HomeMy WebLinkAboutMinutes - November 23, 2004 SSCITY OF LODI INFORMAL INFORMATIONAL MEETING "SHIRTSLEEVE" SESSION CARNEGIE FORUM, 305 WEST PINE STREET TUESDAY, NOVEMBER 23, 2004 An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held Tuesday, November 23, 2004, commencing at 7:05 a.m. A. ROLL CALL Present: Council Members — Beckman, Hitchcock, Howard (arrived at 7:32 a.m.), and Mayor Hansen Absent: Council Members — Land Also Present: Interim City Manager Keeter, City Attorney Schwabauer, and City Clerk Blackston B. CITY COUNCIL CALENDAR UPDATE City Clerk Blackston reviewed the weekly calendar (filed). C. TOPIC(S) C-1 "Police Department realignment and Safe House concept' Interim City Manager Keeter recalled that a special joint meeting with the Eastside Improvement Committee was held on August 17. She noted that the topics being discussed today were in response to concerns raised at that meeting. Police Chief Adams stated that a fifth beat would be instituted and staffed periodically. He explained that it would take four to five additional police officers to staff it 24 hours a day. Staff will continue to explore state and federal grants for funding opportunities. Captain Main, Field Services Commander, provided the following statistics related to 2003 calls for service: ➢ District 1 — 8,729 ➢ District 2 — 8,643 ➢ District 3 — 7,331 ➢ District 4 — 8,355 ➢ District 5 — 10,373 Capt. Main stated that beginning January 17, 2005, the Police Department would be changing from a four -district system 4D a three -district system (with sectors within each district). The three districts have been named: Sunset, Heritage, and Central. A District Commander, Lieutenant, and Sergeant will be assigned to each of the districts. The fifth district will be bound by Elm Street, Vine Street, Cherokee Lane, and Hutchins Street. He stated that minimum staffing levels are six officers (not including bike patrol, motor, or School Resource Officers) between 12:00 p.m. and 2:00 a.m. Central District officers will handle everything in the station, leaving the outlying officers in their beats. In answer to Council inquiries, Capt. Main reported that bike officers are assigned to the downtown area on Friday and Saturday nights until 1:00 a.m. and during the week until 10:00 p.m. There are four School Resource Officers, whose work consists mainly of intervention and prevention. Capt. Main explained that having School Resource Officers assists patrol officers because calls for service at schools are often very labor intensive. Continued November 23, 2004 Capt. Main described the "safe house" concept where certain homes in a neighborhood are designated as such and children can go to those homes in times of emergency. Capt. Main stated that the Police Department could not recommend the program because of the tremendous liability associated with it. He pointed out that there is no way of controlling what goes on at the homes, when visitors are present, or if residents move. D. COMMENTS BY THE PUBLIC ON NON -AGENDA ITEMS None. E.
