RECOMMENDED ACTION: That the City Council approve the drilling of a test well at the
Maple Street Square Firehouse site, southeast corner of Lodi Avenue and
Sacramento Street, to determine suitability for locating a municipal water
well at the site, and appropriate the necessary funds.
BACKGROUND INFORMATION: Water Wells 1, 2, 3 and 4 are located in the core Downtown area.
These wells range from 50 to 70 years in age. All of these wells
have experienced problems such as cave-ins, collapsed casings
and water quality problems that limit their usage as municipal wells.
Well 1 has been abandoned, and a replacement was drilled at Firehouse No. 2. Firehouse No. 2 is near
the freeway on Lodi Avenue and out of the Downtown core area. Well 2 is still in service but has
experienced water quality problems and cave-ins recently that may limit its future use. Well 3 is out of
service for water quality problems, but it has not been completely abandoned. Technically, it has been
replaced by a well at Hutchins Street Square. Well 4 is out of service for water quality and sanding
problems, and technically, it has been replaced by a well on Thurman Street. Thurman Street is east of
the freeway and out of the Downtown core area. All these wells are past their expected lifetime of 40 to
50 years. Rehabilitating or repairing these old wells is a band-aid effort, at best, and often only buys a
few years of service at a very high cost. Replacing these problem wells is the preferred engineering
option, and the Maple Street Square Firehouse site appears a viable option for the Downtown water
supply and pressure needs.
Present Use of the Maple Street Square Site: This site is a 150 -foot by 160 -foot lot, roughly Y2 acre,
fronting Lodi Avenue on the north, Sacramento Street on the west, the Southern Pacific Rail Line on the
east, and a single-family residence on the south (see attached aerial photo). The site is owned by the
City. It is a former firehouse, but it is much too small for current equipment and staffing. The site has a
1,500 square foot, older, brick building located in the northwest corner of the lot. Other than the building
and some trees, the site is unimproved. This building is currently being used by an
Alcoholics Anonymous group, as a drop-in center.
The test well will provide water samples and water quality information, including DBCP and other
contaminants. Other information from the test well will provide design criteria for construction of a
municipal production water well.

This site is specifically mentioned in the DBCP settlement agreement as Well 29, and the majority of the
DBCP treatment costs, if required, will be covered by the settlement.
Drilling a test well will not significantly interfere with the use of the site, as it would be located in the
southeast corner of the site, just at the edge of the parking area. A permanent municipal well could be
located without major impact to the tenant's usage of the property.
FUNDING: Funding is included in the 1997/1998 Budget.
