SPECIAL CITY COUNCIL MEETING
CARNEGIE FORUM, 305 WEST PINE STREET
TUESDAY, DECEMBER 7, 2004
A. CALL TO ORDER / ROLL CALL
The Special City Council meeting of December 7, 2004, was called to order by Mayor Beckman at
7:02 a.m.
Present: Council Members — Hansen, Hitchcock, Johnson, Mounce, and Mayor Beckman
Absent: Council Members — None
Also Present: Interim City Manager Keeter, City Attorney Schwabauer, and City Clerk Blackston
NOTE. Agenda items were heard out of order as indicated below.
D. REGULAR CALENDAR
D-1 "Discussion and appropriate action regarding the final testing phase in the City Manager
selection process"
Council Member Hansen reviewed the tentative final testing phase for the City Manager
selection process. A reception would be held at 4:00 p.m. on December 10 in City Hall and
the Carnegie Forum, following which Council would meet with Department Heads to
ascertain their feedback. On December 11 beginning at 8:30 a.m., the candidates would
be given a tour of the City by Mayor Beckman and his wife Nancy. At 10:00 a.m., one-on-
one interviews with candidates and Council Members would be conducted. At 3:00 p.m.,
interviews before the full Council would begin. When the final interviews conclude, Council
would deliberate on the appointment or need for further action. Council Member Hansen
noted that one of the three candidates may withdraw prior to December 10.
City Attorney Schwabauer reminded Council that all meetings need to be opened and
closed in open session and the facility at which the meetings are held must be compliant
with the Americans with Disabilities Act.
Discussion ensued regarding the process and location for the reception, following which it
was decided to hold the December 10 reception at the Parkview Terrace community room
and that interviews before the full Council would begin at 2:00 p.m. on December 11.
Candidates would be given a list of five topics from which to choose one and asked to give a
ten-minute presentation to Council during their final interview.
B. CLOSED SESSION
At 7:22 a.m., Mayor Beckman adjourned the Special City Council meeting to a Closed Session to
discuss the following matters:

The Closed Session adjourned at 7:55 a.m.

C. RETURN TO OPEN SESSION / DISCLOSURE OF ACTION
At 7:55 a.m., Mayor Beckman reconvened the Special City Council meeting, and City Attorney
Schwabauer disclosed that Council approved seeking a continuance of the Local Agency Formation
Commission public hearing regarding the White Slough Sphere of Influence to February 15, 2005.
E. ADJOURNMENT
There being no further business to come before the City Council, the meeting was adjourned at 7:55
a. m.
