SPECIAL CITY COUNCIL MEETING
CARNEGIE FORUM, 305 WEST PINE STREET
TUESDAY, SEPTEMBER 14, 2004
A. CALL TO ORDER / ROLL CALL
The Special City Council meeting of September 14, 2004, was called to order by Mayor Hansen at
7:20 a.m.
Present: Council Members — Beckman, Hitchcock, Howard, Land, and Mayor Hansen
Absent: Council Members — None
Also Present: Interim City Manager Keeter, City Attorney Schwabauer, and City Clerk Blackston
NOTE: The following items were discussed and acted upon out of order.
D. REGULAR CALENDAR
D-1 "Discussion and possible action regarding the draft recruitment brochure for the position of
city manager'
Mayor Hansen distributed a copy of the draft recruitment brochure (filed) and asked Council
for feedback.
Council Member Howard suggested that the cover photos be enlarged.
Interim City Manager Keeter noted that the brochure originally stated that the City invested
$50 million in its downtown revitalization efforts and the amount has been changed to $5
million. In addition, she pointed out a typographical error and stated that her staff would
proofread the brochure and provide comments to CPS Executive Search.
MOTION / VOTE:
There was no Council action taken on this matter.
B. CLOSED SESSION
At 7:27 a.m., Mayor Hansen adjourned the Special City Council meeting to a Closed Session to
discuss the following matter:
B-1 Pursuant to Government Code §54956.9(c); conference with legal counsel; anticipated
litigation/initiation of litigation regarding Stockton sphere of influence amendment; one
potential case
The Closed Session adjourned at 8:20 a.m.
C. RETURN TO OPEN SESSION / DISCLOSURE OF ACTION
At 8:22 a.m., Mayor Hansen reconvened the Special City Council meeting, and City Attorney
Schwabauer disclosed the following action.
In regard to Item B-1, on a 5-0 vote, Council authorized the filing of a writ petition under California
Environmental Quality Act CCEQA) against the city of Stockton challenging the city of Stockton's
approvals of initial studies/negative declarations contained within projects identified by the city of
Stockton as IS 15-04 and IS 18-04 (northwest and Lauchland properties); and to authorize filing a
motion to change venue.
E. ADJOURNMENT
There being no further business to come before the City Council, the meeting was adjourned at 8:22
a.m.
