete against my
artist clients. There fees for the project minus the base will be
between

AGENDA TITLE: Presentation Regarding the Fourth of July Event 2007
MEETING DATE: March 6, 2007

BACKGROUND INFORMATION: Gary Grider, past President of Lodi-Tokay Rotary Club (Club),
addressed the Parks and Recreation Commission at the September
5, 2006, meeting and informed members of the Commission that the
Club was no longer interested in handling the Fourth of July event at
the Lake. After ten (10) years of involvement, Club membership decided to turn future events over to
other community entities and/or agencies.
Subsequent to the aforementioned announcement, Parks and Recreation Director Tony Goehring
discussed the status of future Fourth of July events with City Manager Blair King. The City Manager
clearly indicated that a Fourth of July event would be held and that, at the very least, a fireworks display
was to be planned. If no other host could be found, the event would rest on the shoulders of the Parks
and Recreation Department and its staff.
Considering the challenges (costs, need for volunteers, public scrutiny, low profit margins, security
issues, fire and public safety related concerns) surrounding last year's ('06) event and the short time
frames given to organize this year's festivities, staff embarked on a search for any and all interested
parties willing to assume the tasks associated with the event, and began an evaluation of potential venue
location options.
Efforts to uncover an interested event host were unsuccessful as no one was willing to take on the
challenges inherent in and the magnitude associated with what had evolved over the past 10 years. It
became clearly evident that the task was up to the Parks and Recreation Department and other City
departments to plan this year's show.
Our first step was to assemble representatives from each of the City departments so that appropriate
venue locations could be determined. Three (3) sites were immediately identified: (1) Lodi Lake Park, (2)
Salas Park and (3) Lodi Grape Bowl. New fire related "fall out" regulations and concerns with fire and
public safety related issues have all but eliminated Lodi Lake Park as a feasible event site. These same
concerns and restrictions influenced the city of Stockton's decision to abandon its Fourth of July event.
Salas Park was not strongly considered due to conflicts with our summer sports programs and the fact
that nearly $40,000 of field renovation could be in jeopardy as a result of inadvertent damage, wear and
tear. That leaves the Grape Bowl, which seems to satisfy fire regulation criteria as well as the concerns
of the City's Police, Fire and Public Works Departments.

Currently, we are in possession of an $18,000 Fire Works Display Proposal from Boom Boom
Incorporated. The proposal is within the dollar range previously committed to by the City Council. This
year's display proposal is specifically designed for the Grape Bowl venue, lasting about 20-23 minutes in
duration. According to Boom Boom pyrotechnician, Randy Linkemyer, the new venue and designed
display should offer a show bigger and better than ever, and be visible to a much greater viewing
audience.
Staff is recommending that we limit this year's Fourth of July event to a fireworks display only, and that
we move the show from Lodi Lake Park to the Lodi Grape Bowl.
FISCAL IMPACT: Participating City departments would be absorbing event related costs from
within their respective budgets
