Councilmen Brown, Katzakian) Mitchell, Ullmann and Culbertson (Idayor) present, None absent. CRESCEIT Notice thereof having been published in accordance LIGHTIITG DIST. with law, Mayor Culbertson called for public hearing on the work and the assessment for the RISS. NO. 2523 South Crescent Street Lighting District. There ADOPTED were no protests, written or oral. On motion of Councilman Brown, Mitchell second, the City Council adopted Resolution No. 2523 confirming the assessment for the South Crescent Street ]righting District. Mayor Culbertson announced that fourteen City employees had completed a course in Supervisory Methods in Municipal Administration as given by the Institute for Training in Municipal Admin- istration of the International City Managers' Association and which had been conducted under the joint sponsorship of the City of Lodi and the Lodi Adult Education program. He congratulated the employees for their achievement, stating that the Council was proud of such employees who were interested in bettering themselves and thus contributed to more efficient operation of the City. The following employees received diplomas: Loren Cromwell, Marvin Davis, Forrest Eproson, Leroy Hoffmann Peter Horst, Emil Keazler, Walden Klaffke, J. Paul McClure, Robert McLane, Robert Mendez, Orest Merry, Victor Meyer, Miles Sperling and Darrell Wilson. PLANNING COMMISSION EUNICE GLEN The final map of Lunice Glen Subdivision was SUBDIVISION presented for Council approval, all conditions of the Subdivision Ordinance in regard to subdivision maps having been filled. On motion of Councilman Katzakian, Brown second, the City Council approved the final map of Eunice Glen Subdivision. LOBAUGH The final map of Lobaugh Subdivision was presented SUBDIVISION for approval, all conditions of the subdivision ordinance in regard to subdivision maps having been complied with. On motion of Councilman Drown, Ullmann second, the City Council accepted the final map of the Lobaugh Subdivision. Minutes of Barth 21, 1962, continued MILLS AVE. In regard to the Mills Avenue re -alignment which RE -ALIGNMENT was on the agenda, Mr. Glaves reported that the property owner concerned was out of town and suggested that this item be postponed. On motion of Councilman Brown, Mitchell second, the matter of lulls Avenue re -alignment was deferred to the meeting of April 4, 1962. COUNTY The report from the Planning Commission stated GEavERAIL PLAN that at the request of the County Planning G.om- STUDY mission a joint meeting with that body, the Lodi Planning Commission and the Dodi City Council had been tentatively set for April 160 1962, for the purpose of reviewing the two alternate plans pro- posed for the San Joaquin County General Plan. The Council felt that the Council which would be constituted at the statutory meeting of April 17, 1962, should attend such a meeting so as to have the benefit of the review. Planning Director Rodgers stated he would try to make arrangements to have the meeting on April 23 or 30. COMMUNICATIONS WEST LANE A letter was read from the County Board of RE -ALIGNMENT Supervisors informing the Council that the sug- gestions of the City in regard to the re -alignment of West Vane were being considered by the County Planning Commission and the County Department of Public Works. NO. 2524 ADOPTED Claims in the amount of 3121,925.54 were approved on motion of Councilman Katzakian, Drown second. Specifications for the painting of the interior and exterior of the 'later Works 73uilding, the interior of the Justice Court, the Judge's Chamber, and the interior of the Small Animal Shelter were approved and call for bids authorized on motion of Councilman Hitchell, Ullmann second. Teichert & Son on the Alternate 2 bid which called for the 60" pipe to be cast -in-place pipe rather than precast pipe as in Alternate 1. The 60" pipe crosses Iiettleman Lane at the Freeway, and the County, which usually requires precast pipe, has given the City special permission to use the cast-in-plaoe pipe. Both the County and the State are interested in learning if the cast -in- place pipe will be satisfactory under traffic conditions. The Director of Public Works also recommends.that the Council authorize negotiation with the contractor to install the remaining 190 -- 2 - Minutes of, March 21, 1962, continued feet if the City is able to acquire needed. NO. 2526 $250 and one from Messrs. Olsen and Sherman for �,P'101. On motion of Councilman Brown, Ullmann second, the Council adopted Resolution No. 2526 awarding the contract for the removal of the house at the above location to Maurice O. Ray, Jr. PENSION FUND A recommendation from the Pension Doard that SEPARATION'19,780 of the accumulated separation reserve be RESLRVE distributed to members of the retirement system was presented for Council action. On motion of Councilman Katzakian, Mitchell second, the Council authorized the distribution of Sa19t78O in the accumulated separation reserve to members of the retirement system. SUBD. STREETS ACCEPTED RES. NO. 2527 ADOPTED A notice was received from the Department of Public Works that the following subdivision streets were ready for acceptance by the Cityg Subdivision Glenhurst Place No. 1 Capell Park Benson Manor No. 1 Streets Cardinal Street Sunset Drive Glenhurst Drive Pine Street Lomd Drive IT. of Pine Lodi Avenue On motion of Councilman Katzakian, Ullmann second, the City Council adopted Resolution No. 2527 accepting the above named streets as recommended. — 3 — The Council then approved having the Department of Public Works negotiate with A. Teichert & Son in the event that the easement for the remaining 190 feet is acquired. AWARD .. City