SPECIAL CITY COUNCIL MEETING
CARNEGIE FORUM, 305 WEST PINE STREET
TUESDAY, JULY 22, 2003
A. CALL TO ORDER / ROLL CALL
The Special City Council meeting of July 22, 2003, was called to order by Mayor Hitchcock at
7:00 a.m.
Present: Council Members — Beckman, Howard, Land, and Mayor Hitchcock
Absent: Council Members — Hansen
Also Present: City Manager Flynn, City Attorney Hays, and Deputy City Clerk Perrin
CITY COUNCIL CALENDAR UPDATE
Deputy City Clerk Perrin reviewed the weekly calendar (filed).
ANNOUNCEMENTS
City Manager Flynn, at the suggestion of Council Member Beckman, questioned whether City Council
would like to discuss the three following topics at two Shirtsleeve Sessions or at one Special Council
meeting on July 30: 1) roles and responsibilities of Council Members; 2) Council assignments on
boards and commissions; and 3) residency requirement for members of boards and commissions.
Discussion ensued on the pros and cons of Shirtsleeve Sessions versus Special and Regular Council
meetings, and it was determined that the City Manager would set the meeting(s) appropriately and
inform the City Council.
B. CLOSED SESSION
At 7:08 a.m., Mayor Hitchcock adjourned the meeting to a Closed Session to discuss the following
matter.
B-1 Actual Litigation: Government Code §54956.9(a); one case; Kruooe v. City of Lodiet al.,
U.S. District Court, Eastern District, Case No. CIV S-03-0196 LKK DAD
C. RETURN TO OPEN SESSION / DISCLOSURE OF ACTION
At 7:28 a.m., Mayor Hitchcock reconvened the Special City Council meeting, and City Attorney
Hays disclosed the following action.
In regard to Item B-1, Council provided settlement authorization to the City Attorney in this matter.
D. COMMENTS BY THE PUBLIC ON NON -AGENDA ITEMS
None.
E. ADJOURNMENT
There being no further business to come before the City Council, the meeting was adjourned at
7:28 a.m.
