AGENDA TITLE: Purchase of Materials for Construction of 230/60kV Line, Woodbridge Irrigation District
Construction Project, and Cluff Avenue Feeder Line - $482,691.25

RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the bid for the
purchase of materials for capital construction projects to the bidders whose
proposals and equipment met City of Lodi specifications.
BACKGROUND: On February 18, 1998 the City Council authorized the Electric Utility Department
to advertise for bids for materials for three construction projects, the 230/60kV
Line, Woodbridge Irrigation District Construction Project, and Cluff Avenue Feeder
Line. On March 4, 1998, the City Council approved a contract with Woodbridge
Irrigation District for the construction of a 12kV line to provide electric service to Sebastiani Wineries. Due to the
time line for construction of these projects, it is critical that material purchase orders be placed at this time. All
materials being purchased are standard item of use by the Electric Utility Department. In the event that the 12kV
project with Woodbridge Irrigation District is not constructed, the materials will be used by Lodi. Materials
necessary for these projects are included in Attachment A.

RESOLUTION NO. 98-40
A RESOLUTION OF THE LODI CITY COUNCIL AWARDING THE BID
FOR PURCHASE OF MATERIALS FOR CAPITAL CONSTRUCTION
PROJECTS
WHEREAS, in answer to notice duly published in accordance with law and the order of this
City Council, sealed bids were received and publicly opened on March 6, 1998 at 2:00 p.m., for the
purchase of Materials for Construction of 230/60kV Line, Woodbridge Irrigation District Construction
Project, and Cluff Avenue Feeder Line, described in the specifications therefore approved by the
City Council on February 18, 1998; and
WHEREAS, said bids have been compared, checked, and tabulated and a report thereof
filed with the City Manager as shown on Exhibit A attached.
WHEREAS, the City Manager recommends award of the bid for the purchase of Materials
for Construction of 230/60kV Line, Woodbridge Irrigation District Construction Project, and Cluff
Avenue Feeder Line, be made to the bidders whose proposals and equipment met City of Lodi
specifications, as shown as follows:

NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of the bid
for the purchase of Materials for Construction of 230/60kV Line, Woodbridge Irrigation District
Construction Project, and Cluff Avenue Feeder Line, be and the same is hereby awarded to the
bidders whose proposals and equipment met City of Lodi specifications, in the amount of
$482,691.25.

Discussion of recommendation to award to other than the low bidder: I
Item 7: Recommend award to Graybar, with delivery leadtime of two weeks vs. Western Slates leadlime of 8 weeks.
Items 8 & 9: Recommend award to Western States (see Footnote 1). Since Western Slates Is low bidder on Items 13 and 14, staff evaluated costs
based on award of Items 8 and 9 to the low bidder (Southwest Power) and Items 13 and 14 to the second -low bidders (Graybar and
Wesco, respectively), $2,502.49. with the cost of awarding sit four Items to Western Stales, $2,498.29, and determined the lowest cost to
the City is to award all four Items to Westem Slates.
Item 12: Recommend award to Western States (see Footnote 2). Since Western Stales Is low bidder on Items 11 and 18, start evalutaled costs
based on award of Item 12 to the low bidder (Intralirle) and Items 11 and 16 to the second -low bidder (Graybar), $12,013.85, with the cost
of awarding all three Items to Western States, $11,959.18, anddetertnined the lowest cost to the City Is to award all three items to
Western States.
