CALL TO ORDER / ROLL CALL The Special City Council meeting of August 30, 2005, was called to order by Mayor Beckman at 7:00 a.m. Present: Council Members — Hansen, Hitchcock, Johnson, Mounce, and Mayor Beckman Absent: Council Members — None Also Present: City Manager King, City Attorney Schwabauer, and City Clerk Blackston B. REGULAR CALENDAR B-1 "Endorsement of sites identified by the Delta College Task Force for a college campus near Lodi" City Manager King explained that San Joaquin Delta College was seeking a site in the Lodi/Galt area to develop a new campus in an effort to reduce "leakage" of the student population out of the San Joaquin Delta College District and to provide better access for the growing area within the foothills. In response to the presentation that Council received from Delta College representatives on June 7, a task force was formed to attempt to identify a location suitable for a college campus in the Lodi area. The task force was comprised of 17 members who represented the interests of education, business, agriculture, health care, students, arts, and public safety. Real estate brokers helped the task force identify locations that met Delta's site selection criteria. Important issues to Delta College were access, affordability, infrastructure, and public support. Mr. King displayed aerial photographs (filed) of two potential sites with willing sellers: 1) 70 to 100 acres directly north of Mokelumne River, close to Highway 99; and 2) an area adjacent to Highway 12 within close proximity to Lodi's eastern boundary. Mr. King noted that if Council chose to endorse these sites, the task force would attend tonight's Delta College Board meeting and identify the specific locations and property owners. Council Member Hansen stated that he would be reminding the Delta Board this evening that Lodi voters were very supportive of the Measure L Bond, which will be funding the proposed satellite campus. He believed that Lodi's ability to work with Delta in terms of infrastructure would be seen as very advantageous. Council Member Johnson reported that he had made seven presentations to civic groups and services clubs about this proposal and people have been very receptive to the idea. Mayor Beckman stated that he preferred the site along Highway 12; however, he would endorse both. MOTION/ VOTE: The City Council, on motion of Council Member Mounce, Hitchcock second, unanimously voted to endorse the two sites identified by the Delta College Task Force for a college campus near Lodi and directed that this endorsement be transmitted to the San Joaquin Delta College Board of Trustees.
