These are defined as those programs which: encourage energy efficiency & conservation promote the use of new technologies • provide assistance to low-income customers programs to protect our environment ➢ The Lodi City Council, in March of 1998, authorized the implementation of the City of Lodi Public Benefits Program. In May of 1998, collection of revenues to fund the Public Benefits Program began; N ➢ In November of 1998, the City of Lodi Electric Utility presented the City Council with an overview of the actual City of Lodi Public Benefits Program. -- The program consists of four (4) categories: • demand-side management (energy conservation) • renewable energy sources • research, development & demonstration • assistance for low-income customers ➢ In addition, the revenue collected and distributed from the City of Lodi Public Benefits Program is currently allocated to four (4) customer groups: • residential • commercial & industrial community/non-profit • municipal 3 City of Lodi Public Benefits Program ANNUAL BUDGETS- 1999. 2000 & 2001 ➢ Total obligation to expend; based on anticipated annual expenses: $1 million (approx.) ➢ Public Benefits Program expenditures by customer category in 1999 as presented 11/98: * Residential- $290,000 * Municipal- $315,000 * Community/Non-Profit- $ 80,000 * Commercial/Industrial- $305,000 ➢ Public Benefits Program expenditures by customer category in 2000 as presented 11/98: * Residential- $340,000 * Municipal- $450,000 * Community/Non-Profit- $ 75,000 * Commercial/Industrial- $305,000 C! ➢ Public Benefits Program expenditures by customer category in 2001 as presented 11/98: * Residential- $340,000 * Municipal- $150,000 * Community/Non-Profit- $ 45,000 * Commercial/Industrial- $305,000 ➢ Allocation Shift: Electric Utility staff recommends that the following expenditures be allocated to each of the customer categories for calendar year 2001: * Residential- $200,000 * Municipal- $ 50,000 * Community- $300,000 * Commercial/Industrial- $290,000 5 City of Lodi Public Benefit Program Expenditures Reporf Data For. Fall 1998 to Summer 2000 Total PBP Funds Budgeted: $2,520,000.00 (represents 7/98 through 12/00) Total PBP Funds Collected: $1,928,551.00 (represents 7/1/98 to 7/1/00) Total PBP Funds Expended: $1,778,147.00 (represents 7/1198 to 7/1/00) EXPENDITURES BY CUSTOMER CATEGORY Residential (allocated): $655,000.00 (7/98 through 12100) (expended): $270,000.00 (7/98 to 7/1/00) Commercial/Industrial (allocated): $750,000.00 (7/98 through 12/00) (expended): $586,366.00 (7/98 to 7/1/00) Community/Non-Profit (allocated): $195,000.00 (7/98 through 12/00) (expended): $210,556.00 (7/98 to 7/1100) Municipal (allocated): $920,000.00 (7198 through 12/00) (expended): $711,225.00 (7/98 to 7/1100) (NOTE: other municipal projects approved, but no actual expenditure of dollars, total: $40,000.00) 1.1 Joint Agency Projects (identified as a "credit"): $971,766.00 (Geysers Effluent) $150,000.00 (McKays Microturbine) EXPENDITURES BYAB1890 CA TEGORY DESIGNA TION Demand-side Management: total expended $1,614,463.00 (7/98 to 711/00) Low -Income Customer: total expended $ 104,162.00 (7/98 to 7/1/00) Renewables: total expended $ 5,034.00 (7/98 to 7/1/00) R,D & D: total expended $ 54,488.00 (7/98 to 7/1100) City of Lodi Public Benefits Program CURRENT PROJECTS UNDER REVIEW (July 2000) ➢ St. Anne's School- lighting retrofit; seeking City Council approval on July 19, 2000 ➢ Ross Dress For Less- lighting & HVAC retrofit; seeking City Council approval on July 19, 2000 ➢ City of Lodi Parks & Recreation Field Lighting Project; expansion of the Phase I City of Lodi Energy Efficiency Improvement Project; seeking City Council approval on July 19, 2000 ➢ First United Methodist Church of Lodi - currently preparing an energy analysis, and recommended energy conservation measures ➢ Public Safety Building Phase I Assessment Project- currently assessing the condition of the structure's HVAC system; replacing the domestic hot water system City of Lodi Public Benefits Program TOMORROW'S FOCUS: UP NEXT FOR THE PUBLIC BENEFITS PROGRAM ➢ Currently, a number of new programs and projects are under development/ research by Electric Utility staff, including: Expanded Residential Low -Income Customer Rate Assistance Program • Lodi Shade Tree Program • Lodi Electric Vehicle Demonstration Project • Lodi Lawn -Mower Rebate Program • Lodi Commercial/Industrial Refrigeration Rebate Program • Phase II- City of Lodi Energy Efficiency Improvement Projects: * Parking Garage Solar Panels * Library HVAC & Lighting Retrofit * Fire Station #2 Retrofit * Fire Station #4 D City of Lodi Public Benefits Program ON-GOING PUBLIC BENEFIT PROGRAMS ➢ A series of programs are now being offered to electric utility customers of Lodi- funded by the Public Benefits Program. These programs include: - Lodi Energy Survey Program - Lodi Residential Appliance Rebate 2000 Program - Lodi Cooling) Cash Rebate - Lodi Residential Air Duct Testing & Attic Insulation Rebate Program - Commercial/Industrial Customer Energy Services Partnership - Lodi Small Business Energy Services Partnership - Customer education & outreach efforts - SSI/SSP recipients low-income rate W City of Lodi Public Benefits Program NEWS & NOTES ➢ On August 15, 2000, Electric Utility staff will conduct a planning & review session with a variety of energy efficiency consultants. The goals and objectives of this session include: - development of new energy efficiency standards for existing and/or new Lodi programs; - review of new & emerging technologies; - assessment of existing programs; - planning & development of new customer programs 11 ➢ Legislation is now being reviewed at the State Capitol involving Public Benefit/Goods -- Programs: - AB 995 (Assemblymember Wright) - SB 1194 (Senator Sher) - The bills seek to extend the collection of the "nonbypassable system benefit charge" (currently known as the Public Benefits Charge) through January 1, 2012 - The bills allow for local control and implementation of existing Public Benefit Programs 12 City of Lodi Public Benefits Program EDUCATION, OUTREACH & MARKETING ➢ Electric Utility staff has utilized a number of tools to communicate the City of Lodi Public Benefits Program to customers, including: - Newsletter (Lodi Utility News) - Brochures - News Releases - Newspaper, Magazine & Outdoor Advertising - Bill Stuffers - Public Presentations/ Activities - Sponsorship of Community Events Future Events/Activities - National Night Out - Lodi Grape Festival & Harvest Fair - National Public Power Week - Lodi Home & Garden Show 13
