SPECIAL JOINT CITY COUNCIL MEETING
WITH THE LODI ARTS COMMISSION

A. CALL TO ORDER / ROLL CALL
The Special Joint City Council meeting with the Lodi Arts Commission of May 2, 2005, was called
to order at 6:20 p.m.
Present: Council Members — Hansen, Hitchcock, Johnson, Mounce, and Mayor Beckman
Absent: Council Members — None
Present: Lodi Arts Commissioners — Bader, Callahan, Clemons, Falos, Heinitz, Lawson, Phillips,
and Chair Stockar
Absent: Lodi Arts Commissioners — Burgess and Inman
Also Present: City Manager King, City Attorney Schwabauer, and City Clerk Blackston
B. TOPIC(S)
B-1 "Discussion of items of mutual concern"
Patrick Stockar, Chair of the Lodi Arts Commission, introduced members of the
Commission and gave a presentation emphasizing the benefits of art programs in the
community. He reported that, in Lodi, non-profit arts are a $3.8 million industry. Arts
organizations spend $700,000 annually and audiences spend $3.1 million. There are 127
full-time jobs associated with the arts and the City gains $149,000 in revenue from arts
programs. The Arts Commission mission is `to advance the arts in Lodi by partnering with
the entire community to provide quality programs and events that foster creative
expression." The vision of the Arts Commission is to 'envision unlimited opportunities and
resources available to further the arts so that access to participation by all community
members is not hindered by economic, social, or cultural barriers. Through the arts, our
local economy and culture is invigorated for the benefit of our collective future." Goals for
the Commission in 2005-06 include:
➢ Assist with sponsorship for Arts Directory publication;
➢ Stabilization of local arts organizations, e.g. adopt art group and mentor through the
501 c) 3 process;
➢ Search for satellite art class locales;
➢ Work with Art in Public Places to leverage talents of student artists; and
➢ Maintain current programs.
Commissioner Laura Heinitz reviewed the arts programs, which included:
➢ Night Time Live Jazz Series
➢ Art on the Square Festival
➢ First Friday Art Hop
➢ Haunted Hutchins
➢ Web site at LodiArts.org
Ms. Heinitz reported that revenue for arts classes in 2003-04 was $111,342 and in
2004-05 it is projected at $108,000. Grant funding in 2003-04 was $75,000 and in 2004-05
it was $50,000. She noted that all dollar amounts for facility rental fees were removed from
the requests prior to scoring 2005-06 grant applications. She recommended the following
2005-06 grant awards totaling $30,010:

Council Member Hansen reported that San Joaquin Delta College is considering having a
campus in or near Lodi and he suggested that a Commission member contact the college
regarding the possibility of a partnership from an arts perspective. He commended the
Commission for having acted upon recommendations made at last year's joint meeting and
for its positive efforts and enthusiasm.
Council Member Johnson inquired about the status of the public art program.
Chair Stockar indicated that the program has been inactive. Council Member Hansen
added that the program is tied to capital projects, which have been placed on hold due to
budget constraints.
Community Center Director Silvestre pointed out that the focus of the Commission has
shifted toward mentoring arts groups. She expressed an interest in presenting an update to
Council at a future Shirtsleeve Session regarding the Public Art Policy and a new art
program proposal in which facility rental fees would be waived in exchange for a percentage
of ticket sales.

There being no further business to come before the City Council, the meeting was adjourned at 8:30
p.m.
