CALL TO ORDER / ROLL CALL The Special City Council meeting of November 2, 2004, was called to order by Mayor Hansen at 7:04 a.m. Present: Council Members — Hitchcock, Howard, Land, and Mayor Hansen Absent: Council Members — Beckman Also Present: Interim City Manager Keeter, City Attorney Schwabauer, and City Clerk Blackston B. REGULAR CALENDAR B-1 "Discussion and appropriate action regarding City Manager selection process" Mayor Hansen reported that, according to Kris Kristensen of CPS Executive Search, nearly 50 individuals applied for the position of city manager. He noted that the city of Brentwood was also recruiting for a city manager and there were approximately five applicants who applied to both cities. Brentwood would be conducting interviews on November 19. Mr. Hansen stated that the next step in the process would be a closed session meeting, at which Mr. Kristensen would review the applications with Council and seven to eight candidates would be selected. The selected candidates would be interviewed and the top three candidates chosen. Mr. Hansen estimated that during the week of December 6 the newly seated Council would conduct final interviews and an appointment would likely be made by mid-December. Council Member Howard asked why applications were accepted after the deadline, to which Mr. Hansen explained that there is more flexibility in the recruitment process for at -will employees. Ms. Howard stated that she would like to be informed of which applications were received after the deadline. Discussion ensued regarding possible dates, following which Council agreed to cancel the November 9 Shirtsleeve Session and schedule a special closed session meeting to review the applications on November 10 at 7:00 a.m. Interviews of the selected candidates would take place on November 18 before three five -member panels: 1) Council, 2) Community, and 3) Professional. Each Council Member would recommend one individual for the Community and Professional panels. Mayor Hansen asked that none of the panelists be current City staff members. MOTION / VOTE: There was no Council action taken on this matter. C.
