CALL TO ORDER / ROLL CALL The Special City Council meeting of December 15, 2004, was called to order by Mayor Beckman at 5:02 p.m. Present: Council Members — Hansen, Hitchcock, Johnson, Mounce, and Mayor Beckman Absent: Council Members — None Also Present: Interim City Manager Keeter, City Attorney Schwabauer, and City Clerk Blackston B. CLOSED SESSION At 5:02 p.m., Mayor Beckman adjourned the Special City Council meeting to a Closed Session to discuss the following matters: B-1 Public employment — Council Appointee — Job Title, City Manager — pursuant to Government Code §54957 B-2 Conference with Labor Negotiator, Kris Kristensen — Government Code §54957.6 — Unrepresented Employee — City Manager The Closed Session adjourned at 7:05 p.m. C. RETURN TO OPEN SESSION / DISCLOSURE OF ACTION At 7:05 p.m., Mayor Beckman reconvened the Special City Council meeting, and City Attorney Schwabauer announced that no reportable action was taken in closed session. D. REGULAR CALENDAR D-1 "Adopt resolution approving employment contract — Council Appointee — Job Title, City Manager' City Attorney Schwabauer reviewed the City Manager's employment agreement (filed). MOTION / VOTE: The City Council, on motion of Council Member Johnson, Hansen second, unanimously adopted Resolution No. 2004-272 appointing Blair King as City Manager and approving employment contract. Blair King thanked Council for the opportunity to join Lodi's management team. He committed to Council the highest ethical behavior and to fulfill his responsibilities in a thorough, professional, competent manner. Addressing Mr. King, Mayor Beckman noted that it had become public knowledge that he had asked for a lesser salary amount than the Council had offered. Mr. King replied that one of the jobs of a city manager was to control costs. He had felt that the salary offer made by Council may have been difficult to make and he wanted to reciprocate a generous offer. Mr. King noted that difficult budget decisions would need to be made in the future and he did not want his salary to be a distraction from that. E. ADJOURNMENT There being no further business to come before the City Council, the meeting was adjourned at 7:12 p.m. ATTEST: Susan J. Blackston City Clerk
