An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held Tuesday,
July 11, 2000 commencing at 7:04 a.m.

Present: Council Members —Hitchcock, Land, Nakanishi, Pennino and Mann (Mayor)
Absent: Council Members — None
Also Present: City Manager Flynn, Economic Development Coordinator Goehring, Community
Development Director Bartlam, Public Works Director Prima, Electric Utility Director

City of Lodi Public Benefits Program
PROGRAM OVERVIEW
➢ In accordance with Assembly Bill (AB) 1890, the
California Electric Industry Restructuring Bill, all
electric utility service providers in California must
coordinate a Public Benefits or Public Goods
Program. These are defined as those programs
which:
encourage energy efficiency & conservation
promote the use of new technologies
• provide assistance to low-income customers
programs to protect our environment
➢ The Lodi City Council, in March of 1998,
authorized the implementation of the City of Lodi
Public Benefits Program. In May of 1998,
collection of revenues to fund the Public Benefits
Program began;

➢ In November of 1998, the City of Lodi Electric
Utility presented the City Council with an overview
of the actual City of Lodi Public Benefits Program.
-- The program consists of four (4) categories:
• demand-side management (energy conservation)
• renewable energy sources
• research, development & demonstration
• assistance for low-income customers
➢ In addition, the revenue collected and distributed
from the City of Lodi Public Benefits Program is
currently allocated to four (4) customer groups:
• residential
• commercial & industrial
community/non-profit
• municipal

➢ First United Methodist Church of Lodi -
currently preparing an energy analysis,
and recommended energy conservation
measures
➢ Public Safety Building Phase I
Assessment Project- currently assessing
the condition of the structure's HVAC
system; replacing the domestic hot water
system

➢ Currently, a number of new programs and
projects are under development/ research by
Electric Utility staff, including:

to electric utility customers of Lodi- funded
by the Public Benefits Program. These

NEWS & NOTES
➢ On August 15, 2000, Electric Utility staff will
conduct a planning & review session with a
variety of energy efficiency consultants. The
goals and objectives of this session include:
- development of new energy
efficiency standards for existing
and/or new Lodi programs;
- review of new & emerging
technologies;
- assessment of existing programs;
- planning & development of new
customer programs

➢ Legislation is now being reviewed at the
State Capitol involving Public Benefit/Goods
-- Programs:
- AB 995 (Assemblymember Wright)
- SB 1194 (Senator Sher)
- The bills seek to extend the
collection of the "nonbypassable
system benefit charge" (currently
known as the Public Benefits
Charge) through January 1, 2012
- The bills allow for local control and
implementation of existing Public
Benefit Programs

➢ Electric Utility staff has utilized a number of
tools to communicate the City of Lodi Public
Benefits Program to customers, including:
- Newsletter (Lodi Utility News)

- Public Presentations/ Activities