Hanager Glaves stated that one bid had been WATER PIPE received on the asbestos cement water pipe, from Johns-Hanvill e Corporation for a total of RFS. NO. 2525 ;ia31,515.00. The City also received a quotation of ADOPTED present prices from Republic Supply Company which totaled 5631075.009 but which could not be con- sidered a firm bid. The City Manager recommended that award be made to Johns -Manville. On motion of Councilman Mitchell, Brown second, the City Council adopted Resolution 2525 awarding the con- tract for the asbestos cement water pipe to Johns - Manville Corporation in accordance with their bid. Request of IIx. Fredericks, 337 North Pleasant Avenue, for an addition to his existing 16 -foot driveway. Ile intends to place an 11 -foot wide concrete slab between his Garage and property line and use the area to park three cars and would like to have the driveway extended this width also. The Council were agreed that a 20 -foot driveway should be the maXimum permitted in a residential area, and on motion of Councilman ILatzakian, Ullmann second, the Council rejected the request of ilr. _+'rodericks and reaffirmed its policy of limiting the width of driveways in residential areas to not more than 20 feet. SMELL OIL CO. 2. The request of the Shell Oil Company for two 30 -foot driveways on Victor Road at the Freeway frontage road in the industrial zone. The Citgr Manager suggested that the request be granted subject to final location being approved by the Department of Public Uorhs and that the street improve- ments be installed as required by the City Code. Councilman Hatzakian moved that the two 30 -foot driveways be approved subject to approval of final location by the City and to the Company's making the required street improvements. The motion was seconded by Councilman Kitchell and carried. H. IiOLI11,E111 3. I1equest of henry '-oehlert 315 Last Pine Street for a driveway in his front yard. The request was referred to the City Council because this property rears on an alley and the Department of Public 'corks wishes to have the policy clarified regarding front driveways for lots that also have alley access. The Council felt that there was no problem in permitting; front driveways on such lots and on motion of Councilman Kitchell, Itiatzakian second, the Council determined that lots with alley access may also have front driveways in accordance with established regulations. NiARVAL FOOD 4. Request of MarVal Food Stores for two 25 - STORES foot driveways on Lockeford Street and one 28 -foot driveway on Hutchins Street which would be for the parking area and a 20 -foot driveway on Hutchins Street into the loading area at the westerly end of their building. On motion of Councilman Trown, Katzakian second, the City Council approved the drive- ways requested, subject to changing the direction of the traffic flow as shown on - 4 - 229 h1nutes of March 21, 1962, continued the sketch submitted and recommended by the Department of Public Works. CURB, GUTTER Plans were submitted for replacing portions of ATD SIDEWALK curb, gutter and sidewalk in the 200 block of T3EPAIRS IN 1dilborn, lora and Eden Streets and for replacing BAR HART TR. curb and gutter on the west side of Sacramento Street between Pine and Oak Streets and raising the flow line so that car bumpers would no longer scrape the top of the curb. Councilman Brown questioned the advisability of doing only portions of the blocks rather than whole blocks in order to do a good job that would not need to be done over in a few years. It was explained that the plans presented would adequately repair these blocks so that they should remain in good condition 15 to 20 years. The Department of Public [forks would also like permission to proceed with the rest of the Darnhart Tract between Tokay Street and Lodi Avenue in the same manner if the Council approves the proposed repairs! Councilman Brown moved that the plans be approved and that the same procedure be used for the other blocks bounded by 3*ee*t-mn D4'I Street, Lodi Avenue, Stockton Street and Cherokee, Lane. The motion was seconded by Councilman Mitchell and carried. In accordance with City policy, the City will assume the costs of the curb and gutter and the property owner will;pay for the cost of sidewalk. In some cases it will be necessary to remove a portion of driveway and replace it to match the new flow line. A policy regarding cost of replacement of such driveways should be determined. Councilman Katzakian moved that as a matter of policy in such instances where it is necessary to replace driveways because of changes in the flow line, the City should bear the cost of the replacement up to the sidewalk line, but the sidewalk is to be paid for by the property owner. Motion was seconded by Councilman Mitchell and carried. LITTER CANS The City Manager stated a request had been received from the Lodi Beautification Committee that the City purchase litter cans for placement in the business area, suggesting a minimum of 35 cans or such number as the Council considers necessary to initiate a program. The price break to receive the lowest price is 24 cans and prices range from y�17 to `a39 depending on the size and make of the can. The Committee states that Mx. Vacarezza of the City Scavenger Company has offered to empty the cans at no charge to the City. Also, the Com- mittee is considering the possibility of painting the cans in more decorative colors than the factory colors; if this is done, it would be at no expense to the City. The City Manager recommended that the use of litter cans be given a try. Councilman Mitchell moved that the City purchase litter cans at a total cost of not more than AAO.
