CALL TO ORDER / ROLL CALL The Special City Council meeting of March 30, 2005, was called to order by Mayor Beckman at 6:30 p.m. Present: Council Members — Hansen, Hitchcock, Johnson, Mounce, and Mayor Beckman Absent: Council Members — None Also Present: City Manager King, City Attorney Schwabauer, and City Clerk Blackston B. TOPIC(S) B-1 "Community fiscal forum" NOTE: From 6:30 p.m. to 7:30 p.m., attendees participated in "Municipal Monopoly," a game designed to teach the fundamentals of city budgets with a goal of decreasing expenditures by $3 million. With the aid of an overhead presentation (filed), City Manager King and Finance Director Krueger provided the following information regarding the City of Lodi: ➢ General Fund revenues are comprised of 29% sales and use tax, 28% franchise fees, 12% property tax, 10% fees, 9% vehicle license fees, 7% licenses and permits, 4% other, and 1 % transient occupancy tax; ➢ General Fund expenditures are comprised of 49% public safety, 18% Public Works, 12% Parks & Recreation and Community Center, 12% administrative support services, 4% Community Development, 3% management, and 1% economic development; ➢ Property tax retention — 16.67%; ➢ Property tax per capita — $114.33; ➢ Sales tax per capita — $140.42; ➢ Police department costs per capita — $182.89; ➢ Fire department costs per capita — $124; ➢ Parks maintenance costs per acre — $6,079; ➢ Fund balance expenditures as of June 30, 2004 — $40,171,604; and ➢ Fund balance / ending balance as of June 30, 2004 — $1,452,988. NOTE: A brief question and answer period followed the presentation. C.
