AGENDA TITLE: Specifications and Advertisements for Bids for Power Transformers for the 230/60kV
Interconnection Project
MEETING DATE: March 18, 1998

RECOMMENDED ACTION: That the City Council approve the specifications and authorize the advertisement
for bids for two (2) 90 MVA and one (1) 12 MVA Transformers for the Electric
Utility's 230/60kV Interconnection Project.
BACKGROUND: Over the last few years, it has been established through system studies and
experience that the City's power source from PG&E's Lockeford Substation/230kV
system is critically deficient. Various studies by Northern California PowerAgency
(NCPA), Pacific Gas & Electric (PG&E) and Western Area Power Administration
(Western) have been conducted indicating the shortfall with our present power
sources.
The studies show that significant electric system enhancements will be realized by developing a second source of
power from the West. These include improved reliability, power quality and insures competitive market access.
This project is cost effective compared to the alternatives and insures a reliable source of energy for the future.
On January 5, 1998, the 230/60kV Interconnection Project Preliminary Engineering Report was completed. This
report established a detailed work plan and construction schedule. At the January 21, 1998 council meeting, the
City Manager was authorized to enter into a professional services contract with Power Engineers, Inc. to provide
design, engineering and equipment specification services.
Due to the long lead time associated with purchasing power transformers (40 - 55 weeks), it is recommended that
the transformer specifications be approved and that Council authorize obtaining bids to stay within the project
schedule. Bid opening is set for 11:00 AM on Wednesday, April 15, 1998.
FUNDING: $2,500,000.00 was appropriated for this project in the NCPA Multiple Capital Facilities - Lodi Project
financing. Funds are being held at NCPA.
